Foreword
This Standard is revised on the basis of GB/T 1.8-1989 “Directives for the work
of standardization Rules for drafting of occupational safety and health
standards”. Compared to GB/T 1.8-1989, the main changes are as follows.
-- This Standard revised the structure and drafting-rules of occupational
safety and health standards by basing on GB/T 1.1-2000 “Directives for
standardization - Part 1. Rules for the structure and drafting of standards”;
-- This Standard deleted 7.3.3 in GB/T 1.8-1989.
This Standard was proposed by China Standard Research Center.
This Standard shall be under the jurisdiction of the State Bureau of Quality and
Technical Supervision Standardization Principle and Method Working-Group.
Drafting organizations of this Standard. China Standard Research Center, State

Rules for drafting of occupational safety and health
standards
1 Scope
This Standard specifies the basic principles and technical content for the
drafting of occupational safety and health standards.
This Standard applies to the drafting of occupational safety and health
standards.
2 Normative references
The provisions in following documents become the provisions of this Standard
through reference in this Standard. For dated references, the subsequent
amendments (excluding corrections) or revisions do not apply to this Standard,
however, parties who reach an agreement based on this Standard are
encouraged to study if the latest versions of these documents are applicable.
For undated references, the latest edition of the referenced document applies.

3 Terms and definitions
The Terms and definitions determined by GB/T 15236 and the following ones
are applicable to this document.
3.1 Hazardous factors
Factors that can cause casualties or sudden damage to objects.
3.2 Harmful factors
Factors that can affect people's physical and mental health, lead to disease, or
requirements for working system, equipment operation-procedure,
process-control, inspection and monitoring system;
c) Occupational safety and health requirements for the production plant
(including the open operation site) and the operating point (such as
stokehole, the underground, and the sea);
d) Occupational safety and health requirements for equipment (see
Appendix A);
e) Requirements for special-equipment’s’ configuration, operating point
layout, piping layout, the scattering and isolation of potentially hazardous
equipment, and the starting signal for the equipment movement;
f) The occupational safety and health requirements for the use and disposal
of raw materials, rough and semi-finished products containing hazardous
and harmful elements;
g) The occupational safety and health requirements for the transportation
and storage (including loading and unloading) of raw materials, semi-
finished products, semi-finished products, finished products and
production residual containing hazardous and harmful elements;
h) Psychological, physiological and other requirements for the workers to
participate in production (or professional activities), as well as training and
assessment requirements;
i) Requirements for the use of protective equipment (including collective and
individual protective equipment);
j) Requirements for safety signs;
k) The detection and evaluation method of occupational safety and health
requirements;
l) Others.
6.3 For other types of occupational safety and health standards, it may draft the
corresponding technical content according to their respective characteristics
and occupational safety and health needs.
n) Electrical safety requirements;
o) Safety requirements for inspection, maintenance and operation;
p) Restriction and protection requirements for possible hazards in operation,
such as rejection, noise, vibration, temperature, humidity, dust, radiation,
steam, gas or liquid etc.;
q) Fireproof and explosion-proof requirements (including the equipment’s
internal-pressure);
r) Occupational safety and health requirements for pneumatic and hydraulic
equipment;
s) Occupational safety and health requirements for the use of liquid-fuel or
solid-fuel equipment;
t) Occupational safety and health requirements for nuclear facilities and
nuclear radiation sources;
u) Safety and health requirements for material pipes’ coloring;
v) Requirements for safety-sign setting;
w) Others.
