3 Public service effect evaluation model
3.1 Overview
The appropriate public service effectiveness evaluation model can be selected according to the purpose of evaluation, and resource allocation type evaluation should adopt the whole process based on public service.
The 5E assessment model, predictive assessment and assessment assessment should adopt a public service goal-oriented outcome assessment model.
3.2 5E assessment model based on the whole process of public service
3.2.1 Overview
5E refers to economic input, efficiency, Efficacy, effect, and fairness, respectively.
(Equity). Economic input refers to the government's fiscal expenditure on a basic public service, such as the government's fiscal expenditure in basic public education; efficiency
Refers to the output income of a certain public service financial input. For example, after the government invests in basic public education, it obtains teachers, classrooms, and books.

3.2.2 Evaluation index system
Based on the 5E assessment model of the whole process of public service, designing evaluation indicators from five factors. economic input, efficiency, efficiency, results and fairness
