Foreword
In July 2013, the Special Equipment Safety Supervision Bureau (Hereinafter
referred to as special equipment bureau) of the State Administration of Quality
Supervision, Inspection and Quarantine (hereinafter referred to as AQSIQ)
issued the project establishment assignment to compile the “Supervision
Regulation on Safety Technology for Stationary Pressure Vessel” (hereinafter
referred to as the pressure vessel regulation), which required to, based on such
7 regulations as the Supervision Regulation on Safety Technology for
Stationary Pressure Vessel (TSG R0004-2009), Supervision Regulation on
Safety Technology for Non-metallic Pressure Vessel (TSG R0001-2004),
Supervision Regulation on Safety Technology for Ultra-high Pressure Vessel
(TSG R0002-2005), Supervision Regulation on Safety Technology for Simple
Pressure Vessel (TSG R0003-2007), Management Rules on Utilization of
Pressure Vessel (TSG R5002-2013), Rules for the Periodical Inspection of
Pressure Vessel (TSG R7001-2013), and Rules for Supervision and Inspection
of Pressure Vessel (TSG R7004-2013), form a comprehensive regulation for
the stationary pressure vessels.
In August 2013, the Technical Regulations Department of China Special
Equipment Inspection and Research Institute (hereinafter referred to as the
Chinese Special Inspection Institute) organized relevant experts to establish
the drafting working group AND the materials, non-metallic, ultra-high pressure
and other professional groups, develop the drafting work program of the
“pressure vessel regulation”, define the principles, key points and major issues
for the establishment of the “pressure vessel regulation” as well as the structure
(chapter), make specific division of the drafting work, and establish the drafting
work timetable. Drafting work group and the professional groups respectively
conducted research and drafting work, held many seminars, and formed the
“pressure vessel regulation” (draft). In December 2013, the drafting work group
plenary meeting was held in Beijing. Through discussion and modification, the
opinion collection version of “pressure vessel regulation” was formed. In
February 2014, the Special Equipment Bureau sought the views of primary level
departments, relevant units, experts and citizens through the ZJTH [2014] #5
document. In June 2014, the drafting work group convened a second meeting
to study and discuss the opinions collected, forming the draft for examination.
In July 2014, the Special Equipment Bureau submitted the draft to the AQSIQ
Safety Technical Committee for Special Equipment for review. AND the drafting
work group held working meetings in September, October and November of
2014 respectively to study and discuss the reviewed opinions, forming the draft
for approval. In August 2015, AQSIQ informed the “pressure vessel regulation”
draft for approval to the WTO/TBT. In November 2015, the work group
responded to the consultancy opinions of the WTO/TBT. On February 22, 2016,

Stationary Pressure Vessel
1 General
1.1 Purpose
In order to ensure the safe use of stationary pressure vessels, prevent and
reduce accidents, protect people's lives and property, AND promote economic
and social development, in accordance with the “Law of People's Republic of
China on Special Equipment Safety” and the “Special Equipment Safety
Supervision Regulation”, ESTABLISH this regulation.
1.2 Stationary pressure vessel
The stationary pressure vessel is a pressure vessel installed at a fixed position
(hereinafter referred to as the pressure vessel, Note 1-1).
Note 1-1. As for the pressure vessels which are moved or used only within the
device or the field area for a particular purpose, as well as the cylinders of
portable air compressors, etc., CONDUCT supervision and management based
on the stationary pressure vessel; as for the pressure vessels in the process
equipment which are used as the process device, CONDUCT supervision and
management based on the residual heat boiler manufactured as the pressure
vessel AND in accordance with this regulation.
1.3 Scope of application
This regulation applies to pressure vessels as defined in the special equipment
catalogue AND with the following conditions.
(1) The working pressure is greater than or equal to 0.1 MPa (Note 1-2);
(2) The volume is greater than or equal to 0.03 m3 AND the inner diameter
(as for the non-circular cross section, it refers to the maximum internal
geometry of the section) is greater than ...
