Introduction Due to the needs of product functions and the limitations of technical level, currently there are hazardous substances or elements such as lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls, polybrominated diphenyl ethers contained in the material composition of some of electronic information products. This technical guiding document is made to help the industry to determine the environment-friendly use period of electronic information products that contain aforementioned toxic and hazardous substances or elements, and to further improve the pollution control identification of electronic information products, according to the relevant requirements of "Pollution Control and Management Methods of Electronic Information Products" (Order No.39 of former Ministry of Information Industry). Environment-friendly use period of electronic information products is determined by the manufacturer or importer of electronic information products. If the environment-friendly use period determined and identified on the corresponding products exceeds the actual environment-friendly use period of the products, the manufacturer or importer shall undertake the corresponding legal responsibilities. General guidelines of environment-friendly use period of electronic information products 1 Scope  This technical guiding document provides the general guidelines of determining the environment-friendly use period of electronic information products that contain toxic and hazardous substances or elements. The content of this technical guiding document applies to the electronic information products within the adjustment range of "Pollution Control and Management Methods of Electronic Information Products", and in which the content of toxic and hazardous substances or elements exceeds the limit requirements specified in SJ/T 11363-2006. 2 Normative references  The provisions in following documents become the provisions of this guiding document through the reference in this guiding document. For dated references, the subsequent amendments (excluding corrections) or revisions do not apply to this Standard, however, parties who reach an agreement based on this guiding document are encouraged to study if the latest versions of these documents are applicable. For undated references, the latest edition of the referenced document applies. SJ/T 11364 Marking for control of pollution caused by electronic information products 3 Terms and definitions  The terms and definitions defied in SJ/T 11364 AND the following terms and definitions apply to this technical guiding document. 3.1 technical environment-friendly use period The environment-friendly use period determined by practice OR scientific methods and testing techniques. 3.2 notional environment-friendly use period products. 5.1.2 Practice method Electronic information products under normal use conditions, if the toxic and hazardous substances or elements in products occur the cases of leaking or mutation for 5 set · times or more, the rounded shortest age limit of the occurrence of cases is determined as the technical environment-friendly use period of the products. 5.1.3 Test method When electronic information products occur no the cases of leaking or mutation of toxic or hazardous substances or elements under normal use conditions, the technical environment-friendly use period obtained according to the experimental techniques of Chapter 7 is determined as the technical environment-friendly use period of the products. 5.2 Notional environment-friendly use period method 5.2.1 General rules When manufacturer or importer of electronic information products can not determine the technical environment-friendly use period of electronic information products under existing practices and technical conditions, it should use notional environment-friendly use period as the environment-friendly use period of the products. 5.2.2 Safe-use period method If the products have safe-use period, it should use the safe-use period as the environment-friendly use period of the products. 5.2.3 Techno-life method If the manufacturer has determined the techno-life of the products at design stage, and has taken the environmental factors into the account in design process, it should calculate the environment-friendly use period of the products according to the following formula. Environment-friendly use period = Techno-life + Difference Note. The difference should include the market life of the products such as transportation and storage before being sold, and the overhaul life of recoverable products such as repairing and parts replacement after damaged. 5.2.4 Analogy method The new electronic information products, of which the technical-environment use period and safe-use period of the products have not been determined, should use the environment-friendly use period of the products with same or similar production technology and raw materials as their own environment-friendly use period. 5.2.5 Check-table method For some electronic information products, their environment-friendly use period can be determined according to Annex B. 6 Use conditions  When determining use conditions of the product’s environment-friendly use period, the following factors shall be taken into account. ambient temperature, pressure, humidity range, ambient air quality, product setting state, power-on time, use frequency of the products, matched use conditions, product storage conditions, etc. 7 Test techniques  It should use the internationally accepted test techniques to determine the technical environment-friendly use period of the products.
