The Ministry of Industry and Information Technology has approved 139 industry
standards including Snow removal vehicle, including 29 automotive industry standards,
29 pharmaceutical equipment industry standards, 4 packaging industry standards and
77 textile industry standards (see Appendix for the numbers, names, main contents
and initial implementation dates of the standards); and has approved the amendment
of the textile industry standard FZ/T 73001-2008, Hosiery (see Annex 2), which is
issued hereby and implemented from the date of issuing. The automotive industry
standards are to be implemented from April 1, 2010.
The above-mentioned automotive, pharmaceutical equipment and packaging industry
standards are published by China Planning Press; the textile industry standards are
published by China Standards Press.

1 Scope
This Standard of GB/T 5591 contains the definitions related to and the general
requirements to be fulfilled by combined flexible materials for electrical insulation.
This Standard applies to combined flexible materials for electrical insulation, but it does
not apply to those which are made using mica paper as the primary component.

3 Terms and definitions
For the purposes of this Standard, the following terms and definitions apply.
3.1
air-conditioning refrigeration system
An air system which consists of one or more of the components, including refrigeration
equipment, ventilation equipment, air purification equipment and humidification
equipment, and necessary control units; it is used to adjust the temperature, humidity
and cleanliness of the air inside the passenger compartment, make it flow and
distribute in certain directions in the passenger compartment at a certain speed and
thus provide comfortable environment for drivers and passengers.
3.2
refrigerated installation
The equipment which consists of compressor, condenser, liquid dryer or liquid-gas
separator, restricting element, evaporator, refrigerator pipelines and so on, and
transfers interior heat to the outside environment.
3.3
intensity of solar radiation
A physical quantity which represents the intensity of radiation of the sun, i.e. the solar
radiation energy projected on unit area vertically within unit time.
3.4
maximum refrigeration
The temperature switch is set in the maximum cooling mode; the recirculation switch
4.3 Requirements for number of tester operators in the vehicle
4.3.1 For vehicles of category M1 (with 3 ~ 5 passengers), the test participants in the
vehicle shall be less than 3; at least 1 person sits on the right seat in the front row; at
least 1 person sits on one seat in the back row.
4.3.2 For vehicles of category M1 (with more than 5 passengers), M2 and M3, the test
participants in the vehicle shall not be less than ½ of the rated passenger number and
shall distribute uniformly.
4.3.3 For vehicles of category M1 (with less than 3 passengers) and vehicles of
category N (with a single row of seats), the test participants in the vehicle are 2; for
vehicles of category N (with double row of seats), the test participants in the vehicle
shall not be less than 3, with at least 1 sitting on the right seat in the front row and at
least 1 sitting on one seat in the back row.
4.4 Test facilities
4.4.1 Cross-shaped wind break wall. there shall be a cross-shaped wind break wall to
keep out the wind, which is 4 m long and 2.5 m high; for its diagram of structure see
Annex A.
4.4.2 Test road. a high-speed track or flat, solid pavement which shall have sufficient
length to ensure that the vehicle can travel at a specified speed.
4.5 Environmental conditions
4.5.1 Frosting test for air-conditioning refrigeration system. the environmental
temperature is less than or equal to 22°C; the relative humidity is greater than or equal
to 70%; the wind speed is less than or equal to 5 m/s; there is no sunlight.
4.5.2 Other tests. the environmental temperature is greater than or equal to 35°C; the
intensity of solar radiation is greater than or equal to 800 W/m2; the relative humidity is
40% ~ 75%; the wind speed is less than or equal to 5 m/s.
5 Test methods
5.1 Method for testing refrigeration performance and comfortability of air-conditioning
refrigeration system under steady working conditions
5.1.1 Refrigeration performance test.
5.1.1.1 At the preheating temperature rise stage, the vehicle is parked at the test site
with all doors and windows closed; it is exposed to direct sunlight for 90 min under the
conditions of 4.5.2.

required in 5.1.1.4.
5.2 Method for testing refrigeration performance of air-conditioning refrigeration
system under variable working conditions
5.2.1 At the preheating temperature rise stage, the vehicle is parked in the test site
with all doors and windows closed; it is exposed to direct sunlight for 90 min under the
conditions of 4.5.2.
5.2.2 Test participants enter the vehicle, start the engine, start the vehicle, record the
initial readings at all measuring points and set the vehicle at maximum refrigeration.
5.2.3 The working conditions shall include starting, acceleration, gear shifting, braking,
stopping, idling and so on; the vehicle is operated by reference to the cyclic working
conditions for urban operation as specified in GB 18352.3-2005, with the test duration
of 45 min; record data as required in 5.1.1.4.
5.3 Frosting test method for air-conditioning system
5.3.1 Test participants (at least 2) enter the vehicle; set the temperature switch to the
maximum refrigeration mode position, the air circulation switch at the outer circulation
position and the air volume switch at the maximum gear; after the vehicle runs for 30
min at the speed of 100 km/h (if the maximum speed of the vehicle cannot achieve 100
km/h, it is allowed to run at a speed 8 km/h ~ 10 km/h lower than its maximum speed),
change the air volume switch to the minimum gear; run once again for 30 min; stop
rapidly; check whether frost forms on evaporator and low pressure pipelines; carry out
the test twice.
5.3.2 During the whole test process, observe from time to time whether the
temperature at the air outlet rises; if it rises, stop the vehicle rapidly and check whether
frost forms on evaporator and low pressure pipe lines.
5.4 Pressure test method for air-conditioning refrigeration system
5.4.1 Run the vehicle for preheating.
5.4.2 Park the vehicle at the test site; set the vehicle at maximum refrigeration; from
the idle speed to the rated rotational speed of engine, carry out measurement at the
interval of rotational speed 500 r/min at most (on at least 5 measuring points). After the
rotational speed is stabilized for 10 min at each measuring point, acquire the data of
suction-exhaust pressure of compressor as specified in B.2 of Annex B; and plot the
curve of suction-exhaust pressure.
