Strength, formulate this regulation.
1.0.2 This regulation is applicable to newly built, rebuilt and expanded hydropower projects from the beginning of the diversion and discharge building to the closure of the water gate.
Compilation of emergency plans for reservoir water storage during the period from reservoir water level storage to normal water storage level.
1.0.3 The preparation of emergency plans for reservoir water storage should be based on people-oriented, laws and regulations, in line with reality, and focus on practical results and safety.
The principle of priority and rapid response.
1.0.4 The preparation of emergency plans for reservoir water storage of hydropower projects shall not only comply with this regulation, but also comply with the current relevant national standards.
Quasi-provisions.2 Basic regulations2.0.1 The formulation of emergency plans for reservoir water storage should be based on the actual situation of the project, and in view of the reservoir water storage emergency and its consequences,
Carried out on the basis of risk assessment and emergency resource investigation. The preparation of emergency plans should focus on systemicity and operability,
And it is connected with the comprehensive emergency plan of the government emergency management department and construction unit.
2.0.2 The emergency plan for reservoir water storage shall include from the beginning of the diversion and release building to be closed and blocked until the reservoir level is stored to normal
Risk analysis of emergencies related to reservoir storage during the water storage level period, emergency classification, emergency organization and responsibilities,
Monitoring and early warning, information report, emergency response, post-treatment, emergency safeguard measures, etc., emergency plan for reservoir storage
The catalog should be compiled in accordance with the provisions of Appendix A of this Regulation.
2.0.3 For projects with staged water storage, emergency plans for reservoir water storage at corresponding stages should be prepared.
2.0.4 The preparation format of the emergency plan for reservoir impoundment shall conform to the current national standard "Production Safety Accident Response of Production and Operation Units"
The relevant provisions of GB/T 29639 "Guidelines for the Preparation of Emergency Plan."
3 Pre-plan cover and title page
3.0.1 The cover and title page of the plan should indicate the version number of the plan.
3.0.2 The front page of the plan should indicate the plan preparation unit and preparation date, the approval unit and the release date, the filing unit and the filing date.
The date and validity of the case.
3.0.3 The front page of the plan shall record the target of the plan issuance.4 Preparation instructions4.0.1 The instructions for preparing the emergency plan for reservoir water storage shall include the following contents.
1 Purpose and scope of application.
2 The laws and regulations, technical standards and related technical documents on which the compilation is based.
3 Principles of emergency work for reservoir storage.
4.0.2 The instructions for preparing the emergency plan for reservoir storage shall specify the principle of version control and revision of the plan.5 Emergency risk analysis5.1 Project Overview
5.1.1 The engineering overview of the emergency plan for reservoir storage should include the following.
1 The physical geography, hydrometeorology, and hydrological forecasting system related to the basin where the project is located, and the upstream and downstream hydropower in the basin
Basic conditions such as engineering construction.
2 Project name, surrounding environment, basic social and economic conditions of upstream and downstream, location of emergency resources, especially
When an emergency occurs, the location, population, important traffic arteries, important facilities, and industrial
The situation of mining enterprises, etc.
3 Project scale, project grade, flood standard, characteristic water level and corresponding storage capacity, development task and scale, pivot
New layout, discharge facilities, electromechanical and metal structure equipment, major renovation and expansion, engineering characteristics table.
4 The image of the project.
5 Reservoir storage plan, including reservoir storage level, storage time, blocking process of diversion facilities, and water release facilities
Operation and water level rise rate control, etc.
