Product - Transformers
1 Scope
This Standard specifies the terms and definitions, assessment principles, methods and
bases, basic requirements and assessment indexes for eco-design product -
transformers.
This Standard is applicable to the assessment of eco-design product - transformers,
which is collectively referred to as “product” in this document.
This Standard is applicable to the power transformers specified in GB/T 1094.1. Other
similar transformer products may also take this as a reference.
2 Normative References
The contents of the following documents constitute the indispensable clauses of this
document through normative references in the text. In terms of references with a
specified date, only versions with a specified date are applicable to this document. In
terms of references without a specified date, the latest version (including all the
modifications) is applicable to this document.

3.3 Life Cycle Assessment
Life cycle assessment refers to the compilation and assessment of inputs, outputs and
the potential environment impacts during the life cycle of a product system.

4 Assessment Principles, Methods and Bases
4.1 Assessment Principles
Product assessment shall follow the following principles:
---Ideological principle of life cycle: use the thought of life cycle to systematically
consider important environmental factors that have a relatively significant
influence on the environment at the various stages of the product’s full life cycle;
---Principle of combination of qualitative and quantitative assessment: the
implementation of eco-design product assessment shall propose qualitative or
quantitative assessment indexes. If feasible, the selection of quantitative
assessment requirements is encouraged, so as to reflect the environmental
performance of the product more accurately.
4.2 Assessment Methods
The product assessment methods are as follows:
---Index assessment, including but not limited to:
Environmental protection requirements stipulated in laws and regulations;
Other advanced environmental protection requirements for the product,
including industry environmental protection policies, national (industry)
technical standards, customers’ requirements, environmental protection
marks or green procurement technical specifications, etc.
---Life cycle assessment: in accordance with GB/T 24040-2008, GB/T 24044 and
GB/T 40093-2021, implement the product’s life cycle assessment.
4.3 Assessment Bases
The product shall be assessed as eco-design product in accordance with the following
conditions:
---Satisfy the manufacturer’s basic requirements (see Chapter 5);
---Satisfy the product’s assessment index requirements (see Chapter 6); provide
relevant conformity certification documents;
---In accordance with GB/T 24040-2008, GB/T 24044 and GB/T 40093-2021,
implement the product’s life cycle assessment; provide eco-design assessment
report.
5 Basic Requirements
5.1 Requirements for Management Systems
The manufacturer shall comply with the requirements of GB/T 19001, GB/T 24001,
GB/T 45001 or equivalent standards to establish and effectively operate the quality
management system, environmental management system and occupational health
system.
5.2 Other Basic Requirements
The other basic requirements shall include:
---The discharge of pollutants shall comply with national or local pollutant
discharge standards, and the total pollutant control shall reach the total
pollutant discharge control index;
---Advanced technologies and processes encouraged by the state should be
adopted; eliminated or prohibited technologies, processes, equipment and
related substances issued by the state or relevant departments shall not be
used;
---There shall be special storage places for solid wastes, so as to avoid scattering,
loss and leakage; the generation and hazards of solid wastes shall be reduced;
solid wastes shall be thoroughly and reasonably exploited and be subjected to
harmless disposal;
---In accordance with the relevant requirements of GB/T 24256 and GB/T 28180,
implement the product’s eco-design. The product quality, safety, energy
conservation and consumption reduction, and comprehensive utilization level
shall reach the relevant requirements of national and industry standards.
6 Assessment Indexes
The assessment indexes of the product are divided into first-level indexes and second-
level indexes. The first-level indexes include resource attribute index, energy attribute
index, environmental attribute index and product attribute index. The second-level
