introduction
To standardize the evaluation of happy rivers and lakes and promote the scientific protection and management of river basins, the "Guidelines for the Evaluation of Happy Rivers and Lakes" have been formulated.
From multiple dimensions such as safety, health, beauty, culture, and development, it scientifically constructs a system that reflects the people's aspirations for a better life and aligns with modern needs.
A happiness index system for rivers and lakes, based on the requirements of river protection and management. Through evaluation, a quantitative happiness index for rivers and lakes is derived, allowing for an understanding of public perception of happiness in rivers and lakes.
The actual conditions experienced provide technical support for the construction of happy rivers and lakes and the protection and management of rivers.
Based on the characteristics of rivers and lakes at different levels, the "Guidelines for the Evaluation of Happy Rivers and Lakes" is proposed to consist of the following three parts.

1.Scope
This document establishes an evaluation index system for happy rivers and lakes, stipulates the rules for determining the happiness index of rivers and lakes, and describes the rules for forming evaluation results.
The requirements for preparing the evaluation report are provided.
This document applies to the evaluation of happy rivers and lakes that flow through towns (streets) and have a drainage area of 3000 km2 or less.
