Foreword
This document is in accordance with the provisions of GB/T 1.1-2020 "Guidelines for standardization work Part 1.Structure and drafting rules for standardization documents"
Drafting.
This document is Part 4 of GB 40554 "Safety Code for Offshore Oil and Gas Exploitation". GB 40554 has been issued for the following
part.
--- Part 1.General;
--- Part 2.Marine part;
--- Part 3.Shore terminal section;
--- Part 4.Beach and sea areas.
Please note that some of the contents of this document may involve patents. The issuing organization of this document does not assume the responsibility for identifying patents.
This document is proposed and coordinated by the Ministry of Emergency Management of the People's Republic of China.
Introduction
In order to strengthen the safety management of offshore oil production, protect the lives and property of employees, and prevent and reduce offshore oil production safety accidents,
Therefore, in accordance with the "Safety Production Law of the People's Republic of China" and other laws, GB 40554 "Safety Regulations for Offshore Oil and Gas Exploitation" was formulated.
GB 40554 aims to specify the safety requirements for offshore oil and gas extraction operations and consists of the following four parts.
--- Part 1.General. The purpose is to specify the general requirements for production safety applicable to offshore oil and gas production.
--- Part 2.Offshore. The purpose is to specify the offshore (chart water depth exceeds 5m) offshore oil and gas extraction operations.
Safety production requirements during business activities.
--- Part 3.Onshore terminal part. The purpose is to specify the process of offshore oil and gas extraction operations at onshore terminals.
safety production requirements.
--- Part 4.Beach Sea Part. The purpose is to stipulate the offshore oil and gas operations in beach sea (with a depth of less than 5m on the chart).
Safety production requirements during mining operations.
This document, as part 4 of GB 40554, proposes the following requirements for offshore oil and gas exploitation in waters with a depth of less than 5 m.
The safety production requirements for oil production activities are clarified, and the safety technical indicators for beach and offshore oil production facilities, equipment management, operation management, and emergency management are clarified.
To standardize the safety management of offshore oil and gas, consolidate mature experience and technology, control the risks of offshore oil and gas production operations, and ensure the safety of offshore oil and gas production.
The safety of life and property of offshore oil and gas exploitation workers, prevention and reduction of offshore oil production safety accidents, and the protection of offshore oil and gas development
Provide a basis for normalization and standardization of safety management.
