Requirements and Measuring Methods
1 Scope
This Part of GB/T 32910 gives the electric energy effectiveness grades and the factors
affecting the electric energy effectiveness in the data center; specifies the measuring
and computing methods of electric energy effectiveness in the data center.
This Part is applicable to the measurement of the electric energy consumption in the
data center and the calculation of the electric energy usage effectiveness; it is also
applicable to analyze the electric energy effectiveness state in the data center for the
reference of design, construction, operation, maintenance and transformation of the
data center; it can serve as the assessment basis for the electric energy effectiveness
levels in the data center.
2 Normative References
The following documents are essential to the application of this document. For the
dated documents, only the versions with the dates indicated are applicable to this
document; for the undated documents, only the latest version (including all the
amendments) are applicable to this document.

3 Terms and Definitions
For the purpose of this document, the following terms and definitions apply.
3.1 Data center electric energy usage effectiveness
The ratio between the data center total electric energy consumption and information
equipment electric energy consumption during the same time period.
3.2 Data center total electric energy consumption
The sum of all electric energy consumed to maintain the normal operation of the data
The data center electric energy usage effectiveness directly derived from the
measurement value of electric energy consumption of each component in the data
center.
3.11 Adjustment value
The value used to compensate its system difference and to adjust the actual
measurement values of electric energy usage effectiveness, considering the difference
by adopting the different cooling technologies, load usage rates, data center levels,
different climate environments during the computing process of the EEUEmod. val.
NOTE: Since the system error can’t be fully known, such compensation is incomplete.
3.12 Modified value of electric energy usage effectiveness
For data centers with different conditions, the value obtained by subtracting the actual
measured value of data center electric energy usage effectiveness from the adjustment
value gotten by considering the system variation conditions.
3.1.3 Data center information equipment load rate
The ratio between the actual electric load of the data center information equipment and
the design electric load of the data center information equipment.
3.14 Data center security level
The level defined by the degree of damage to the national security, social order, public
interest, according to the post-interruption of the computer system in the data center.

5 Data Center Electric Energy Usage Effectiveness
6.3 Data center usage nature
The computer system running business in the data center has periodicity, such as
continuous stable running business and random intermittent running business:
a) Continuous stable running business: It undertakes the operation task all the year
round; the electric energy consumption changes regularly; the daily fluctuation
of data center information equipment energy consumption is relatively small;
such as the internet data center, etc.
b) Random intermittent running business: It undertakes the phased operation task;
the fluctuation of electric energy consumption is greater; such as super-
computing data center, etc.
the data center operating the random intermittent running business has a large energy
consumption fluctuation.
6.4 Data center information equipment load usage rate
The data center information equipment load usage rate can be divided into under-load,
semi-load, over-load and full-load:
a) Under-load: the data center information equipment load usage rate is less than
25%.
b) Semi-load: the data center information equipment load usage rate is greater than
or equal to 25%, while less than 50%.
c) Over-load: the data center information equipment load usage rate is greater than
or equal to 50%, while less than 75%.
d) Full-load: the data center information equipment load usage rate is greater than
or equal to 75%; while less than or equal to 100%.
6.5 Data center located climate environment
According to the located region, the climate types of the data center can be divided
into: data centers in severe cold regions, data centers in cold regions, data centers in
hot summer and cold winter regions, data center in hot summer and warm winter
regions, and data centers in moderate regions.
China’s general thermal design for buildings can be divided into 5 climate zones. The
names and indicators of zones are shown in Table 2.

7 Measurement Method of Energy Consumption in Data
Center
7.1 Overview
The measurement method of data center electric energy consumption refers to the use
of a unified method to measure the electric energy consumption of the data center and
its subsystems; including measurement range, selection of measurement points,
processing of measurement parameters, and measurement equipment requirements,
etc.
Since most data center load electric power characteristics are non-constant power, the
standard method of obtaining electricity consumption data is obtained by means of
energy metering statistics instead of using a power meter in a sampling method.
Data center cooling system electric energy consumption is the largest electric energy
consumption except the information equipment electric energy consumption in the data
center; it is also important factor affecting the EEUE. Because of seasonable
fluctuation of data center cooling system electric energy consumption, the EEUE
statistics are based on the one year as a standard period.
Data center electric energy usage effectiveness statistics range shall include main
working room and the first type of auxiliary room specified in GB/T 2887-2011; exclude
the second type of auxiliary room and the third type of auxiliary room.
7.2 Measuring equipment
Electric energy metering device: accuracy of Level-1.
7.3 Measuring position
Data center shall at least install or set the electric energy metering device in the
following locations or select as measurement point:
a) The measurement location of the total electric energy consumption of the data
center shall be the low voltage side of the transformer (see Point A in Figure 1).
b) When PDU has no isolation transformer, the measurement location of the data
center information equipment electric energy consumption shall be the power
supply circuit of UPS output terminal (see Point B in Figure 1).
c) When PDU is equipped with isolation transformer, the measurement location of
the data center information equipment electric energy consumption shall be the
power supply circuit of PDU output terminal (see Point C in Figure 1).
7.4 Conditional requirements of measurement
The specific measurement conditions are as follows:
a) The temperature, humidity and illuminance in the chamber shall be in accordance
with the relevant requirements of GB/T 2887-2011.
b) Fully utilize the originally designed existing distribution facilities and low-voltage
distribution monitoring system; combine the quantity and placement of
measuring instruments, metering boxes, data collectors required for rationally
designed metering system on site.
c) The data center electric energy meter shall not share the transformer with the
meter of the power supply department; and shall not be connected in series with
the billing meter.
d) The electric energy meter shall be equipped with a data output interface.
e) The meter sampling period shall be 15min or 1h.
f) It is advisable to establish the electric energy usage effectiveness management
system, so that realize the statistic sand analysis of the electric energy
consumption data; and automatic calculation of the energy effectiveness
indicators.
7.5 Standard measurement method of energy consumption
The standard measurement method of energy consumption refers to continuous
measurement of the energy consumption of each system used to calculate the data
center EEUE for one year.
The measurement procedures of standard energy consumption are as follows:
a) According to the actual situation of the data center, select the measurement
points basing on the measurement plan and as per the provisions of 7.3.
b) Place the electric energy meter meeting the requirements of 7.2 on the selected
measurement point.
c) When the electric energy meter has the remote transmission of the data function,
ensure that all installed electric energy meters can communicate with the energy
usage effectiveness management system.
d) Start each component of the energy usage effectiveness management system;
start to real-time collection of the electric energy consumption in the data center.
