1 Scope
This standard stipulates the requirements for the technical appraisal of the vehicle speed in typical traffic accidents, and gives a typical traffic accident pattern vehicle line.
The method of identification of driving speed.
This standard applies to the technical and technical personnel assigned by the traffic control department of the public security organ or commissioned by the appraisal agency.

3 Terms and definitions
The following terms and definitions apply to this standard.
3.1
The adhesion coefficient of the tire when it is longitudinally slipped on the road surface during the running of the vehicle.
3.2
The adhesion coefficient of the tire when it slides laterally on the road surface during the running of the vehicle.
3.3
The speed change caused by each vehicle from the collision of a traffic accident vehicle to the time when each vehicle reaches the same speed.
3.4
When the brake is urgently braked, the vehicle deceleration (or braking force) is fully developed from the time the foot touches the brake pedal (or the hand touches the brake handle).
The time required to produce 75% of the average deceleration (or braking force).
4 Vehicle speed technical identification requirements
4.1 Identification shall be conducted in accordance with the law.
4.2 The appraisal institution (evaluator) shall have the corresponding qualifications and shall file the case with the traffic administrative department of the public security organ of the provincial people's government.
4.3 The appraisal entrusting unit shall issue a power of attorney for the evaluation of the driving speed of the vehicle to the appraisal agency (evaluator), and the appraisal power of attorney shall conform to GA 40.
Requirements. It also provides on-site survey related materials such as traffic accident scene maps and survey transcripts.
4.4 If the appraisal agency (evaluator) considers it necessary to inspect the traffic accident scene and the accident vehicle, the appraisal entrusting unit shall provide assistance.
4.5 The appraisal agency (evaluator) shall issue a certificate of vehicle speed, and the appraisal shall comply with the requirements of GA 40.
