Hand Cleaner
1 Scope
This Standard specifies the product classification and labelling, requirements, test
methods, inspection rules, marking, packaging, transportation, storage and shelf life of
hand cleaner.
This Standard is applicable to cleaning products which are mainly formulated by
surfactants and conditioning agents and have the function of cleaning skin.
This Standard is not applicable to non-washable products.

3 Product Classification and Labelling
3.1 Product classification
Generally, it shall be tested according to the Method A specified in Clause 7 of GB/T
13173-2008.
When the product formulation contains a surfactant component that is insoluble to
ethanol, or the customer-supplier ordering contract specifies that the test result of the
total effective substance content does not include water latent solvent; and when it is
required to be determined by chloroform extraction method, it shall be in accordance
with Method B in Clause 7 of GB/T 13173-2008.
5.5 pH
It shall be tested according to the method specified in No.1 WJDF [2007] Hygienic
Specifications for Cosmetics (2007 Edition)
The test temperature is 25°C. It is prepared with freshly boiled and cooled distilled
water. The mass concentration of the test solution is 10%. It is measured after mixing.
5.6 Mercury, lead, arsenic and microorganisms
It shall be tested according to the method specified in No.1 WJDF [2007] Hygienic
Specifications for Cosmetics (2007 Edition).
5.7 Net content
It shall be tested according to JJF 1070.
6 Inspection Rules
It shall be implemented as per the provisions of QB/T 2951.
The exit-factory inspection items include the sensory indicators, stability in physical
and chemical indicators, pH, microbiological indicators specified in Table 2, and 4.3.
The type-inspection items include all items specified in Clause 4. If the requirements
for the raw material indicators in 4.1 are known, it can be neglected during the normal
production and usage period.
7 Marking, Packaging, Transportation and Storage
7.1 Marking and packaging
It shall be implemented according to the provisions of QB/T 2952.
When the formulation uses the surfactant that is insoluble to ethanol, or the chloroform
