1 Scope of application
This standard specifies the basic requirements for filling out the application and issuance of the pollutant discharge permit and the permit emission limit for the rare earth metal smelting pollutant discharge unit

3 Terms and definitions
The following terms and definitions apply to this standard.
3.1 Discharge unit for rare and rare earth metals smelting
Refers to the pollutant discharge units engaged in the smelting activities of rare rare earth metals under the national economy code 323, including tungsten and molybdenum smelting activities under the national economy code 3231
Smelting pollutants, pollutant pollutants engaged in the smelting of rare earth metals with the national economy code 3232, and other rare metals with the national economy code 3239

4 Requirements for basic information of pollutant discharge units
4.1 General principles
