1 Scope
This standard specifies the overall requirements for the construction of the National People’s Mediation Management Information System, the basic functions of the system, business processes, data collection structure,
Coding rules and code tables, data exchange structure, intelligent mobile mediation application construction requirements and system security.
This standard applies to the planning, design, construction, management and application of the National People’s Mediation Management Information System.

3 Terms and definitions
The following terms and definitions apply to this document.
3.1
People's mediation committee people's mediation committee
Mass organizations established in accordance with law to mediate civil disputes.
Note. Referred to as "Coordination Committee".
3.2
People's mediator
Members of the People’s Mediation Committee and personnel appointed by the People’s Mediation Committee.
3.3
People's mediation
The People’s Mediation Committee urges the parties to voluntarily reach a mediation agreement on the basis of equal consultation through persuasion and diversion to resolve

4 General requirements for system construction
4.1 Information database construction of the People's Mediation Committee
The information database construction requirements of the People's Mediation Committee include.
a) The information database of people's mediation committees should be established at the ministerial and provincial (regional, municipal) levels;
b) All provinces (autonomous regions, municipalities) should determine whether to establish people's mediation committees according to the specific requirements of construction

c) The information database of the people's mediation committee at the ministerial level should be established on the basis of the information database of the people's mediation committee of each province (region, city).
4.2 Construction of People's Mediator Information Database
The requirements for the construction of the people’s mediator information database include.
a) An information database of people's mediators should be established at the ministry, provincial (regional, and municipal) levels;
b) Provinces (autonomous regions, municipalities) should determine whether their jurisdictions (cities, prefectures) establish a people’s mediator information database according to the specific requirements of the construction;
c) The information database of people's mediators at the ministerial level shall be established on the basis of the information database of people's mediators in various provinces (autonomous regions and municipalities).
4.3 Construction of People's Mediation Information Management
The requirements for the construction of people's mediation information management include.
a) It should realize the management of the people’s mediation committee and the information of people’s mediators, and can assist the people’s mediation committee and judicial administrative agencies

d) The collection and preservation of manual documents should be supported;
e) The modification, review and filing of case information should be supported.
4.5 People's mediation comprehensive query statistical analysis construction
The requirements for the construction of people's mediation comprehensive inquiry statistical analysis include.
a) It should have the functions of comprehensive inquiry and statistical analysis of people's mediation committees, people's mediators and people's mediation cases;
b) It should be able to support judicial administrative agencies at all levels to conduct multiple business inquiries and related inquiries.
4.6 Construction of People's Mediation Information Release
The construction of people’s mediation information release should be realized through the establishment of an information exchange platform between the judicial administrative organs and the people’s mediation committee.

8.1.1 Coding of the Commission
The Commission’s code is represented by 3 segments of 14-bit codes, the first 1-6 are the administrative division codes, the 7-8th is the type code of the Commission, and the 9-14th
