In order to further promote scientific, standardize and effective implementation of
China compulsory certification, according to the “Regulations of the People's Republic
of China on Certification and Accreditation”, “Regulation Concerning Management of
Compulsory Product Certification" and “Notice of Certification and Accreditation
Administration on Clarifying the Adjustment Plan and Requirements for China
Compulsory Certification Implementation Documents” (CNCA [2013] No. 39), CNCA
has formulated two general implementation rules for China compulsory certification.
“China Compulsory Certification Implementation Rules - Factory Quality Assurance
Capacity Requirements”, which is used to normatively guide the manufacturing
enterprise of the products in the compulsory certification catalogue to establish quality
assurance capacity to ensure that the products sustain the compliance with the CCC
certification requirements; “China Compulsory Certification Implementation Rules -
General Requirements for Factory Inspection”, which is used to normatively guide the
consistency of the implementation of the factory inspection work of the designated
certification body of compulsory certification, which are issued now.
The above two general implementation rules are used in conjunction with the specific
product certification implementation rules issued subsequently, and will be
implemented on September 1, 2014.

This Implementation Rules applies to the organization management, implementation,
and factory inspection conclusion determination of the factory inspection activities of
the designated certification body.
2 Terms and definitions
For the purpose of this Implementation Rules, the following terms and definitions and
those established in the “Compulsory Product Certification Implementation Rules -
Factory Quality Assurance Capacity Requirements” (referred to as Factory Quality
Assurance Capacity Requirements) apply.
2.1 Factory inspection
An evaluation activity for factory quality assurance capacity, product consistency, and
compliance of products with standards. The factory inspection scope includes product
scope and site boundary.
2.2 Designated test
A test carried out by the personnel of manufacturing enterprise, in order to evaluate
the consistency of certified products and the compliance of products with standards,
and items are selected by the inspection team at the manufacturing enterprise
according to the certification standards.
3 Guidelines for factory inspection activities
4 Factory inspection requirements
The certification body shall clarify and publish the factory inspection requirements
based on the factory quality assurance capacity requirements and in combination with
the product and industry characteristics.
4.1 Factory specialty category
The factory specialty category is divided according to the same product category, the
same certification standard series, the same or similar critical production process that
affects the quality of the certified product, and special circumstances that can be
considered.
4.2 Basic requirements for factory inspection implementation
For products that have been certified by different certification bodies under the same
certification rules, the requirements for the critical component list, regular confirmation,
routine inspection and verification inspection of critical components shall be
consistent.
5 Determination of site boundary of factory inspection
Before the certification is approved, the certification body shall negotiate with the
factory to determine the site boundary of the factory inspection.
6 Determination of method, content and inspection team of factory inspection
The certification body shall determine the implementation method and content
according to the specific purpose of the factory inspection, such as pre-announced or
unannounced factory inspection, obtaining, taking or buying samples from the factory
/market/use site, terms and conditions of the factory inspection, inspection focus of
each terms and conditions, product consistency check, designated test, supervised
sampling, etc.
7 Risk control of relocation of manufacturing enterprise
For relocation of manufacturing enterprise, the certification body shall take
appropriate and necessary measures to control the following risks.
8 Disposal after obtaining the nonconformity information of the certified product
After obtaining the nonconformity information of the certified product, the certification
body shall implement special checks or investigations as appropriate;
9 Factory inspection after certificate recovery
For certificates that are suspended for quality reasons, in the factory inspection after
certificate recovery, the certification body shall.

10.1 Requirements for the application of CCC mark during production

11 Factory inspection conclusion determination
