All the technical contents of this Part are mandatory.
GB 4706 is a series of standards for Household and Similar Electrical Appliances –
Safety; it can be divided into the following parts.
Part 1.General Requirements;
Part 2.Particular Requirements.
This Part is Household and Similar Electrical Appliances – Safety – Particular
Requirements for Appliances for Skin and Hair Care. It equivalently adopts IEC 60335-
2-23.2003 Household and Similar Electrical Appliances – Safety – Particular
Requirements for Appliances for Skin and Hair Care (English Version).
This Part replaced the abolished GB 4706.15-2003 Safety of Household and Similar
Electrical Appliances - Particular Requirements for Appliances for Skin and Hair Care.
This Part shall be used in conjunction with GB 4706.1-2005 Household and Similar
Electrical Appliances – Safety - Part 1.General Requirements.
This Part is formed by adding or modifying GB 4706.1-2005.If the specific clauses in
GB 4706.1 are not mentioned in this Part, it means that the corresponding clauses in
GB 4706.1 are applicable to this Part. The "applicable" part of this Part indicates that
the corresponding provisions in GB 4706.1-2005 are applicable to this Part; the part
that states "replacement" in this Part shall be subject to the provisions of this Part; the
part that writes “increment’ indicates that in addition to complying with the
corresponding provisions of GB 4706.1-2005, it must also comply with the additional
provisions of this Part.
For the benefit of use, this Part made the following editorial modifications.
a) Change “Part 1” into “GB 4706.1-2005”;
b) Use the decimal point ‘.’ to replace the comma ‘,’ that is used as the decimal point.
In the technical contents, the major differences between this Part and GB 4706.15-
2003 are as follows.
--- This part shall be used in conjunction with GB 4706.1-2005; and GB4706.15-
2003 shall be used in conjunction with GB 4706.1-1998;
--- 7.6 of this Part adds the 5582 symbol "Suitable for bathing or showering"
stipulated in IEC 60417-1;
--- This Part deletes the requirement that the nominal cross-sectional area of the

Hair Care
1 Scope
This clause of GB 4706.1-2005 is replaced by the following.
This Part deals with the safety of electric appliances for the care of skin or hair of
persons or animals and intended for household and similar purposes, their rated
voltage being not more than 250 V.
NOTE 101.Examples of appliances that are within the scope of this Part are.
– curling combs;
– curling irons;
– curling rollers with separate heaters;
– facial saunas;
– hairdryers;
– hand dryers;
– heaters with detachable curlers;
– permanent-wave appliances.
NOTE 102.Appliances covered by this Part may incorporate steam-producing or spray-
producing devices.
Appliances not intended for normal household use but that nevertheless may be a
source of danger to the public, such as appliances intended to be used by laymen in
shops, in light industry and on farms, are within the scope of this Part.
NOTE 103.Examples are appliances for use in hairdressing salons.
As far as is practicable, this standard deals with the common hazards presented by
appliances that are encountered by all persons in and around the home.
