Tobacco industry measurement technology standard system
1 Scope
This Guidance Document specifies the composition, structure drawings and standard details of the technical standards system for the measurement of the tobacco industry.
This guidance document is used to guide the tobacco industry's metrological management, scientific research, quality control, standardization and other work, as well as Tobacco
System revision and management of industry measurement standards.
2 Terms and definitions
The following terms and definitions apply to this document.
2.1
Quantity
The characteristics of a phenomenon, an object, or a substance whose size can be represented by a number and by a reference object.
Note 1. Quantities can refer to the amount of the general concept or a specific amount. The general concept of the amount of such as length, energy, charge, resistance, the concentration of the substance; a specific amount of a long rod

Measurement
A process that is experimentally obtained and can be reasonably assigned a measure of one or more magnitudes.
Note 1. The measurement does not apply to nominal characteristics.
Note 2. Measurement means the comparison of quantities and includes the counts of the entities.
