1 Scope
This part of GB/T 38604 stipulates the general principles, evaluation methods, evaluation procedures, and early stage of evaluation requirements for public information-oriented systems
Preparation, evaluation implementation and evaluation conclusions.
This section applies to the evaluation of public information-oriented systems.

3 Terms and definitions
The terms and definitions defined in GB/T 3358, GB/T 15565, and GB/T 19038 apply to this document.
4 General principles
4.1 Evaluation work should be carried out independently, objectively and fairly, and the results should not be affected by factors such as difficulty of implementation, whether to charge or not.
4.2 The sampling plan should be designed as a whole, a unified questionnaire should be prepared, and a scientific evaluation plan should be formulated.
4.3 Evaluation work should collect and use real data, the evaluation results are objective, accurate and credible.
4.4 The evaluation results should be consistent with the purpose and content of the evaluation and have high efficiency.
4.5 When evaluating public information-oriented systems, the indicators should be refined according to the type of public place.
a) Transportation public places. Based on crowd flow lines, combined with key nodes in public places, refined from the perspective of streamlines and non-streamlines;
b) Service public places. Based on service characteristics, combined with key nodes in public places, refine from the perspective of core services and general services.
4.6 It is advisable to establish a continuous evaluation system for public information-oriented systems and form an evaluation-improvement-re-evaluation mechanism.
5 Evaluation method
5.1 The types of common evaluation methods are.
--- Qualitative method. Evaluate the evaluation object based on the experience and judgment standards of the evaluator, showing the subjective attitude of the evaluator;
--- Quantitative method. Obtain evaluation results based on quantitative measurement methods, and use numerical results to express the results of evaluation or judgment;
--- Classification statistics. According to the established professional statistical specifications, based on the original documents in production or activities, regular classification
