1 Scope
This standard specifies the terms and definitions, mode classification, basic
requirements, pretreatment, sorting and recycling, biological treatment, building
materials production, incineration, sanitary landfill and environmental protection
technical requirements for the integrated treatment and resource utilization of
municipal solid waste.
This standard applies to the integrated treatment and resource utilization of
municipal solid waste.
2 Normative references
The following documents are essential to the application of this document. For
the dated documents, only the versions with the dates indicated are applicable
to this document; for the undated documents, only the latest version (including
all the amendments) are applicable to this standard.

6.4 Mechanical pretreatment.
a) Screening and crushing. USE the combination of screening and crushing
machinery to separate the different components in the primary waste and
create good physical conditions for the recycling, subsequent
pretreatment and final disposal of domestic waste;
b) Prefabrication. The separated part of the material is processed to form an
intermediate material that is favorable for subsequent processing;
c) Magnetic separation. Separate ferrous metal.
7 Sorting and recycling
7.1 Basic requirements
7.1.1 It is advisable to use mechanical sorting as the main method,
supplemented by manual sorting.
7.1.2 In accordance with the requirements of subsequent processing, SELECT
the economical and practical sorting process.
7.1.3 RECOVER some of the available substances in domestic waste.
7.1.4 Residual wastes after sorting and recycling of domestic waste shall be
further treated or disposed of, to meet the requirements of harmlessness.
7.2 Waste plastic recycling
7.2.1 The recycled plastic shall be subdivided in accordance with its main
characteristics.
7.2.2 Sorting of waste plastics should adopt wind separation and flotation
techniques.
7.2.3 The waste of plastic compounded with other materials shall be broken up
to separate other composite attachments. It should use the dry crushing
technique.
7.2.4 Waste plastics shall be cleaned to remove surface debris and dried, then
granulated.
7.2.5 The cleaning of waste plastics shall use mechanical cleaning technology
AND be equipped with wastewater treatment facilities.
7.2.6 The waste plastics obtained by sorting can either be used as needed, or
be further processed to produce building materials such as paints, adhesives,
plywood, and plastic bricks. The quality of its materials shall comply with the

7.7.1 Waste leather separated mechanically or manually should be collected
and packaged separately.

8 Biological treatment
8.1 Basic requirements
8.1.1 Domestic waste for biological treatment shall be pretreated. The size of
the pretreated material should not exceed 80 mm. The conversion of organics
shall not be less than 60%.
8.1.2 Residues generated during biological treatment shall be treated promptly
and properly.
8.2 Aerobic
8.2.1 The physical and chemical properties of domestic wastes subject to
aerobic composting shall meet the following requirements.
a) The moisture content shall be 40% ~ 60%;
b) The organic content shall not be less than 60% (on wet basis).
8.2.2 The domestic waste aerobic composting techniques shall meet the
requirements of CJJ/T 52 and CJJ/T 86.
8.2.3 Harmless requirements for aerobic composting and compost products
shall meet the requirements of relevant standards such as GB 7959 and GB
8172.
8.2.4 Bulk composting products after removing impurities may be used for
greening or as soil modifier.
8.2.5 In accordance with the nature of the soil and the needs of users, the bulk
products are added into N, P, and K additives to make organic and inorganic
compound fertilizers. Additives shall be mixed uniformly with the original
materials and meet the relevant standards.

9.3 The waste incineration slag sorted out can produce aggregates, whose
quality shall meet the requirements of GB/T 25032.
9.4 When the inorganic materials such as broken bricks and stones which are
sorted out meet the requirements of JCJ 53, they can be used as concrete
aggregates.
10 Incineration
10.1 Waste incineration boilers shall meet the requirements of GB/T 18750.
Incineration process technology shall meet the requirements of CJJ 90.
10.2 The heat generated by the burning of domestic waste shall be recycled.
The utilization mode shall be determined through integrated economic
comparison in accordance with the scale of treatment, waste incineration
characteristics, and peripheral thermal conditions.
10.3 Incineration fly ash and flue gas treatment shall comply with the
requirements of GB 18485.
11 Sanitary landfill
11.1 Domestic waste disposed in a landfill field shall meet the following
requirements.
a) The inorganic component shall be greater than 40%;
b) The moisture content of the solid residue after pretreatment of domestic
waste shall be less than 60%;
c) Domestic waste incineration slag shall be pretreated, and its moisture
content shall be less than 30%.
11.2 Sanitary landfill technology for domestic waste shall meet the requirements
of CJJ 17.
11.3 Biogas from landfills can be used as a source of gas turbine power, motor
vehicle fuel, domestic fuel for residents or units, and combined into natural gas
pipeline networks.
11.4 Biogas quality shall meet the requirements of clause 8.3.3 of this standard.
The discharge of biogas shall meet the requirements of GB 16889.
