Rating evaluation of renewable resource recycling sites
1 Scope
This standard specifies the evaluation principles, basic requirements, evaluation index system, evaluation methods, and grades for the grade evaluation of renewable resource recovery sites
Division and level management.
This standard applies to the classification, evaluation and management of fixed recycling sites for renewable resources.
This standard does not apply to recycling sites engaged in the recycling of scrapped cars, hazardous waste and radioactive waste.

3 Terms and definitions
The terms and definitions defined in GH/T 1093 and SB/T 10719 apply to this document.
4 Evaluation principles
4.1 Fairness and objectivity
Evaluation should be based on facts and uphold the principles of fairness and objectivity.
4.2 Overall accuracy
The evaluation work should comprehensively analyze the overall status of the renewable resource recovery site from multiple angles, and the evaluation results should be comprehensive, accurate and reliable.
4.3 Continuity
The evaluation work should be continuous to achieve the purpose of maintenance and continuous improvement.
5 Basic requirements
Participating renewable resource recycling sites should meet the following basic requirements.
--Should comply with relevant laws and regulations on renewable resources;
--Should meet the registration requirements of the Market Supervision and Administration Bureau and possess real and effective business qualifications, including business licenses and housing property rights
Certificate or housing lease certificate, the recycled resources should be within the scope of its business license;
- Site selection should meet the requirements of regional planning;
- There should be a fixed place that can guarantee business needs;
--Buildings and ancillary facilities and operation management should comply with GB 2894, GB 50016, environmental protection and fire protection related requirements;
-Registered for one year, and there is no bad record of environmental pollution, safety accidents, administrative punishment, etc. during the operation period.
6 Evaluation index system
Refer to Table 1 for the grade evaluation index system and evaluation requirements.
Note. For evaluation indicators that cannot be quantitative in the table, the evaluator can give an evaluation as appropriate according to the actual situation and evaluation requirements when scoring.

7 Evaluation method
7.1 Evaluation method
7.1.1 Renewable resource recycling sites that meet the requirements can voluntarily apply for grade evaluation.
7.1.2 Level evaluation should be organized by a third-party organization to carry out relevant evaluation work, and uniformly produce and issue recycling site level signs and certificates.
7.1.3 Document review, on-site inspection, and questionnaire survey should be adopted for grade evaluation.
7.2 Scoring method
The comprehensive scoring method is adopted for the grade evaluation of renewable resource recycling sites, by scoring each evaluation index and calculating the comprehensive
The evaluation score is based on the implementation of the evaluation indicators specified in this standard.
T-Comprehensive evaluation score;
C--site construction evaluation score;
M-Operation management evaluation score;
E--Equipment evaluation score;
S-customer service evaluation score;
I-Evaluation score of the degree of informatization.
8 Classification and management
8.1 Classification
According to the scoring results, renewable resource recycling sites are divided into three levels, from highest to lowest, five-star, four-star and three-star.
A score of 70 points or more (including 70 points) is the minimum requirement of this standard, and a score of less than 70 points is considered unqualified.
The score reaches 70 points or more (including 70 points), and the levels are divided according to the following requirements.
a) Three-star renewable resource recycling site. 70 points ≤ T ＜ 80 points;
b) Four-star renewable resource recycling site. 80 points ≤ T ＜ 90 points;
c) Five-star renewable resource recycling site. T ≥ 90 points.
8.2 Level management
8.2.1 For the first time to participate in the evaluation, the evaluation result of the recycling site is unqualified, and it can be re-evaluated after rectification within a time limit.
Only one year after the re-evaluation results are announced can reapply for grade evaluation.
8.2.2 If the rated recycling site fails to meet the requirements in the basic requirements (5), such as the fixed business site is demolished or polluted
If the environment is contaminated or a safety accident occurs, the level should be cancelled.
8.2.3 Re-evaluation of the rated recycling sites shall be conducted once every two years; during this period, regular or irregular inspections shall be conducted to confirm the level.
It is recognized that the verification can be conducted by means of spot checks, unannounced visits, social surveys, and listening to customer feedback.
8.2.4 Re-evaluation or verification of the recycling sites that fail to meet the grade standard shall be rectified within a time limit. Those who refuse to make rectification or fail to reach the grade standard after rectification are required.
The grade should be cancelled or lowered. If the grade is lowered, the corresponding grade plate and certificate will be renewed; if the grade is cancelled, the grade plate will be taken back

8.2.5 Recycling sites that do not participate in the reassessment or inspection shall be deemed to be automatically abandoned, and their grades shall be cancelled and the grade signs and certificates shall be recovered.
8.2.6 Recycling sites that have been graded can only reapply for grade evaluation one year after their grade is cancelled.
