1 Scope
This standard specifies the starting level of marine disaster emergency response.
This standard is applicable to national ocean observation and forecasting authorities to initiate marine disaster emergency response plans and carry out administrative deployment.
2 Terms and definitions
The following terms and definitions defined in GB/T 15920-2010 and GB/T 19721.2-2017 apply to this document.

Storm surge disaster
