This document is in accordance with the provisions of GB/T 1.1-2020 "Guidelines for standardization work Part 1.Structure and drafting rules for standardization documents"

This document replaces GB/T 21369-2008 "Energy Metering Equipment and Management Requirements for Thermal Power Generation Enterprises" and is compatible with GB/T 21369-
Compared with.2008, in addition to structural adjustments and editorial changes, the main technical changes are as follows.
a) The scope has been changed (see Chapter 1, Chapter 1 of the.2008 edition);
b) The definition of the term "secondary energy-consuming unit of thermal power generation" has been changed (see 3.2, 3.2 of the.2008 edition);
c) Added the term “energy-carrying medium” and its definition (see 3.3);
d) The types and scope of energy measurement have been changed (see Chapter 4, 4.1 and 4.2 of the.2008 edition)

3 Terms and definitions
The terms and definitions defined in GB/T 2589 and GB 17167 and the following apply to this document.

A thermal power generation enterprise with independent legal status or independent accounting capabilities.
3.2
Energy accounting units under thermal power generation enterprises.
Note. Secondary energy-consuming units of thermal power generation include main production systems, auxiliary production systems and ancillary production systems.

Energy-carrying medium
A medium that can absorb or release energy due to changes in its own state and parameters. The medium consumed in the production process is not considered
