1 Scope
This document specifies the requirements for the classification, basic principles,
collection, storage, transportation, resource utilization, sanitation treatment, personnel
protection and information management of packaging waste of agricultural production
means.
This document applies to the recycling, utilization, and disposal of pesticides,
veterinary drugs, fertilizers, feed, seeds, packaging waste of agricultural machinery and
implements, and waste mulching film.
2 Normative references
The following documents contain the provisions which, through normative reference in
this document, constitute the essential provisions of this document. For the dated
referenced documents, only the versions with the indicated dates are applicable to this
document; for the undated referenced documents, only the latest version (including all

3 Terms and definitions
The following terms and definitions apply to this document.
3.1 agricultural production means
Pesticides, veterinary drugs, fertilizers, feed, seeds, mulching film, agricultural
machinery and implements, etc. required for agricultural production.

3.2 Packaging waste of agricultural production means
After used for agricultural production means, discarded solid packaging containers,
materials, or components that are in direct contact with agricultural production means
or contain residues of contents.
NOTE: Usually, bottles, cans, barrels, bags, waste mulching film, etc. are included.
3.3 recovery
Under the conditions of not endangering personal safety and not polluting the
environment, the recycled packaging or packaging waste is classified and treated in
different ways, including material recycling and regeneration, energy recycling and

5.5 Centralized recycling stations (points), resource utilization units, and hazardous
waste license holders shall establish management accounts for packaging waste of
agricultural production means to manage and utilize information such as the quantity,
weight, source, recycling, utilization, and disposal of packaging waste of agricultural

5.6 The packaging waste and residues of agricultural production means shall be
identified according to the Directory of National Hazardous Wastes, GB 5085.7, and
GB 34330. Those that are hazardous wastes shall be handled by units with relevant
qualifications, and those that are not hazardous wastes shall be handled according to
relevant regulations. The packaging waste of agricultural production means and its
residues listed in the appendix of the Directory of National Hazardous Wastes as
hazardous waste shall be exempted in corresponding exemption links according to the
provisions of the exemption content.
5.7 Between producers, operators, and users of agricultural production means, various
mechanism models such as the deposit refund system and third-party recycling can be
adopted to negotiate and determine the specific implementation methods of the
recycling and disposal obligations of packaging waste of agricultural production means.
6 Collection
6.1 Agricultural production means production enterprises, agricultural production
means operators, large-scale planting and breeding bases, agricultural parks, large users
of agricultural production means, farmers’ professional cooperatives and administrative
villages (groups) shall arrange and build recycling stations (point) for packaging waste
of agricultural production means, which shall be away from heat, water and living areas.
6.2 During the use of pesticides and veterinary drugs, users shall make full use of the
contents and remove residues through repeated washing, etc. Measures shall be taken
for sanitation treatment of washing wastewater and wiping paper.
6.3 Users of agricultural production means should collect packaging waste of
agricultural production means in a timely manner and sell them to recycling stations
(points) or operators. They shall not discard packaging waste of agricultural production
means at will to avoid secondary pollution.
6.4 Packaging waste of agricultural production means shall be sorted and put into
different collection devices or containers at the recycling site.
6.5 Recycling stations (points) for packaging waste of agricultural production means
shall not refuse to receive without reason, and operators of agricultural production
means shall not refuse to receive the packaging waste of agricultural production means
such as pesticides and veterinary drugs they sold.
6.6 The local recycling stations (points) of packaging waste of agricultural production
means or market entities entrusted by the local government shall recycle the packaging
waste of agricultural production means discarded in the fields and other places.
6.7 Recyclables should be sold to recyclable recycling service points or other recyclable
recycling operators.
6.8 The recycling of plastic, glass, wooden, and other recyclable packaging waste of
agricultural production means shall also meet the relevant requirements of GB/T 39171,
GB/T 39196, and GB/T 22529.
7 Storage
7.1 General requirements
7.1.1 Storage can be divided into temporary storage at temporary collection points,
transfer storage at designated receiving-storage stations, and centralized storage at
receiving-storage-disposal sites. Corresponding storage sites shall be established
according to different categories.
7.1.2 The setting of the storage place shall meet the requirements of relevant
environmental protection and safety production standards, and strictly prevent the
occurrence of secondary pollution and poisoning accidents.
7.1.3 Different types of packaging waste of agricultural production means shall be
stored in different areas and stacked separately. Harmful packaging waste such as
pesticides and veterinary drugs shall be bundled and packed (in bags, barrels, etc.)
before storage, and stacked neatly. Hazard marking shall be marked in conspicuous
positions of storage facilities or containers, the marking of environmental protection
graphical signs and warning signs shall be implemented in accordance with GB 15562.2,
and the positions for marking shall be chosen in accordance with GB 3796.
7.1.4 The stored packaging waste shall be transferred in time, and the storage time
should not exceed 1 year.
7.1.5 The storage place shall be a closed or semi-closed structure, and shall be equipped
with measures such as sun protection, rain protection, fire protection, lightning
protection, anti-theft, anti-scattering, anti-loss, anti-leakage, anti-high temperature, etc.
Stacking in the open air shall be avoided. There shall be observation windows, and
general equipment and facilities for weighing, ventilation, lighting, fire protection,

9 Resource utilization
9.1 General requirements
9.1.1 Specialized service agencies with professional technical capabilities shall be
entrusted to give priority to comprehensive utilization in the form of recycling.
9.1.2 Resource utilization should be carried out through technologies and methods such
as reuse and recovery. Reusable packaging waste shall be reused first, and recyclable
packaging waste shall be regenerated with reasonable technologies and methods.
9.1.3 The properties of the products after resource utilization shall be determined
according to GB 34330 and GB 5085.7, and the products shall be managed according
to the corresponding properties.
9.1.4 Resource utilization of hazardous packaging waste of pesticides, veterinary drugs,
and other substances shall not be applied in the manufacture of catering utensils,
medical apparatus, toys, stationery, and other products to prevent harm to human health.
9.1.5 Resource utilization units shall not resell harmful packaging waste of pesticides,
veterinary drugs, and other substances.
9.2 Reuse
9.2.1 When the physical properties and technical characteristics of packaging waste can
be reciprocated or recycled under normal and foreseeable use conditions, the original
functions can be maintained and reused through operations such as washing and
maintenance.
9.2.2 Packaging materials, bundles, and coverings used for packaging shall be reused
many times; if any potential safety hazards are found, they shall be repaired or replaced.
9.2.3 According to GB 34330, the packaging of agricultural production means reused
for the original purpose shall not be managed as solid waste.
9.3 Recycling
9.3.1 If the packaging waste of agricultural production means is easy to identify,
separate, and classify, by effective technical measures for mechanical regeneration
treatment and chemical regeneration treatment, and can be regenerated to the products
that meet standard requirements or have use values according to definite component
content, it shall be recycled by means of material recycling and regenerating.
Specifically, it shall meet the requirements of GB/T 16716.4.
9.3.2 If product residues in the packaging waste of agricultural production means are
not easy to remove, or they are not easy to identify, separate, or classify, and contain a
certain amount of organic matter that can generate effective heat through combustion,
it shall be recycled by means of energy recovery. Specifically, it shall meet the
requirements of GB/T 16716.1.
9.3.3 If the packaging waste of agricultural production means is not mixed with harmful
and toxic substances, and its components contain plant fibers or degradable materials,
it can be disposed of through biodegradation in an aerobic environment. Specifically, it
shall meet the requirements of GB/T 16716.1 and GB/T 36195.
9.3.4 Recycling of plastic, glass, wooden, and paper packaging waste of agricultural
production means shall comply with the provisions of GB/T 25175, and the pollution
control of the plastic recycling process shall comply with the provisions of HJ/T 364.
9.3.5 For the packaging waste of agricultural production means (paper-aluminum-
plastic composite package) composed of multiple materials, two or more materials can
be separated by special equipment, and then processed according to the requirements
of SB/T 11110.
10 Sanitation treatment
10.1 The packaging waste of agricultural production means other than resource
utilization shall be disposed of in a harmless manner such as incineration and landfill,
and incineration disposal technology should be preferred.
10.2 Pesticide packaging waste exempted from management in accordance with the
disposal exemption links specified in the appendix of the Directory of National
Hazardous Wastes shall be landfilled or incinerated as household waste. The landfill
technology shall meet the requirements of GB 50869, and the pollution control of
incineration shall comply with GB 18485. When burning or landfilling hazardous waste,
the pretreatment technology and disposal technology shall comply with HJ 2042, the
pollution control of incineration shall comply with GB 18484, and the pollution control
of landfill shall comply with GB 18598.
11 Personnel protection
11.1 Units engaged in the collection and operation of packaging waste of agricultural
production means such as pesticides and veterinary drugs shall regularly train operators
on safe disposal and recycling techniques.
