1 Scope
This document specifies the basic data sources for wind power, photovoltaic power and other new energy sources to participate in power balance at different time scales in the electricity spot market environment.

This document is applicable to the calculation of reliable power generation capacity of power grids at the provincial level and above, which include wind power, photovoltaic and other new energy output into power balance,

3 Terms and Definitions
The definitions of terms in GB/T 45905.1 apply to this document.
4 General Requirements
4.1 The participation of new energy in medium- and long-term and short-term power balance should be determined based on the fluctuation characteristics of new energy power generation and the statistical laws of new energy power generation.
Determine the reliable power generation capacity of new energy as the safety boundary for new energy to participate in power balance.
4.2 If there is an effective and available forecast output of new energy, the calculation method for participating in the short-term power balance should be used; if there is no effective and available forecast output of new energy, the calculation method for participating in the short-term power balance should be used.
The output forecast should be carried out according to the calculation method for medium and long-term power balance.
4.3 Renewable energy generation is volatile, and the reliable generation capacity and actual performance of renewable energy in power balance should be quantitatively evaluated using statistical methods.
The power generation risk caused by the deviation between outputs should be characterized by confidence probability.
4.4 The participation of new energy in short-term, medium-term and long-term power balance should adopt reliable power generation capacity with a confidence probability of not less than 95%.
The power supply and demand situation, new energy consumption demand, external support capabilities, load management measures and other factors should be evaluated, as well as the important power supply period or extreme weather conditions.
In this case, the confidence probability adopted should be appropriately increased.
4.5 The participation of new energy in medium- and long-term and short-term power balance should be determined based on the statistical characteristics of wind power and photovoltaic power generation.

5 Data Sources and Data Processing
5.1 Basic data such as installed capacity, predicted output, actual output, theoretical power, and available power of renewable energy participating in power balance should adopt the new
