This document replaces GB/T 18916.8-2017 "Water Quota Part 8.Synthetic Ammonia" and is consistent with GB/T 18916.8-2017.
In addition to structural adjustments and editorial changes, the main technical changes are as follows.
--- Changed the water quota indicators for the production of synthetic ammonia using coal and natural gas as raw materials (see Chapter 5, Chapter 5 of the.2017 edition);
--- Added fixed-bed atmospheric pressure gasification technology using coke and semi-coke as raw materials and pure coal using smokeless pulverized coal, crushed coal and lump coal as raw materials
The quota indicators for the production of synthetic ammonia by oxygen continuous gasification technology (see Table 1);

Introduction
Water use quota is a technical standard and important basis for measuring water conservation level. It is the basis for the implementation of water withdrawal permit system and planned water use management in the country.
The water quota standard is the basis for determining the permitted water volume, conducting water conservation evaluation, carrier construction and benchmarking management.
It is one of the main indicators of water resources management and an important means to implement the strictest water resources management system.
GB/T 18916 Industrial Water Quota will clarify the calculation scope and method according to the water use characteristics of different industrial sectors and stipulate the water use quota.

This document applies to water use management of synthetic ammonia production enterprises using coal and natural gas as raw materials.

3 Terms and definitions
The terms and definitions defined in GB/T 5751, GB/T 18820 and GB/T 21534 apply to this document.
4 Calculation method
4.1 Calculation scope
4.1.1 The calculation scope of water sources includes surface water (measured by water supply from water treatment plants), groundwater, urban water supply projects, and water from the market.
Other purchased water or water products (such as steam, hot water, etc.).
4.1.2 The calculation scope of water withdrawal includes the main production (storage and processing of raw materials, raw gas preparation, gas purification, gas compression, ammonia synthesis
etc.), auxiliary production (including machine repair, boiler, water treatment, air separation station, analysis and testing, storage, transportation, etc.) and ancillary production (including office, green
chemical, factory canteen, bathroom and toilet, etc.).
4.2 Calculation formula
The water consumption per ton of synthetic ammonia is calculated according to formula (1).
