1 Scope
This standard specifies the design of laboratory capability verification activities in the field of animal quarantine, biosafety requirements, requirements for proficiency testing items, and packages.
Basic requirements for loading and delivery, processing and evaluation of results.
This standard applies to proficiency testing activities provided by animal quarantine laboratories.

3 Terms and definitions
The following terms and definitions as defined in GB/T 27043 apply to this document.
3.1
Proficiency testing
Use inter-laboratory comparisons to evaluate participants' abilities in accordance with pre-established guidelines.
Note. The term “capability verification” has a very broad meaning, including but not limited to the following types.
a) quantitative plan quantitativescheme
Such a plan is to determine one or more measured quantities of the capability verification item;
b) Qualitative plan qualitativescheme
This type of plan identifies or describes one or more characteristics of a proficiency test item;
c) sequential planning sequentialscheme
This type of plan is to distribute one or more proficiency testing items that are detected or measured in order, and return to the proficiency testing provider on time;
d) Synchronization plan Simultaneousscheme
In this type of plan, the proficiency test items are distributed and tested or measured simultaneously within the specified time limit;
e) Single plan singleoccasionexercise
In this type of program, proficiency testing items are provided for individual needs;
f) continuous planning continuousscheme
In this type of plan, proficiency testing items are provided at regular intervals;
g) sampling sampling
In this type of plan, samples are taken for subsequent analysis;
h) data conversion and interpretation datatransformationandinterpretation
In this type of plan, a set of data or other information is provided that requires processing of the information to give an explanation (or other conclusion).
