1 Scope
This document specifies the basic principles, index system, index connotation and calculation method, data analysis and conclusion for the evaluation of the development level of characteristic towns.

The following terms and definitions apply to this document.

4 Basic principles

4.3 Adhere to the evaluation index classification principle of combining qualitative indicators and quantitative indicators, and linking core indicators and auxiliary indicators.

5.1 The evaluation index system for the development level of characteristic towns consists of basic overview indicators, risk control indicators, and development quality and efficiency indicators.
5.2 In order to facilitate the selection of characteristic towns of the same type for comparison, this document sets up basic overview indicators to provide the basic background of characteristic towns.
