Foreword
This Standard is established, for the implementation of Environmental Protection Law
of the People's Republic of China and Law of the People's Republic of China on the
Prevention and Control of Environment Pollution Caused by Solid Wastes, for the
standardization of recovery, recycle and reuse of used mineral oil, for the prevention
and control of pollution of used mineral oil to the environment, and for the protection of
the environment and human health.
This Standard specifies the pollution control technologies and environmental
management requirements for the process of collection, transportation, storage, use
and disposal of used mineral oil.
This Standard is issued for the first time.
Annex A to this Standard is informative.
This Standard was drafted under the organization of the Department of Science,
Technology and Standards under the Ministry of Environmental Protection.
The main drafting organizations of this Standard. Jinan Environmental Research
Institute, Jinan Xinyuan Material Development and Utilization Co., Ltd.
This Standard was approved by the Ministry of Environmental Protection on February
16, 2011.
This Standard is implemented from July 1, 2011.
This Standard shall be interpreted by the Ministry of Environmental Protection.
Technical Specifications for Pollution Control of
Used Mineral Oil Recovery, Recycle and Reuse
1 Scope
This Standard specifies the pollution control technologies and environmental
management requirements for the process of collection, transportation, storage, use
and disposal of used mineral oil.
This Standard applies to the pollution control for the process of collection, storage,
transportation, utilization and disposal of used mineral oil. It may be used as the guide
for the siting, the engineering construction and the pollution control for the operation
after construction, of the operators of used mineral oil.

3 Terms and Definitions
For the purposes of this Standard, the following terms and definitions apply.
3.1
used mineral oil
Mineral oil which is extracted and refined from petroleum, coal and oil shale and is
unable to be used because the original physical and chemical properties change dur
to external factors during the process of exploitation, processing and use.
3.2
Ship breaking, repairing and building shall be provided with oil fencing installations and
used mineral oil collection installations. The articles containing oil which are generated
in operation, shall not be piled up or dumped in water areas randomly.
6.6 Motor vehicle maintenance and mechanical maintenance
6.6.1 The operating sites of motor vehicle maintenance and mechanical maintenance
shall be treated for seepage-proofing, and shall be provided with sunscreen and rain-
proofing measures.
6.6.2 The operating sites of motor vehicle maintenance and mechanical maintenance
shall be provided with special collection containers or installations of used mineral oil,
and shall be provided with collection and treatment installations of floor flushing
sewage.
7 Technical Requirements for Pollution Control of
Storage
7.1 The storage pollution control of used mineral oil shall be as specified in GB 18597.
7.2 The design and construction of storage facilities of used mineral oil shall comply
with the design principles for storage of dangerous wastes, in addition to the design
specifications for fire protection and dangerous article storage.
7.3 The storage facilities of used mineral oil shall be kept away from fire sources and
prevented from high temperature and direct sunlight exposure.
7.4 Used mineral oil shall be stored in special facilities; inspection shall be carried
out before storage; it shall not be mixed up with incompatible wastes; and it shall be
stored based on category.
7.5 The floor within the storage facilities of used mineral oil shall be treated for
seepage-proofing and provided with a collection and diversion system of used mineral
oil to collect leaked used mineral oil caused by inadvertent operation.
7.6 When the containers of used mineral oil are used to contain liquid used mineral
oil, sufficient expansion space shall be reserved with the reserved capacity not less
than 5% of the total capacity.
7.7 The containers which contain used mineral oil shall be closed; oil storage tanks
shall be provided with air pores to pre...
