1 General
1.0.1 In order to ensure the construction, operation and maintenance of barrier-free facilities in the construction of a barrier-free environment, this specification is formulated in accordance with relevant national laws and regulations.
1.0.2 The construction, operation and maintenance of barrier-free facilities for newly-built, rebuilt and expanded municipal and architectural projects must comply with this specification.
1.0.3 The construction, operation and maintenance of barrier-free facilities should follow the following basic principles.

6 Cultural relics protection units at all levels shall construct barrier-free facilities as needed without destroying cultural relics.
1.0.4 Whether the technical methods and measures adopted in the project construction meet the requirements of this specification shall be judged by the relevant responsible parties. Among them, innovative technical methods and measures should be demonstrated and meet the performance requirements in this specification.
2 Barrier-free facilities
2.1 General provisions
2.1.1 A continuous barrier-free circulation should be provided in urban open spaces, building sites, inside and between buildings.
2.1.2 Facilities such as markers, trash cans, seats, lampposts, isolation piers, ground lamps and ground wiring (troughs) on the barrier-free flow line shall not hinder the independent passage of persons with disabilities. For objects fixed on barrier-free passages, wheelchair ramps, walls or cylinders of stairs, when the protruding part is greater than 100mm and the height of the bottom surface from the ground is less than 2.00m, the height of the bottom surface from the ground should not be greater than 600mm, and effective passage should be guaranteed. 2.1.3 Barrier-free traffic lines should be equipped with safety protection facilities near the dangerous terrain, and safety warning lines should be set at the same time if necessary.

2.2 Barrier-free access
2.2.1 When there is a ground level difference in the barrier-free passage, wheelchair ramps or curb ramps should be provided.
2.2.2 The clear width of the barrier-free passage shall not be less than 1.20m, and the clear width of the crowded public places shall not be less than 1.80m.
2.2.3 The door openings on barrier-free passages should be wheelchair-accessible, and wheelchair passages should be provided at various ticket gates and settlement gates, and the clear width of passage should not be less than 900mm.
2.2.4 When there are manhole covers and grates on the barrier-free passage, the width or diameter of the manhole cover and grate holes should not be greater than 13mm, and the strip holes should be perpendicular to the direction of traffic.
2.2.5 When the lower part of escalators, stairs and other indoor and outdoor low spaces can be entered, safety blocking measures shall be taken at the clear height not greater than 2.00m.
2.3 Wheelchair ramps
2.3.1 The slope of the wheelchair ramp and the lifting height of the slope section shall meet the following requirements.
1 The transverse slope should not be greater than 1.50, and the longitudinal gradient should not be greater than 1.12.When conditions are limited and the height difference between the start and end points of the slope section is not greater than 150mm, the longitudinal gradient should not be greater than 1.10;
2 The lifting height of each section of the ramp should not be greater than 750mm.
2.3.2 The clear width of the wheelchair ramp should not be less than 1.20m.
2.3.3 The starting and ending points of the wheelchair ramp and the clear passage width of the rest platform should not be less than the clear passage width of the ramp, and the horizontal length should not be less than 1.50m, and the door leaf opening and objects should not occupy this range of space.
2.3.4 When the height of the wheelchair ramp is greater than 300mm and the longitudinal gradient is greater than 1.20, handrails should be provided on both sides, and the handrails of the ramp and the rest platform should be consistent.
2.3.5 Safe blocking measures shall be taken on the air side of the wheelchair ramp with handrails.
2.4 Barrier-free entrances and exits
2.4.1 Barrier-free entrances and exits shall be one of the following three types of entrances and exits.
1 The flat slope entrance and exit with the ground slope not greater than 1.20;
2.Set the entrance and exit of steps and wheelchair ramp at the same time;
3.Set the entrance and exit of steps and lifting platform at the same time.
2.4.2 Except for entrances on flat slopes, a platform should be set in front of the barrier-free entrance; when the door is fully opened, the net depth of the platform should not be less than 1.50m; an awning should be set above the barrier-free entrance.
2.4.3 When installing entrance and exit turnstiles, at least one of them should have a clear width of no less than 900mm after opening, or an entrance and exit for wheelchair users should be set up next to the turnstile, and the clear width should not be less than 900mm.
2.5 doors
2.5.1 Doors that meet the barrier-free requirements should be clearly identifiable, and should ensure easy opening and closing and safe passage.
2.5.2 Revolving doors shall not be used on barrier-free passages.
2.5.3 Doors that meet the barrier-free requirements should not be provided with stoppers and thresholds. When there is a height difference at the door, the height should not exceed 15mm, and the transition should be made with an inclined surface. The longitudinal gradient of the inclined surface should not exceed 1.10.
2.5.4 Manual doors that meet barrier-free requirements shall meet the following requirements.
1.The clear width for passage after opening the doors of newly-built and expanded buildings shall not be less than 900mm, and the passage clear width for the opened doors of existing buildings shall not be less than 800mm;
2 Handrails should be provided on the outside and inside of the door leaf of the swing door, and the handrail should ensure one-handed fist operation, and the height of the operating part from the ground should be 0.85m to 1.00m;

2.5.5 Automatic doors that meet barrier-free requirements shall meet the following requirements.

2.5.6 All glass doors shall meet the following requirements.

2.5.7 When setting multiple doors continuously, the net distance between two doors after deducting the swinging space of the door leaves should not be less than 1.50m.
2.5.8 For a door equipped with a door closer that meets the barrier-free requirements, the closing time from the maximum controlled angle of the door closer to the 10° before it is completely closed shall not be less than 3s.
2.5.9 The two-way opening door that meets the barrier-free requirements should be equipped with an observation window at the visible height part, and the height from the lower edge of the visible part to the ground should not be greater than 850mm.
2.6 Barrier-free elevators and lifting platforms
2.6.1 The waiting hall of barrier-free elevators shall comply with the following regulations.
1 A wheelchair turning space with a diameter of not less than 1.50m shall be provided in front of the elevator door, and the depth of the waiting hall of a public building shall not be less than 1.80m;
2.The height of the center of the call button from the ground should be 0.85m~1.10m, and the distance from the side wall at the inner corner should not be less than 400mm, and the button should be provided with Braille signs;

2.6.2 The specifications of the barrier-free elevator car should be selected according to the building type and usage requirements. Meet the minimum car specifications for wheelchair users, the depth should not be less than 1.40m, and the width should not be less than 1.10m. 2.6.3 The elevator doors of barrier-free elevators shall comply with the following regulations.

2.The clear width of the elevator doors of newly-built and expanded buildings after opening shall not be less than 900mm, and the clear width of the elevator doors of existing buildings renovated or reconstructed shall not be less than 800mm;

2.6.4 When there is an elevator in a public building, at least one barrier-free elevator should be installed.
2.6.5 The lifting platform shall meet the following requirements.

2.7 Stairs and steps
2.7.1 The stairs and steps mainly used by the visually impaired shall comply with the following regulations.
1 A reminder blind passage should be set at a distance of 250mm to 300mm from the starting point and end point of the steps, and the length of the prompt blind passage should correspond to the width of the ladder section;
2 The first steps going up and down should be clearly different from the platform in color or material;
3 Steps without risers and right-angled flanges should not be used;
4 Attachments such as tread anti-slip strips and warning strips should not protrude from the tread.
2.7.2 The steps and stairs of three or more levels mainly used by people with mobility impairments and visual impairments shall have handrails on both sides.
2.8 Handrails
2.8.1 The height of single-layer handrails that meet the barrier-free requirements should be 850mm to 900mm; when double-layer handrails are installed, the height of the upper handrail should be 850mm to 900mm, and the height of the lower handrail should be 650mm to 700mm.
2.8.2 The handrails of stairs, steps and wheelchair ramps mainly used by persons with mobility impairments and persons with visual impairments shall be continuous throughout the entire length.
2.8.3 The starting and ending points of the handrails of the stairs and steps mainly used by the mobility-impaired and the visually-impaired, and wheelchair ramps should extend horizontally, and the extension length should not be less than 300mm; the end of the handrail should extend toward the wall or downward, and the extension length Should not be less than 100mm.

2.9 Accessible motor vehicle parking spaces and pick-up/drop-off areas
2.9.1 The parking spaces with convenient access and short routes should be set as barrier-free parking spaces for motor vehicles.
2.9.2 On one side of the barrier-free motor vehicle parking space, a wheelchair passage with a width of not less than 1.20m shall be provided. There should be no height difference between the wheelchair passage and the parking space it serves, and a curb ramp should be set at the height difference between the wheelchair passage and the pedestrian passage, and it should be connected with the barrier-free passage.
2.9.3 The ground slope of barrier-free parking spaces for motor vehicles should not be greater than 1.50.
2.9.4 Parking lines, wheelchair access lines and barrier-free signs should be set on the ground of barrier-free motor vehicle parking spaces, and guide signs should be set up.

2.9.6 The size of the boarding and drop-off area for barrier-free cars (passengers) should not be less than 2.40m×7.00m, and curb ramps should be set up at places where there is a height difference from the pedestrian passage, and should be connected with the barrier-free passage.
2.10 Curb ramp
2.10.1 At various intersections, entrances and exits and crosswalks, curb ramps should be set up when there is a difference in height.
2.10.2 There should be no height difference between the edge of the curb ramp and the roadway.
2.10.3 The curb ramp is 250mm to 300mm away from the curb at the lower entrance of the ramp. A prompt blind path should be set up, and the length of the prompt blind path should correspond to the width of the curb ramp.
2.10.4 The slope of the curb ramp shall meet the following requirements.
1 The slope of the full-width single-sided curb slope should not be greater than 1.20;

2.10.5 The width of the curb ramp shall meet the following requirements.

2.10.6 There should be a transition space at the top of the curb ramp, and the width of the transition space should not be less than 900mm.
2.10.7 Rainwater grates should not be set at the upper and lower slopes of the curb ramp. When setting up the traffic-blocking piles, the clear distance between the traffic-blocking piles should not be less than 900mm.
2.11 Blind Road
2.11.1 The paving of the blind road shall ensure the safe walking and direction identification of the visually impaired.
2.11.2 The paving of the blind road should avoid obstacles, and any facilities must not occupy the blind road.
2.11.3 Reminder blind roads should be set up where safety warnings and reminders are required, and their length should correspond to the range where safety warnings and reminders are required. 3.1.7 The components installed in barrier-free service facilities shall meet the following regulations.
