Requirements for Real-Name Registration and Activation of Civil Unmanned Aerial Vehicles
1 Scope
This document establishes the overall process for the real-name registration and activation of civil unmanned aerial vehicles, and specifies the technical requirements for real-name registration and activation.
The question describes the corresponding testing methods.
This document applies to civilian unmanned aerial vehicles (including flying toy model aircraft) engaged in flight or related activities within China.
Products manufactured, sold, and used under the name of civil unmanned aerial vehicles (UAVs) but whose actual functions and performance parameters meet the standards for civil unmanned aerial vehicles will be subject to real-name registration and activation.

This document does not apply to self-powered flying toys and model aircraft, nor to aircraft without a power source under the jurisdiction of police, customs, or emergency management departments.
Real-name registration and activation management of human pilots of aircraft.
Note 1.Flying toys have a maximum true flight height of no more than 30m, a maximum takeoff weight of less than 0.25kg, a maximum horizontal flight distance of no more than 100m, and a maximum flight height of no more than 100m.
The flight speed does not exceed 18 km/h, and the radio transmitting equipment meets the requirements for low-power short-range technology. It does not carry any filming or telemetry equipment and relies entirely on manual labor.

Note 2.Model aircraft, also known as aviation models, refer to aircraft with size and weight restrictions, which cannot carry passengers and do not have automatic altitude and position holding flight functions.
