1 Scope of application
This standard specifies the limits, monitoring and monitoring requirements for water pollutants and atmospheric pollutants in aluminum industrial enterprises, as well as the implementation and supervision of standards.

3 Terms and definitions
The following terms and definitions apply to this standard.
3.1
Aluminum industry
Refers to bauxite mines, alumina plants, electrolytic aluminum plants and carbon producers or production facilities for aluminum.
3.2
Existing enterprise existing facility
Refers to an aluminum production enterprise or production facility that has been completed for commissioning or environmental impact assessment documents before the date of implementation of this standard.
3.3
New enterprise new facility
Refers to the construction, reconstruction and expansion of aluminum production facilities construction projects approved by the environmental impact assessment document from the date of implementation of this standard.
3.4
Effluent volume
Refers to the amount of wastewater discharged by a production facility or enterprise outside the legal boundaries of the enterprise, including various effluxes that are directly or indirectly related to production.
Waste water (such as domestic sewage, cooling wastewater, plant boilers and power station drainage).
3.5
Benchmark effluent volume per unit product
Refers to the upper limit of the wastewater discharge amount of the production unit aluminum product specified for the approval of the concentration of water pollutants.
3.6
Exhaust height
Refers to the height from the ground level where the exhaust cylinder (or its main building construction) is located to the outlet of the exhaust.
3.7
Standard condition
It refers to the state when the temperature is 273.15 K and the pressure is 101 325 Pa. The limits of atmospheric pollutant emission concentrations specified in this standard are based on standards.
The dry gas in the state is the standard.
3.8
Enterprise boundary
Refers to the legal boundary of aluminum industrial enterprises. If the boundary cannot be determined, it means the actual boundary.
3.9
Public wastewater treatment system
Refers to collecting waste water through sewage pipelines, providing wastewater treatment services for more than two sewage disposal units and draining can reach relevant rows

4 Pollutant emission control requirements
4.1 Water pollutant emission control requirements
4.1.1 From January 1,.2011 to December 31,.2011, existing enterprises implement the water pollutant discharge limits specified in Table 1.

4.2.5 In the production process after the completion of the environmental protection acceptance of the existing enterprise production and construction projects, the competent environmental protection department responsible for supervision shall respond

5 Pollutant monitoring requirements
5.1 General requirements for pollutant monitoring
5.1.1 Sampling of waste water and waste gas from enterprises shall be carried out according to the type of pollutants to be monitored and at the specified pollutant discharge monitoring position.
Where there are wastewater and waste gas treatment facilities, they should be monitored after the treatment facility. A permanent drain outlet sign shall be provided at the pollutant discharge monitoring location.
5.1.2 Requirements for the installation of automatic monitoring equipment for pollutant discharge in newly-built enterprises and existing enterprises, in accordance with relevant laws and the automatic monitoring of pollution sources
The provisions of the Measures are implemented.
5.1.3 The frequency, sampling time and other requirements for monitoring the discharge of pollutants of enterprises shall be in accordance with the national technical regulations on pollution source monitoring.

5.1.4 The verification of the output of the enterprise products shall be based on the statutory statements.
5.1.5 The enterprise shall monitor the sewage discharge status and preserve the original monitoring in accordance with the relevant laws and the Measures for the Administration of Environmental Monitoring.
