1 General

1.1 Purpose In order to ensure the safe use of large-scale amusement facilities, prevent and reduce accidents, protect personal and property safety, promote economic and social development, this Regulation is formulated, in accordance with the "Special Equipment Safety Law of the People's Republic of China" and "Special Equipment Safety Supervision Regulations". 1.2 Meaning of large-scale amusement facilities The term "large-scale amusement facilities" as mentioned in this Regulation refers to the equipment and facilities used for business purposes to carry passengers for amusement; its scope is specified as the manned electromechanical amusement equipment, water amusement facilities, unpowered amusement facilities (Note 1-3), which have the designed maximum operating linear speed (Note 1-1) greater than or equal to 2 m/s, or the operating height (Note 1-2) higher than or equal to 2 m. Equipment and facilities used for sports, theatrical performances, non-business activities are excluded. The specific categories and varieties are specified in the "Special Equipment Catalog". Large-scale amusement facilities include the body of the large-scale amusement facility, ancillary equipment that is inseparable from its safe operation, decorations fixed on its body, excluding the power distribution part, foundation and building (structure) part of the large-scale amusement facility. Note 1-1.The design maximum operating linear speed (hereinafter referred to as operating speed) refers to the maximum linear speed, that passengers may experience during normal operation of the designed large-scale amusement facilities. Note 1-2.The operating height generally refers to the maximum vertical distance between the passenger restraint supporting surface and the installation base surface during operation. For large-scale amusement facilities installed on buildings (structures), the operating height refersto the maximum vertical distance between the passenger restraint supporting surface and thedrop surface during the operating process. The operating height of the high-altitude bungeerefers to the maximum vertical distance between the take-off point and the water surface or theground with the lowest drop. The operating height of the water slide refers to the maximum vertical distance between the take-off point and the water surface or the ground with the lowest drop. Note 1-3.The operating speed and operating height are generally judged, based on the product design data of the manufacturer. The manufacturer shall ensure that the actual operating parameters are consistent with the design data and parameters in the product quality certification document.

2 Materials

2.1 General requirements The selection of materials for large-scale amusement facilities shall be comprehensively considered based on factors such as their load characteristics, structural type, stress state, manufacturing process, working environment. 2.2 Metal materials 2.3 Non-metallic materials 2.3.3 Rubber Rubber shall meet the requirements of relevant national or industry standards. Its mechanical properties, aging resistance, corrosion resistance, etc. shall meet the requirements of actual working conditions. 2.3.4 Glass The glass shall be made of plexiglass or safety glass that is not easily broken. The plexiglass sheets shall comply with the requirements of GB/T 7134 "Poly (methyl methacrylate) cast sheets". The safety glass shall comply with the requirements of GB 15763 "Safety glazing materials in building". 2.3.5 FRP FRP materials and FRP parts shall meet the following requirements.

3 Design

3.1 General requirements 3.2 Risk assessment During the design stage, large-scale amusement facilities shall carry out risk assessment in accordance with GB/T 34371 "Risk assessment for amusement ride - General principles" and GB/T 39043 "Risk assessment for amusement ride - Hazard". A risk assessment report shall be issued. 3.3 Design calculation 3.4 Speed and acceleration 3.5 Welding design 3.6 Structural design 3.7 Transmission system 3.8 Electrical and control systems 3.9 Ride system 3.10 Safety protection devices and protective measures 3.11 Design documents 3.12 Design changes The manufacturer shall carry out design change work, through the scope, process, responsibilities, authorities determined by the effective quality assurance system; ensure that the design change work is standardized, reasonable, effective; record the design change part.

4 Manufacturing

4.1 General requirements 4.2 Main stressed components 4.3 Welding 4.4 Heat treatment Manufacturers shall prepare heat treatment process documents and strictly implement them; they shall establish heat treatment quality files and save original records, such as workpiece operation process records, inspection records, physical and chemical test reports, etc., as traceability data. When important parts such as shafts (pins) need to be heat treated to achieve the strength, toughness and other indicators required by the design, heat treatment shall be carried out to improve material properties. After heat treatment, non-destructive testing shall be carried out; impact testing shall be carried out if necessary. 4.5 Non-destructive testing 4.6 Assembly 4.7 Surface quality and coating 4.8 In-factory inspection and test 4.9 Exit-factory documents and information When large-scale amusement facilities leave the factory, they shall be accompanied by general design drawings, hydraulic (pneumatic) schematic diagrams, electrical and control system diagrams, basic condition diagrams, quality certificates of main stressed components, use and maintenance instructions, necessary spare parts and special tools, etc.

5 Installation, renovation, repair

5.1 General requirements 5.2 Installation 5.3 Renovation When large-scale amusement facilities are renovated (Note 5-1), the renovation organization shall redesign; conduct design document appraisal, type test, supervisory inspection in accordance with this Regulation; be responsible for the quality and safety performance of the renovated equipment; type test and supervisory inspection items 5.4 Repair

6 Management of use

6.1 General requirements 6.1.1 Basic requirements 6.1.3 Technical files The operating organization shall establish technical files for each large-scale amusement facility (set). 6.1.4 Other requirements 6.2 Maintenance and inspection 6.2.1 Regular maintenance The operating organization shall perform regular maintenance on large-scale amusement facilities, based on the characteristics and usage conditions of the equipment (Note 6-1). Maintenance shall comply with the requirements of the product maintenance instructions. Any abnormal situations found will be handled in a timely manner and recorded, to ensure that large-scale amusement facilities in use are always in normal use. 6.3 Reaching the design service life 6.3.1 Determination of service life The determination of the service life shall start from the completion of the first installation supervisory inspection of the equipment. It shall be counted, in accordance with the design service life (years, days, hours, times) and instructions specified in the equipment use and maintenance instructions, based on the actual operating time of the equipment (including pick-up and drop-off time) (Note 6-2). However, if the manufacturer has other clear provisions in the exit-factory documents, such provisions shall prevail. 6.3.4 Scraping Large-scale amusement facilities that pose serious accident risks and have no value for renovation or repair, or that have reached the scrapping period or conditions stipulated in safety technical specifications, shall be scrapped in a timely manner. The operating organization shall take necessary measures, to eliminate the use functions of the large- scale amusement facilities, at least defunctionalize the electrical system of the equipment and go through scrapping procedures.

7 Inspection

7.1 General requirements 7.2 Design document appraisal 7.2.1 Meaning of design document appraisal The design document appraisal of large-scale amusement facilities, as referred to in this Regulation, refers to the compliance review conducted by the design document appraisal agency, based on the provisions of this Regulation, on whether the design documents meet the relevant requirements of this Regulation, on the basis of the completion of the design by the manufacturer. 7.3 Type test 7.3.1 Meaning of type test The type test of large-scale amusement facilities, as referred to in this Regulation, refers to the activities of the type testing agency on review, inspection, testing of the prototype, to see whether it complies with the requirements of this Regulation, based on the condition that the manufacturer completely finishes the test verification of product and passes self-inspection, in accordance with the provisions of this Regulation, thereby verifying its safety performance. 7.4 Supervisory inspection 7.4.1 Meaning of supervisory inspection The supervisory inspection of large-scale amusement facilities, as mentioned in this Regulation, means that on the basis of the self-inspection of large-scale amusement facilities (including new installation, relocation), renovation, major repair organizations (hereinafter referred to as the construction organizations), mandatory and verification inspections on the construction process of the large-scale amusement facilities by the inspection agency, in accordance with the provisions of this Regulation. 7.5 Periodic inspection 7.5.1 Meaning and period of periodic inspection The term "periodic inspection" as mentioned in this Regulation refers to the inspection agency's inspection, at certain period, of the large-scale amusement facilities in use, that have been registered for use in accordance with the provisions of this Regulation on the basis of regular maintenance and self-inspection by the large-scale amusement facilities operators and users, based on the qualified routine maintenance & service and self- inspection.

8 Special item requirements

8.1 General requirements Water recreation facilities, zip lines, bungee jumps, slides, amusement vehicles, tethered sightseeing balloons, aerial trapeze series shall comply with the relevant provisions of this Regulation; implement the special item requirements of this Chapter. 8.2 Water recreation facilities 8.3 Zipline 8.4 Bungy jumping 8.5 Slide 8.5.1 Slideway (1) The radius of curvature of the slideway turning section shall not be less than 9 m; 8.5.2 Trolley (1) The maximum sliding speed of the trolley shall not be greater than 40 km/h; 8.5.3 Lifting system (1) The trolley lifting hitch device shall be firmly attached; 8.5.4 Other requirements (1) The obstacle-free distance between both sides of the slideway and the trolley shall be no less than 500 mm. The obstacle-free distance above the surface of the pulley seat shall not be less than 1400 mm; 8.6 Amusement vehicles 8.7 Tethered sightseeing balloon 8.8 Trapeze series (Note 8-1) Note 8-1.The trapeze series refers to amusement facilities, that use a lifting device to lift passengers to a certain height with wire ropes or other ropes, rely on their own potential energyto swing back and forth around the suspension point. The trapeze series includes two amusement facilities. "trapeze" and "cliff swing".

9 Supplementary provisions

9.1 Interpretation rights The State Administration for Market Regulation is responsible for the interpretation of this Regulation. 9.2 Implementation date This Regulation will come into effect on March 1, 2024. 9.3 Abolishing of documents The following normative references will be abolished from the date of implementation of this Regulation. If the requirements of other relevant documents and regulations, which are issued by the department responsible for special equipment safety supervisory management under the State Council before the implementation of this Regulation, are inconsistent with this Regulation, this Regulation shall prevail. ......
