Introduction
The chemical industry is a high-energy-consuming industry and a key industry in my country's energy consumption. Its total energy consumption accounts for the country's total industrial energy consumption.
About 32%. The chemical industry covers a wide range of companies, with very different technological processes, and a wide variety of by-products, and a management system generally exists
Problems such as unclear boundary definition and incomplete energy performance identification. The purpose of this standard is to guide chemical companies to establish an energy management system
Its energy management performance includes improving energy efficiency and reducing energy consumption.
This standard is based on GB/T 23331-2012 and GB/T 29456-2012, combined with the characteristics of chemical companies, to guide chemical companies in carrying out
Energy management fully considers the differences in energy consumption of different companies and the changing characteristics of energy consumption under different conditions of the same company.
This standard analyzes the current status of energy management, energy use and energy consumption of chemical companies, and proposes systematic guidance recommendations for guidance.
Industrial enterprises establish, implement, maintain and continuously improve energy management systems, achieve energy goals, achieve standardized enterprise energy management behaviors, and reduce energy
The purpose of source consumption, improving energy utilization and promoting sustainable development of enterprises.
The energy management system is the fundamental basis for enterprises to establish energy management systems, mechanisms, methods, methods and standards. Chemical companies can participate
According to this standard, an energy management system is established separately, and it can also be combined with other management systems (such as quality management system, environmental management system, occupational health and safety
Management system, measurement management system, etc.) combined to establish an integrated management system. No matter which way to establish and maintain an energy management system,
All need to fully learn from and integrate the existing management system foundation and practice of the enterprise to ensure the overall coordination and unification of the enterprise management system.
Guidelines for the implementation of the energy management system in the chemical industry
1 Scope
This standard provides systematic guidance for chemical companies to establish, implement, maintain, and improve energy management systems.
This standard applies to chemical companies covered by the chemical industry (hereinafter referred to as "industry", excluding petroleum refining, ethylene and new coal chemical industry)
(Hereinafter referred to as "enterprise").

4 Energy management system
4.1 General
The establishment, implementation, maintenance and improvement of the energy management system of an enterprise shall include the following.
a) Define the management scope and boundary of the energy management system according to the organization structure, location and geographical scope of the enterprise, and determine the energy use,
The basic accounting unit of energy consumption (such as branches, production units, main energy-consuming equipment, etc.), and make it clear in the form of documents; energy
The management scope and boundary of the management system should cover the main production system and auxiliary production system of the production area of the company's main products
The whole process of energy utilization of the subsidiary production system, including energy purchase, storage, processing conversion, transmission and distribution and final use (including
(Recycling of waste heat and pressure) various links;
b) The production process, equipment and production scale should meet the national industrial policy, industry access conditions and national, industrial and local laws and regulations
Regulatory requirements;
c) Establish the necessary management documents in accordance with the characteristics of the enterprise, and ensure that the documents are effectively implemented during the operation of the energy management system
Implement and continuously improve;
d) Plan feasible methods, determine appropriate management methods to meet the requirements of GB/T 23331-2012, and continuously improve the performance
Source performance and energy management system.
4.2 Management responsibilities
4.2.1 Top management
As the highest decision-maker or decision-making layer that commands and controls the enterprise, the top management establishes, implements, maintains and improves energy management in the enterprise
