This document specifies particular requirements for the safety of electric foot warmers, heating mats and similar appliances for household and similar purposes.
This document applies to appliances with a rated voltage not exceeding 250V, and also applies to appliances that are not used for general household purposes but are still dangerous to the public.

This document deals with appliances that present common hazards that are encountered by all people in and around the home.
However, generally speaking this document does not take into account the following situations.
