1 Scope
This document stipulates the indicator system, data selection and calculation methods for evaluating the effectiveness of public security traffic management administrative law enforcement.
This document is applicable to the evaluation of road duty and law enforcement effectiveness by the traffic management department of the public security agency.

3 Terms and definitions
The following terms and definitions apply to this document.
3.1
demand of enforcements
The number and proportion of police incidents due to traffic accidents, congestion, reports, etc. that require intervention from the public security agency’s traffic management department.
Note. Law enforcement demand reflects the change in the number of police incidents relative to the previous period. The change in the number of police incidents in the same management area within the same time period is used to measure the law enforcement demand.
The law enforcement saturation is measured, thus providing evaluation and guidance for the allocation of police resources. The lower the law enforcement demand, the fewer police incidents there are, and the higher the law enforcement effectiveness evaluation score.

strategy of enforcements
A comprehensive evaluation of the extent to which law enforcement covers relevant time, place, type, and objects, and the extent to which law enforcement is effectively implemented.
Note. The law enforcement strategy reflects whether the law enforcement is scientific and effective. The higher the strategy coverage and the higher the execution rate, the better the law enforcement strategy is.

The greater the number of accidents and the greater the number of casualties, the lower the law enforcement effectiveness evaluation score.
