Introduction

The "46312" National Health Information Project aims to integrate the information distributed in different application systems, different medical and health institutions, and different regions. Medical and health information in order to achieve interconnection, information sharing, and the construction of a health information standard system as one of the two major guarantee systems for information construction. Standardization in the field of information technology requires the unambiguous definition of identifiable standardized information objects on a global scale. Information-oriented in our country In the process of research and development of integrated and shared health information sharing documents, many objects are involved, such as organizations, personnel, equipment, and document models. Board, range code table, medical terminology system, patient identification, hospitalization number, pathology number, message transmission, medical digital imaging, etc. These ones The unified and standardized identification of physical or virtual objects is an important basic work of the national health information project with the goal of information sharing and interconnection. In order to uniquely identify objects, the International Organization for Standardization ISO and ITU jointly established a hierarchical structure (tree) of information object registration Identification system. This layered structure is described in the first part of GB 17969.1-2000 "Operational Regulations for OSI Registration Organizations for Open Systems Interconnection of Information Technology Points. Provisions are made in the General Regulations. In this structure, "joint-iso-itu-t(2)" and "iso(1)" are the first section of the hierarchical structure Point, the "State Member Body (refer to GB/T 2659-2000 "Code for the Names of Countries and Regions in the World")" node is located in the second layer "iso(1) Under the member-body(2)" node, the "country" node is located under the "joint-iso-itu-t(2) country(16)" node. my country’s "country" The “member body” node and the “country” node and their branches are managed by the national OID registration authority (ie OID registration center). According to GB/T According to 4657-2009, the node code in the field of health information in the country applying for registration is 10011, which is "1.2.156.10011" and "2.16.156.10011" represents the national health information root OID identifier. Under this hierarchical structure, the information object consists of an object identifier (OID) Uniquely identifies, the OID is composed of parts from the root of the hierarchical structure (tree) to the leaf nodes. Since from the root node to each The value assigned by the node in the registry is unique, so the OID is unique. And on this basis, develop the OID identification system for health information. 6 Identification code management and construction

6.1 Management mechanism 6.1.1 The identification coding system consists of the National Health Information OID Registration Center, the Provincial Health Information OID Registration Center, and the Municipal Health Information The Health Information OID Registration Center runs jointly. 6.1.2 Objects that need to be managed uniformly in the field of health information shall be managed by the National Health Information OID Registration Center. 6.1.3 Objects that require hierarchical management are managed by each branch management organization. According to the principle of autonomous control, the codes under each OID are assigned by the corresponding organization. 6.2 Management organization 6.2.1 The management organization sets up hierarchical levels according to business and management needs, and is responsible for the operation and management of the identification coding system in the field of health information. 6.2.2 The National Health Information OID Registration Center is responsible for maintaining and managing the identification coding system for national nodes. 6.2.3 The provincial health information OID registration center and the municipal health information OID registration center are responsible for maintaining and managing the identification coding system under their respective nodes.

7 Identification code structure

7.1 Basic structure of identification code 7.1.1 The identification coding of health information objects adopts OID identification technology to form a tree-like hierarchical structure. 7.1.2 OID identification consists of the cascade of all nodes on the path from the root node to the current node, and each node code is separated by a character ".". 7.1.3 Organization OID identification code adopts digital OID as the main value, that is, the identification code of each node is composed of numbers 0-9, and each node code The value n should be a positive integer greater than 0 and less than 16000000, and an alphanumeric OID mapping is established as a secondary value according to requirements. Organization OID The extended node allows the use of alphanumeric mixed codes, but should be based on digital codes, and the length of the extended node is indefinite. 7.2 Identification coding level 7.2.1 OID Root Identification of Health Information In the international OID standard coding system, the identifiers "1.2.156" and "2.16.156" represent the definition of Chinese level identification. Put it in front of the node code of the national health information field defined by this standard, it can realize the integration with other industry or field identification system, to ensure The global uniqueness of the identification code in the health field defined by this standard. According to the provisions of GB/T 4657-2009, apply for registration of national health The node code in the health information field is 10011.Therefore, "1.2.156.10011" and "2.16.156.10011" represent national health information Root OID identification. At present, "2.16.156.10011" is selected as the OID root identifier of the following codes. 7.3 General rules for identification coding 7.3.1 Coding rules apply to the encoding of the root OID identification of physical objects and virtual objects, 7.3.2-7.3.4 are all coding rules for physical objects Then, it does not apply to virtual object encoding. 7.3.1 The National Health Information OID Registration Center is responsible for the management of object root OID coding rules This coding rule applies to the coding of the object root OID that is directly managed by the National Health Information OID Registration Center, excluding The codes managed by the provincial and municipal health information OID registration centers are shown in Figure 6. 7.3.2 The provincial health information OID registration center is responsible for managing the encoding rules of the entity object root OID This coding rule is applicable to the provincial health information OID registration center directly responsible for the management of the object root OID, and it will report to the municipal OID health Institutions such as health information registration centers, chain pharmacies, etc. assign next-level codes based on the root identifier, as shown in Figure 7.
