1 General
1.0.1 This specification is formulated to ensure personal health, life and property safety, and ecological environment safety in the construction of buildings and municipal engineering, and to meet the basic needs of economic and social management.
1.0.2 The safety, environment, health and occupational health management of construction and municipal engineering construction sites must implement this specification.
1.0.3 The construction of buildings and municipal engineering shall comply with the national policies on construction site safety, environmental protection, disaster prevention and reduction, emergency management, sanitation and occupational health, so as to achieve personal health, life and property safety, and ecological environment safety.
1.0.4 Whether the technical methods and measures adopted in the project construction meet the requirements of this specification shall be judged by the relevant responsible parties. Among them, innovative technical methods and measures should be demonstrated and meet the performance requirements in this specification.
2 Basic regulations
2.0.1 The special construction plan and emergency plan of the engineering project shall be formulated according to the type of project, environmental geological conditions and engineering practice.
2.0.2 The engineering project shall carry out safety analysis, hazard identification and risk assessment according to the engineering characteristics and environmental conditions, compile a list of major hazards and formulate corresponding prevention and control measures.
2.0.3 The planning and design of the construction site shall be based on various conditions such as site conditions, number of occupancy teams and personnel, functional requirements, climate characteristics of the project location, and local management requirements. 3 Security Management
3.1 General provisions
3.1.1 The engineering project should formulate various safety production management systems according to the characteristics of the project, and establish and improve the safety production management system.
3.1.2 Propaganda slogans and signs for safe production should be reasonably set up on the construction site, and the signs should be firm and reliable. Safety warning signs shall be set up at main construction sites, operation levels, dangerous areas and main passages.
3.1.3 The construction site should take protective measures according to the types of safety accidents. For the existing safety problems and hidden dangers, it is necessary to appoint people, time, and measures to organize rectification.
3.1.4 It is not allowed to construct, hoist, set up work sheds, build living facilities or stack components, racks, materials and other sundries directly under the overhead lines of the external power supply.
3.2 Fall from height

3.4 Lifting injuries

3.5 Collapse

3.8 Vehicle damage

3.9 Poisoning and asphyxiation
3.9.1 When receiving and using toxic substances, a double responsibility system should be implemented, and no one should leave their duties in the middle of the operation.
3.9.2 The construction unit shall set up ventilation, ventilation and lighting equipment according to the construction environment.
3.9.3 Before working in a confined or confined space, gas testing should be performed in the order of oxygen, flammable gases, and toxic and harmful gases. When the gas concentration exceeds the safe allowable value, operation is strictly prohibited.

3.10 Electric shock

3.13 Water permeability
