This document applies to horizontal shifting mechanical parking system, stacking mechanical parking system, vertical lifting mechanical parking system, vertical circulating mechanical parking system, horizontal circulating mechanical parking system and multilayer circulating mechanical parking system defined by GB/T 26476. 2 Normative references The following documents are normatively referenced in this document and are indispensable for its application. For dated references, only the version corresponding to that date is applicable to this document; for undated references, the latest version (including all amendments) is applicable to this document. GB 17799.3, Electromagnetic compatibility (EMC) - Generic standards - Emission standard for industrial environments GB 17799.4, Electromagnetic compatibility (EMC) - Generic standards - Emission standard for industrial environments GB/T 26476, Mechanical parking system - Vocabulary GB/T 39980-2021, Mechanical parking system - Design rules 3 Terms and definitions Terms and definitions determined by GB/T 26476 and the following ones are applicable to this document. 3.1 Parking equipment General term for the equipment for transporting or parking vehicles in the parking garage (field). 3.2 Intelligent control system of parking equipment System, composed of parking equipment controller, sensor, actuator, communication system and human-machine interaction system, which is used for realizing functions such as automatic inspection of parking equipment and automatic parking and picking- up of vehicle. 3.3 Parking equipment management system Automatic system, composed of parking management platform, parking guidance information system, charging system, vehicle parking and picking-up system, reservation system, information publish and information retrieval, which is used for realizing guidance, recording, parking, and charging of vehicles in the parking equipment. 3.4 Parking equipment controller Special-purpose computer which is used for realizing automation or intelligence of parking equipment by obtaining information such as working state, working parameters and command executive result of the parking equipment through input interface, output interface and communication interface. 3.5 Human-machine interaction system System that realizes information exchange between human and parking equipment through computer, human-computer interface and other input and output equipment. 3.6 Parking guidance information system System which is used for uploading data of parking equipment distributed in the same parking garage (field) to the Internet intelligently, publishing parking data of parking equipment in real time, and guiding drivers to realize convenient and fast parking, through technologies such as intelligent detection. 4 Technical requirements 4.1 Parking equipment intelligent control and management system 4.1.1 The design of the parking equipment intelligent control and management system (hereinafter referred to as “intelligent management system”) shall meet the performance requirements of the parking equipment. 4.1.2 The intelligent management system shall follow the principles of structured and modular design, and shall be scalable. 4.1.3 The intelligent management system shall be designed to be composed of a group of relatively independent and interrelated modules, and the communication between the modules shall be reliable. 4.3.1.4 Full-automatic mode is used in normal operating state of the equipment. The intelligent management system automatically completes the process of vehicle parking and picking-up through operation of the human-computer interaction system such as pressing buttons or swiping cards. The interaction result shall be fed back to the user in the form of voice, text, icon or indicator light. 4.3.2 Parking space allocation principles 4.3.2.1 The intelligent management system shall have the setting function of parking space or user, to optimize the allocation of parking space, and improve the efficiency of vehicle parking and picking-up. 4.3.2.2 The allocation of parking space for parking equipment should adopt the principle of the shortest route or time to realize vehicle parking and picking-up. 4.3.2.3 The parking equipment shall be provided with the function of switching priority mode of vehicle parking (picking-up). 4.3.3 Alarm display and log record 4.3.3.1 When the parking equipment alarms, the faulty information shall be displayed on the human-machine interaction system in the form of text or figures, and the sound and light alarm shall be activated at the same time. 4.3.3.2 The intelligent control system of the parking equipment shall set up a fault log to save fault history records, and the record storage time shall not be less than 90 days. 4.3.4 Requirements for linkage between parking equipment and fire-fighting facilities during fire alarm 4.3.4.1 The intelligent control system of the parking equipment shall have the function of receiving fire alarm information. 4.3.4.2 When the parking equipment receives the fire alarm signal, the intelligent control system shall respond accordingly. 4.3.4.3 After the fire alarm is canceled, the parking equipment shall be able to return to the normal operating state. 4.3.5 Parking equipment management system 4.3.5.1 User type The user types of the charging system include hourly-renting users and temporary users. 4.3.5.2 Payment method The payment methods of the charging system include cash payment and electronic payment. 4.3.5.3 Queuing function During the peak hours of picking up cars, the function of queuing to pick up cars shall be set up, and the queuing information should be displayed on the human-computer interaction equipment or the parking guidance information system. 4.3.5.4 Video surveillance and storage function Cameras shall be installed at the entrances and exits of the parking equipment, management rooms, elevators in the garage, carriers, and other main sections. The installation location and quantity shall be able to ensure the observation of each vehicle’s entry and exit, as well as the parking and picking-up process, so as to realize real-time monitoring of the garage, and automatically store the surveillance video, where the storage time shall not be less than 30 days. 4.3.5.5 Intelligent management system interface The interface capability of the intelligent management system shall meet the following requirements: a) Support functional configuration requirements – it shall be able to support wired and/or wireless transmission methods, and should reserve expansion interfaces; b) Support one or more communication interfaces, such as Ethernet, RS485/232/422 and other interfaces. 4.3.5.6 Data collection and historical records The parking equipment management system shall have a data collection and historical records of not less than 1 year, shall have the function of statistics statement in days, weeks, and months, and shall include but not limited to the following contents: a) parking and picking-up records at the entrance and exit; b) equipment operation log records; c) abnormal protection and fault records; d) data statistics and storage; e) query of historical data; f) user management logs. 4.3.5.7 Parking equipment management system settings The settings of the parking equipment management system shall include at least the following functions: for vehicle parking, the intelligent management system shall automatically reserve a parking space and save the reservation information. When making an appointment for vehicle picking-up, the intelligent management system shall automatically activate the equipment for vehicle picking-up. The result of the remote reservation shall be fed back to the user in the form of voice or text. 4.4.3 Remote service system 4.4.3.1 The remote service system shall have the function of remote diagnosis. When a failure occurs on site, the remote service system shall be able to be started in time to perform remote diagnosis on the site equipment. 4.4.3.2 The remote service system should have the function of fault information push. When the parking equipment fails, the faulty information should be pushed to the relevant personnel immediately. 4.4.4 Parking guidance information system 4.4.4.1 The parking guidance information system shall be able to automatically collect the real-time data of the parking equipment, and have the function of intelligent allocation and guidance. 4.4.4.2 The parking guidance information system shall display the available parking space data and route guidance of the parking equipment in real time. 4.4.4.3 When guiding more than one parking entrance, the parking guidance information system shall be able to automatically allocate the parking entrance, guide quickly, and avoid car congestion. 4.4.4.4 The parking guidance information system shall display eye-catching guidance information, such as garage number, entrance number, license plate, etc. 4.4.5 License plate recognition system 4.4.5.1 The license plate recognition system shall recognize the license plate number conveniently, quickly and accurately and compare the vehicle images. 4.4.5.2 The license plate recognition system shall have manual confirmation and correction measures. 4.4.6 Information retrieval function The parking equipment management system shall be able to reversely query the storage location and storage time of the vehicle through information such as the license plate, card number, and biometrics. 4.4.7 Information push function The parking equipment management system shall support the push of parking equipment data for third-party smart parking platforms or other management platforms. 5 Safety requirements 5.1 General In addition to meeting the requirements of 9.7, 9.10 and 9.11 in GB/T 39980-2021, the intelligent management system shall also meet the requirements of 5.2 ~ 5.8. 5.2 Control system software 5.2.1 Action precondition logic design The parking equipment controller shall complete the control system self-inspection before the parking equipment starts, so as to ensure the normal operation of the sensors, actuators and communication, and ensure the normal operation of the parking equipment. 5.2.2 Operation safety check The parking equipment shall be inspected for safety during operation, including but not limited to the following inspections: a) Detection of operation time of each actuator, to prevent over-travel operation or premature operation stop; b) Current detection of each motor, to prevent the motor from overloading; c) Interlock condition detection required for the safe operation of each actuator; d) Detection of various interactive information, invalid processing of abnormal interactive information. 5.3 Management system software 5.3.1 The management system shall have the function of preventing users from obtaining access information beyond their authority, and strictly limit the access, download authority and scope of use of information. 5.3.2 The management system shall have a storage protection function, to prevent users from reading and writing in storage areas outside the specified range. 5.3.3 Under no circumstances shall the management system expose important information such as passwords and authorization forms. 5.3.4 The management system shall have a detailed log function for recording copies of information. Set the control system to manual mode, operate the operation buttons or switches corresponding to each component of the parking equipment, and confirm whether each component is operating at a low speed. 6.3.2 Single-step mode Set the control system to single-step mode, operate the operation buttons or switches corresponding to each component of the parking equipment, and confirm whether each component completes an action process according to the set parameters and target position. 6.3.3 Full-automatic mode Set the control system to full-automatic mode. On the premise of ensuring that all components in the parking equipment are in normal operation and safe, drive the vehicle to the entrance of the parking equipment. The operator shall input the stored parking number or swipe the card through the human-computer interaction equipment, press the confirm button for vehicle parking, and observe whether the equipment is automatically started, to automatically park the vehicle on parking place input by the button or allocated by swiping card. After vehicle parking is completed on the equipment, input the parking space number just stored on the human-computer interaction device or swipe the card again; observe whether the equipment starts to run automatically; pick up the vehicle from the parking space, and drive to the exit of the parking equipment. 6.4 Parking space allocation Randomly select 5 parking spaces and check them in the software to confirm whether the tasks automatically generated by the intelligent management system meet the requirements of 4.3.2. 6.5 Alarm display When the parking equipment elevator or carrier is unloaded, operate the emergency stop switch or other safety protection devices to verify whether the control system alarms and whether the relevant alarm content is clearly displayed. 6.6 Alarm log record Retrieve the fault data of the parking equipment, and check whether the faults saved in the intelligent management system are saved in the format of year/month/day/hour/minute/second, and not less than 90 days. 6.7 Fire alarm and control Start the parking equipment, simulate the fire system to send out an alarm signal, and check whether the parking equipment responds accordingly. 6.8 Payment method Set the control system to full-automatic mode. On the premise of ensuring that all components in the parking equipment are in normal operation and safe, drive the vehicle to the entrance of the parking equipment, and observe whether the license plate recognition camera at the entrance correctly recognizes the license plate and displays the license plate correctly through the human-computer interaction equipment. The operator, after pressing the confirmation button for parking, shall observe whether the equipment starts automatically, to park the vehicle in a fixed parking space or a randomly assigned parking space automatically. After vehicle parking is completed on the equipment, input the license plate of the vehicle that has just been stored on the human-computer interaction equipment; observe whether the equipment starts to run automatically; pick up the vehicle from the parking space and drive to the exit of the equipment. 6.13.2 Biometric feature recognition mode Set the control system to full-automatic mode. On the premise of ensuring that all components in the parking equipment are in normal operation and safe, drive the vehicle to the entrance of the parking equipment. The operator shall have face recognition or fingerprint input on the human-computer interaction equipment, press the confirm button for vehicle parking, and observe whether the equipment is automatically started, to automatically park the vehicle in a fixed parking space or a randomly assigned parking space. After vehicle parking is completed on the equipment, enter the face or fingerprint on the human-computer interaction equipment; observe whether the equipment starts to run automatically; pick up the vehicle from the parking space; drive it to the exit of the equipment. 6.13.3 Remote reservation Through the remote terminal application software, operate the reservation for parking; observe whether the parking equipment receives the reservation information and automatically reserve a parking space. Make an appointment for vehicle picking-up; observe whether the parking equipment receives the reservation information and automatically starts up the equipment. The result of the operation shall have corresponding feedback in the application software. 6.14 Remote service system Switch on the parking equipment remote service system; simulate the failure alarm of the parking equipment; check whether the remote service system has received the failure information sent by the parking equipment, and whether the relevant personnel have received the failure information pushed by the intelligent management system. 6.15 Parking guidance information system In a parking lot equipped with a parking guidance information system, drive a vehicle to the general entrance of the parking lot, and check whether the parking guidance information system prompts the vehicle owner with the vehicle parking entrance ......
