This document complies with the provisions of GB/T 1.1-2020 "Standardization Work Guidelines Part 1.Structure and Drafting Rules of Standardization Documents".
Drafting.
This document supersedes GB/T 20647.1-2006 "Community Service Guidelines Part 1.General Principles" and is consistent with GB/T 20647.1-2006.
Aside from structural adjustments and editorial changes, the main technical changes are as follows.
a) The standard's name has been changed to "General Principles of Community Service";
b) The "Basic Principles" were changed to "Service Principles," and the content was revised (see Chapter 4, Chapter 4 of the.2006 edition);
c) A new chapter on "Service Content" has been added (see Chapter 5);
d) The chapter on "Institutional Development" has been deleted (see Chapter 6 of the.2006 edition);
e) The content of "Service Resources" has been changed (see Chapter 6, Chapter 7 in the.2006 edition);
f) A new chapter on "Service Design" has been added (see Chapter 7);
g) A new chapter on "Service Provision" has been added (see Chapter 8);

introduction
Communities are the basic units of social governance and an important vehicle for ensuring people's livelihoods. my country has 650,000 urban and rural communities, housing hundreds of millions of residents.
Strengthening the community service system is crucial for enhancing people's sense of gain, happiness, and security, and for ensuring their peaceful and prosperous lives.
Its significance lies in being an indispensable and important task in building a moderately prosperous society in all respects, and also in stabilizing growth, promoting reform, adjusting the economic structure, and improving people's livelihoods.
The national standard GB/T 20647 (all parts)-2006 "Guidelines for Community Services" was created against the backdrop mentioned above, aiming to improve the quality of community services.
The quantitative level has played a positive role and achieved remarkable results.
In recent years, the CPC Central Committee and the State Council have continuously increased their attention and emphasis on community services, and have successively issued documents such as the "Opinions of the CPC Central Committee and the State Council on..."

With the successive release and implementation of national and industry standards for community services, effective technical support and regulatory guarantees have been provided for community services, giving full play to their role.

Against this backdrop, GB/T 20647 (all parts)-2006 "Community Service Guidelines" is no longer suitable for the new situation and meets new needs, and is incompatible with newly issued guidelines.
There is overlap and duplication among Taiwan's national and industry standards. Therefore, the Standardization Administration of China has made overall optimizations to GB/T 20647 (the relevant standard).
