1 General Provisions

1.0.1 This code is formulated with a view to strengthening the construction technology management of roads in city and town, standardizing construction requirements, unifying inspection and acceptance standard of construction and quality as well as improving engineering quality. 1.0.2 This code is applicable to the inspection and acceptance of the construction and quality of constructed, renovated or extended roads, squares, parks in city and town. 1.0.3 The quality standard of materials, semi-finished products and or finished products shall be in accordance with the relevant national current standards. 1.0.4 The construction and quality acceptance of road works in city and town shall not only meet the requirements stipulated in this code, but also comply with those in the current relevant ones of the nation.

2 Terms and Codes

2.1 Terms 2.1.1 Cement concrete surface course A road surface course paved by cement concrete. 2.1.2 Bituminous surface course A generic term for road surface course paved with bitumen as a binder. 2.1.5 General item Test items except dominant items. 2.1.6 Sampling inspection Inspection, based on a sampling plan, on a certain quantity of samples taken from materials, members and accessories as well as equipment or road works in city and town. 2.2 Codes A - Petroleum bitumen for road; AC - Dense-grading bituminous concrete mixture, including coarse mixture and fine mixture;

3 Basic Requirements

3.0.1 The construction organization shall have corresponding construction qualification for road works in city and town. 3.0.2 The construction organization shall establish sound construction technology, quality and safe production management system as well as formulate and implement construction management systems. 3.0.3 Before construction, the construction organization shall organize relevant construction technology management personnel to carry out deep site investigation, learn about the site condition and make sufficient construction preparation. 3.0.4 Before commencement, the construction organization shall investigate the construction site according to the contract documents, design documents, relevant laws and regulations, standards, codes and specifications as well as information on such structures as underground pipelines within the construction boundary and engineering hydrogeological information; 3.0.9 During construction, the next subitem engineering mustn't be proceeded before the previous subitem engineering passes the acceptance. 3.0.13 The road works shall include unit engineering, subsection engineering, subitem engineering and inspection lot which constitute the inspection and acceptance foundation of engineering construction and quality. 3.0.14 After the completion of unit engineering, the construction organization shall carry out self-checking and submit the completion data, self-checking results to the supervision engineer to apply for pre-acceptance after passing the self-checking.

4 Construction Preparation

4.0.1 Before commencement, the development organization shall make technical disclosure to the relevant personnel from construction, supervision and design organizations, and prepare relevant documents. 4.0.3 Before commencement, the development organization shall organize the design and survey organizations to hand over site measurement control piles as well as bench marks to the construction organization, and relevant documents shall be prepared. The construction organization shall formulate a construction measurement scheme and determine measurement control network, lines and points according to the actual conditions. 4.0.5 Before commencement, the construction technology personnel shall make careful review on the construction drawings. If any problem is discovered, the construction technology personnel contact the designer promptly for change, and relevant documents shall be prepared. 4.0.6 Before commencement, the construction organization shall prepare construction organization design. The construction organization design shall be prepared according to the contracts, bidding documents, design documents, relevant construction laws and regulations, standards, codes and specifications as well as site conditions. The construction organization design shall include construction arrangement, construction plan, guaranteed quality, safe guarantee systems and technical measures, necessary special construction design as well as environment protection and traffic dispersion measures. 4.0.7 Before construction, the measuring instruments and tools shall be verified and the materials shall be inspected. 4.0.8 Before construction, the quality guarantee plan as well as the unit engineering, subsection engineering, subitem engineering and inspection lot for engineering quality control shall be determined according to the construction organization design and submitted to the supervision engineer for approval before implementation; 4.0.9 Before commencement, safe technology training shall be carried out on the site operation personnel according to the engineering characteristics, and qualification training shall be carried out for the personnel for special work.

5 Measurement

5.1 General Requirements 5.1.1 Before construction measurement, the following preparation shall be made. 5.1.2 Before commencement, the construction organization shall carry out office and site rechecking on datum point, datum line and height measurement control data specified in construction drawings. During rechecking, if any unconformity or link-up problem with adjacent road section or bridge under construction is discovered, it shall be reported to the development organization for enquiry so as to obtain an accurate result. 5.1.4 The control pile for construction measurement shall be protected and calibrated. 5.1.5 The measuring record shall be prepared in a special form. The record shall be legible and must not be altered. 5.2 Plane Control Measurement 5.2.1 During plane measurement, the local uniform urban coordinate system shall be followed. Where it is difficult to adopt the local uniform urban coordinate system, the false coordinate system adopted for a small measuring area shall be approved by the superior competent administrative and planning department. 5.2.2 The layout of plane control network shall adapt to local conditions, guarantee accuracy, meet the actual construction needs and is convenient for application. 5.2.4 The construction measurement shall be ready for the control and checking of starting points, end points, turning points, road cross-points as well as the positions and directions of other critical facilities. 5.4 Construction Positioning Measurement 5.4.1 During construction, the construction center line and elevation control pile shall be arranged according to the construction plan, and the measuring pile shall be arranged according to the procedure. 5.4.4 Before subgrade construction, the positions of underground pipelines and other structures which may be exposed, touched or damaged in subgrade construction shall be measured and indicated according to the drawings, data and site conditions. 5.4.5 Where the scope of land occupancy and relocation is checked during construction preparation, the border line of the road construction scope shall be measured on site. 5.4.6 Where the engineering scale is large and the measuring pile may be damaged during construction, auxiliary plane measuring baseline and elevation control pile shall be arranged. 5.2.9 and 5.3.4 in this code. Where the total station is used to measure the fixed points of coordinates, different methods shall be used for coordinate calculation and the given points shall be rechecked; moreover, work and rechecking records shall be made. Before measurement, it shall be signed and confirmed by the supervisor.

6 Subgrade

6.1 General Requirements 6.1.1 Control pile for center line of road, side line pile and elevation control pile and others shall be re-inspected before construction. Confirming no mistake before construction is necessary. 6.1.2 The original drainage system which was damaged under construction shall be processed with efficient measures. 6.1.5 Temporary construction road shall be made according to project scale and environmental conditions before construction. Temporary construction road shall meet requirements of allocation and transportation for construction machinery and travel safety without disturbing the construction. 6.2 Drainage and Dewatering in Construction 6.2.1 Drainage and dewatering schemes shall be compiled according to engineering geology, hydrology, meteorological data, construction period and site environment before construction. Drainage facility shall be maintained and cleaned in time to guarantee unobstructed condition of drainage in construction period. 6.2.2 Drainage and dewatering construction shall not disturb the natural structure of subgrade soil to guarantee the safety of adjacent structures and constructions. 6.2.5 Measures to prevent quicksand shall be taken for dewatering in fine sand and silt soil. 6.2.6 Cross section and longitudinal slope shall be determined through water conservancy calculation for outside sewer on top of cutting; bottom width and ditch depth should not be less than 50 cm. Adequate anti-seepage safety distance or anti-seepage measures shall be made between drain ditch and the top edge of cutting; a cross slope with 2% leaning to drain ditch shall be made on the top edge. Measure against erosion shall be taken for drain ditch. 6.3 Earthwork Subgrade 6.3.1 Before subgrade construction, water accumulated on ground shall be eliminated and drained; tree root pit, well point, tomb pit etc. shall be technically handled; the ground shall be smooth. 6.3.4 At the end filling and digging of subgrade, center line of road, subgrade side line shall be recovered; the subgrade shall be shaped and rolled to survival. Compaction degree shall meet relevant requirements of Table 6.3.12-2. 6.3.5 Measures must be taken to process frost boiling. Where limestone soil is used to process frost boiling, the soil should be taken from local. 6.3.10 Excavation construction shall comply with the following requirements. 6.4 Stonework Subgrade 6.4.1 Construction equipment shall be selected according to geologic condition, construction operation environment. 6.4.2 If rock character of cutting is discovered mutated, report and ask the design organization to transact altered design timely. 6.4.5 Stonework filling of subgrade shall meet the following requirements. 6.6 Construction Processing 6.6.1 Where underground utilities and other construction existing within range of subgrade, construction shall meet the following requirements.

7 Base

7.1 General Requirements 7.1.1 Lime stabilization soil material construction shall be finished 30 ~ 45 days before winter; while cement stabilization soil material construction shall be finished 15 ~ 30 days before winter. 7.2 Lime Stabilized Soil Base 7.2.1 Original materials shall meet the following requirements. 7.2.2 Mix design of limestone soil shall meet the following requirements. 7.2.5 Hand stirring limestone soil shall meet the following requirements. 7.2.7 Roller compaction shall meet the following requirements. 7.3 Base of Lime and Pulverized Fuel Ash Stabilized Gravels 7.3.1 Raw materials shall meet the following requirements. 7.4.2 Mix design procedure of lime, pulverized fuel ash, steel slag stabilized soil shall be in accordance with the relevant requirements of Article 7.2.2 of this code. Select mix proportion according to mean compressive strength R and design compressive strength Rd of specimen. Mix proportion may be primarily selected according to those specified in Table 7.4.2.

8 Mixed Charge Level of Bitumen

8.1 General Requirements 8.1.1 In construction, the paving layers and the depth of every layer shall be specified according to the topping depth and the category, composition and construction season of the bitumen mixtures. 8.1.4 Where the old bitumen pavement was adapted as base to overlay the mixed charge level of asphalt, the original pavement shall be handled, leveled or strengthened to meet the design and the following requirements. 8.1.7 The material shall meet the following requirements. 8.2 Hot Mixed Bituminous Mixed Surface Course 8.2.1 Hot mixed bituminous mixture (HMA) is applicable to the surface course of various classified roads. Thereof types shall be divided according to nominal maximum grain size of aggregate, mineral aggregate grading and porosity; and shall comply with those specified in Table 8.2.5 Stirring and construction temperature for bituminous mixture shall be determined according to bitumen mark number, viscosity, climate conditions, thickness of paved layer and temperature of underlying layer.

9 Bituminous Penetration Type and Bituminous Surface Treatment Surface Course

9.1 General Requirements 9.1.1 Base course shall be cleaned clearly before construction; measures avoiding bitumen spraying pollution shall be taken for kerb and manhole etc. 9.1.5 Rolling compaction shaping shall be done by opening traffic orderly and controlling speed after shaping of bituminous penetration surface course and bituminous surface treatment surface course by rolling compaction. Where bleeding is discovered after traffic is open, joint filler shall be scattered for disposal. 9.2 Bituminous Penetration Surface Course 9.2.1 Bituminous penetration surface course should be used for the road surface course below city secondary trunk road. The thickness of basic material layer shall be determined according to the grain size of crushed stone; the thickness should not be greater than 10 cm. 9.2.4 Material specifications and dosage for bituminous penetration surface course should be in accordance with those specified in Table 9.2.4. 9.2.5 Paving and rolling compaction for main layer aggregates shall meet the relevant requirements of Articles 7.7.2 and 7.7.3 in this code. 9.2.6 Spraying for each layer bitumen shall meet the relevant requirements of Article 8.4.1 in this code. 9.2.11 Where bituminous penetration type structure is adopted for road base course or binder course, surface seal coat materials may not be scattered. 9.3 Bituminous Surface Treatment Surface Course 9.3.1 The type and mark number of petroleum bitumen for road and emulsified bitumen used for bituminous surface treatment surface course as well as quality specifications of aggregate shall meet the requirements of design and this code and shall adapt to local environmental conditions.
