1 Scope
This standard specifies the technical requirements, test methods, inspection rules and signs, instructions, packaging, and transportation of household and similar skin beauty appliances.
Transportation and storage requirements.
This standard applies to household and similar skin beauty appliances with a rated voltage not exceeding 250V.
Skin beauty appliances used in beauty salons, beauty salons and similar places are within the scope of this standard.
Note. Examples of appliances within the scope of this standard are as follows.
---Beauty appliances containing lasers or strong light sources (appliances within the scope of IEC 60335-2-113);
---Beauty appliances with high-frequency output current (≥10kHz), including equipment for generating thermal effects;
---Beauty appliances with intermediate frequency output current (≥1kHz and < 10kHz), including interference output, for skin stimulation;
---Beauty appliances with low frequency (< 1kHz) output current (such as Faraday current), used for skin stimulation, etc.;
---Beauty appliances with ultra-low voltage DC output (such as electrolytic current), such as electric needle hair removal;

4 requirements
4.1 Use environment
4.1.1 Unless otherwise specified in the product instruction manual, generally indoor or similar indoor environment, there is no explosive dangerous medium around it, and no corrosive metal

4.1.2 Ambient temperature. 0℃~40℃.
4.1.3 Ambient humidity. 15%~80%.
4.2 Safety requirements
4.2.1 For skin beauty appliances containing lasers or strong light sources, they should meet the requirements of IEC 60335-2-113.2016.
4.2.2 For other skin beauty appliances within the scope of this standard except for appliances containing lasers or strong light sources, they shall comply with GB 4706.1-2005 or
The requirements of GB 4706.15-2008, applicable appliances should also meet the additional safety requirements of Appendix A.
4.3 Noise requirements
The skin beauty appliance should run smoothly when working, and its A-weighted noise sound power level should not be greater than 72dB.
The noise of skin beauty appliances should be measured in accordance with GB/T 4214.1.
Under normal working conditions, measurement starts when it reaches a stable working condition, unless otherwise specified by the manufacturer.
4.4 EMC requirements
The electromagnetic compatibility of skin beauty appliances should comply with GB 4343.1, GB/T 4343.2, GB 17625.1 and GB/T 17625.2

4.5 Material safety requirements
For skin beauty appliances that have direct contact with the person being cared for, the parts and materials (including coating) that contact the skin should be avoided to the skin and
Damage to the human body.
The manufacturer shall carry out corresponding safety risk assessment for the parts and materials that may cause harm to the human body.
4.6 Use functions
The enterprise can declare the use function of the product in the instructions for use, and should provide corresponding evaluation or verification reports or supporting documents, etc.

5 Inspection rules
5.1 Inspection classification
Product inspection is divided into factory inspection and type test.
5.2 Factory inspection
5.2.1 Required inspection items for factory inspection
The mandatory inspection items of the factory inspection are shown in Table 1.
5.2.2 Sampling inspection items for factory inspection
Manufacturers should also conduct sampling inspections batch by batch, and the items for random inspection are shown in Table 2.
5.2.3 Sampling of random inspection items for factory inspection
The factory inspection sampling of the product shall be carried out in accordance with GB/T 2828.1, and the batch size, inspection level and qualified quality level shall be inspected by the manufacturer.
The department decides on its own or is negotiated between the manufacturer and the orderer.
5.2.4 Disposal of defective products in factory inspection
The unqualified products with defective items in the factory inspection shall be re-submitted for re-inspection after being repaired and reworked. Only after passing the re-inspection can they leave the factory.
5.3 Type test
5.3.1 Type test should be carried out in one of the following situations.
a) New product trial formulation appraisal;
b) Normal production is carried out once a year;
c) When production resumes after a long-term shutdown;
d) When there are major changes in design, process, key components, and raw materials that may affect product performance;
e) When the results of the sampled samples are significantly different from the results of the last type test;
f) When required by contract.
5.3.2 Type test items should include all items specified in this standard.
5.3.3 Sampling for type test should be carried out in accordance with GB/T 2829.Samples for type testing should be taken from products that have passed the inspection.
The test is carried out in groups, but each group cannot be less than 3.If any item of any sample fails in the test, double the sample

6 Marks, instructions, packaging, transportation and storage
6.1 Logo
6.1.1 Each product should have a durable mark, which should be clearly marked with GB 4706.1-2005, GB 4706.15-2008 or

6.1.2 The single package of the product should be marked with content that meets the requirements of GB/T 5296.2.
6.2 Instructions for use
Each product should be accompanied by instructions for use.
Instructions for use should comply with GB/T 5296.2 and GB 4706.1-2005, GB 4706.15-2008 or IEC 60335-2-113.2016
The requirements of 7.12, and consider the relevant additional requirements of A.2.3 in Appendix A.
The function of the product should be declared in the instructions for use.
6.3 Packaging
Product packaging should meet the requirements of GB/T 1019.
6.4 Transportation
During transportation, rain, moisture and violent collisions are strictly prohibited.
6.5 Storage
The product should be stored in a ventilated and dry environment. The box should be more than 150mm from the ground, and there should be no corrosive chemicals around.

A.1 Overview
For other skin beauty appliances within the scope of this standard except for appliances containing lasers or strong light sources, in addition to complying with GB 4706.1-2005 or

A.2.1 Overview

A.4 About temperature rise
A.4.1 For the following products, 11.8 of GB 4706.15-2008 is modified from A.3.2 to A.3.4.
A.4.2 The temperature rise of the working surface of the appliance in contact with the user or the person being cared for should not exceed.
---Metal and liquid 26K;
---Glass, ceramics and glass body materials 31K;
---Molding materials, plastic, rubber and wood 35K.
Check compliance with the following tests.
Supply the rated voltage to the appliance.
---Apparatus that needs to touch the skin to work. The appliance acts on the artificial skin. After reaching a stable state, measure the working surface
temperature.
Note 1.Artificial skin is similar to human skin in terms of flexibility, heat capacity and reflection conditions.
Note 2.10mm thick silica gel is considered a suitable artificial skin.
---Other appliances, after reaching a stable state, measure the temperature of the working surface without load.
A.4.3 For appliances for depilation by melting wax, the wax temperature 3mm above the heating surface should not exceed 75°C.
Compliance is checked by the following test.
Supply the rated voltage to the appliance and measure it with a thermocouple after reaching a steady state.
A.4.4 For appliances that generate hot steam, when measuring the distance from the steam nozzle specified in the instructions for use, the temperature rise should not exceed
25K.
Compliance is checked by the following measurements.
a) Measurement conditions.
---Environment temperature. 23℃±2℃;
---Add the amount of water specified in the instructions for use to the appliance;
---Supply the appliance with rated voltage;
---For appliances with steam volume adjustment function, steam angle adjustment function and steam temperature adjustment function, set the steam temperature
Measure the steam temperature under the highest possible conditions.
b) Selection of measuring points and arrangement of thermocouples.
---The location of the measuring point should be selected at the location where the highest temperature may occur within the distance specified in the instructions for use;
---The thermocouple is fixed, using a fixing method that does not affect the steam flow and the measured temperature;
---The thermocouple should be placed at a distance of 10mm from the fixed position at its foremost end;
---No tape is attached to the front end of the thermocouple, so that the steam can directly face the thermocouple.
c) Measurement. After the power is turned on and the appliance reaches a stable state, continuous measurement for 10 minutes, and record the temperature value of the 10 minutes, calculate

A.5 About leakage current
For the following products, 13.2 of GB 4706.15-2008 is modified as follows.
The leakage current of the beauty appliance intended to be electrically connected to the user should not exceed the following limits.
--- 0.1mA peak value for class Ⅱ appliances and components of class Ⅱ structure;
---0.75mA for Class I portable appliances;
---2.5mA for class I stationary electric appliances;
--- 0.1mA output circuit expected to be electrically connected to the user (care recipient).
Note. These leakage current limits should include leakage currents across transformer windings that are resistive or capacitive.
Whether it meets the requirements, it shall pass the test inspection specified in 13.2 of GB 4706.15-2008.
It is expected that the leakage current of the output circuit electrically connected to the user (care recipient) shall be tested repeatedly under the following conditions.
a) All power wires are connected in the correct polarity, including the ground wire, if any;
b) Transposition of phase wires and neutral power wires;
c) Any power supply ground wire is open at the power plug;
d) The output circuits are connected separately;
e) Connect the output circuits together.
A.6 About abnormal work
For the following products, Chapter 19 of GB 4706.15-2008 adds the following requirements.
For beauty appliances with liquid containers that need to be added by the user, they work under rated voltage and liquid-free conditions.
During the test, the temperature rise on the surface of the container should not exceed 60K.

A.7.1 Overview
