Foreword
According to the "Environmental Protection Law of the People's Republic of China" and the "Law of the People's Republic of China on Soil Pollution Control",
Physical health, protecting the ecological environment, strengthening environmental protection supervision and management of construction land, and regulating the regulation of soil pollution on construction land
Check and develop this standard.
This standard specifies the principles, content, procedures and technical requirements for the investigation of soil pollution on construction land.
Appendix A and Appendix B of this standard are informative appendices.
This standard was first published in.2014, and this is the first revision. The main contents of this revision include.
1. The standard name was revised from "Technical Guidelines for Site Environmental Investigation" to "Technical Guidelines for Investigation of Soil Pollution on Construction Land"
then";
2. The scope of application shall be modified accordingly with reference to the standard name;
3. Added the normative reference document "Soil Environmental Quality Construction Land Soil Pollution Risk Control Standard" (GB
36600), updated other standards-related content of normative references;
4. Deleted terms and definitions for "site" and "potentially contaminated site";
5. Removed the conditions for launching the third phase of the soil pollution survey and revised the work on the soil pollution survey

As of the implementation of this standard, the Technical Guidelines for Site Environmental Surveys (HJ 25.1-2014) are abolished.
This standard was formulated by the Department of Soil Ecology and Environment, Laws and Standards Department of the Ministry of Ecology and Environment.
The main drafters of this standard are. Institute of Environmental Protection for Light Industry, Institute of Environmental Standards of the Ministry of Ecology and Environment,
Nanjing Institute of Environmental Sciences, Shanghai Institute of Environmental Sciences, and Shenyang Institute of Environmental Sciences.
This standard was approved by the Ministry of Ecology and Environment on December 5,.2019.
This standard will be implemented as of December 5,.2019.
The interpretation of this standard is the responsibility of the Ministry of Ecology and Environment.
Technical guidelines for surveying soil pollution on construction land
1 Scope
This standard specifies the principles, content, procedures and technical requirements for the investigation of soil pollution on construction land.
This standard is applicable to the investigation of soil pollution status on construction land, and provides for the management and restoration of soil pollution risk on construction land.
Basic data and information.
This standard does not apply to the investigation of plots containing radioactive contamination.
2 Normative references
According to the characteristics of the plot and the characteristics of potential pollutants, a survey of the concentration and spatial distribution of the pollutants is conducted to provide the environment for the plot.
