This document applies to the construction, operation and management of international road freight hubs. This document does not apply to the construction, operation and management of international road freight hubs that carry out dangerous goods road transport business. 2 Normative references The following documents contain the provisions which, through normative reference in this document, constitute the essential provisions of this document. For the dated referenced documents, only the versions with the indicated dates are applicable to this document; for the undated referenced documents, only the latest version (including all the amendments) is applicable to this document. GB 5768.2 Road traffic signs and markings - Part 2: Road traffic signs GB 5768.3 Road traffic signs and markings - Part 3: Road traffic markings GB/T 12419 Classification, equipment and installation of highway inland container depot GB/T 13145 Specification and management requirements of the stacking yard for refrigerated containers GB 13495.1 Fire safety signs - Part 1: Signs GB/T 15566.1 Public information guidance system - Setting principles and requirements - Part 1: General principles GB 15630 Requirements for the placement of fire safety signs GB 17945 Fire emergency lighting and evacuate indicating system GB/T 20501.6 Public information guidance systems - Design principles and 4.1.2 It shall have the function of drop and pull transport operation service. 4.1.3 Service functions such as empty and heavy container storage, unpacking and packing shall be provided. 4.1.4 Inbound and outbound vehicle transportation management services for inbound and outbound cargoes shall be provided, including but not limited to the handling and inspection of international road transport licenses and vehicle nationality identification marks, and inspection of cargo transportation documents. 4.2 Customs clearance service function The customs clearance service functions of international road freight hubs shall meet relevant national port management regulations. 4.3 Information service function 4.3.1 It shall have the functions of vehicle weighing and entry and exit statistics, and should have vehicle information management functions such as license plate recognition and automatic measurement of vehicle outer dimensions. 4.3.2 It shall have the cargo information management functions for entering, exiting, and storing of goods. 4.3.3 It shall have personnel information management functions for vehicle driver qualifications, identity, and other information. 4.3.4 It shall have enterprise information management functions for logistics, transportation, commerce, and other settled enterprises. 4.3.5 It shall have station information management functions such as leasing management, parking management, and property management. 4.3.6 It shall be able to receive relevant instruction information according to the supervision needs of the management department, and realize the transmission and exchange of electronic data such as the entry, exit and storage status of goods and transportation vehicles as required. 4.3.7 It is appropriate to provide convenient customs declaration and inspection information services for international road cargo transportation enterprises engaged in inbound and outbound business. 4.3.8 It should have information management functions such as a visual command center and a public information release platform. 4.3.9 It should have service functions for exchanging information between multiple modes of transportation. 5.1.9 The area of each facility shall comply with the relevant requirements of JT/T 402. 5.1.10 The lighting design of outdoor workplaces shall comply with the requirements of GB 50582. 5.1.11 The configuration of entry-exit vehicle transportation management facilities for inbound and outbound goods shall comply with the relevant requirements of JT/T 1412. 5.2 Freight service facilities 5.2.1 Site facilities 5.2.1.1 Cargo storage yard The cargo storage yard shall meet the following requirements: a) The type of ground material shall be determined through technical and economic comparison according to the nature of the cargo, load, local hydrogeology, and other conditions; b) Drainage shall be connected with the overall drainage system of the international road freight hub; c) It shall be located in the same functional area as the warehouse (shed) facilities. 5.2.1.2 Container yard The container yard shall meet the following requirements: a) It shall comply with the relevant provisions of GB/T 12419; b) The foreign trade container yard operation area shall be isolated from other operation areas; c) A yard that supports refrigerated container storage shall be provided and comply with the relevant regulations of GB/T 13145. 5.2.1.3 Parking lot The parking lot shall meet the following requirements: a) The sizes of Chinese and foreign vehicles shall be taken into account for the parking space setting; b) External vehicles and self-use vehicles within the station shall be parked in separate areas; c) For an international road freight hub with the function of drop and pull transport operation, the parking lots may be divided into heavy-trailer parking lots and empty-trailer parking lots as needed; d) It is advisable to set up a backup parking area for large transport vehicles, giving priority to providing convenience for parking of large transport vehicles. 5.2.1.4 Loading and unloading (operation) yard The loading and unloading (operation) yard shall meet the following requirements: a) Loading and unloading (operation) yards are set up on one or both sides of various warehouses and cargo yards, and are connected to main roads; b) A drop-and-pull transport operation site shall be set up near the drop-and-pull transport parking area, connected to the main road, and provide services for international road drop-and-pull transport connections. 5.2.1.5 Road facilities Road facilities shall meet the following requirements: a) The width of the main road shall be no less than 15 m, preferably 15 m~30 m; the width of the secondary road shall be no less than 9 m, preferably 9 m~15 m. b) The passage of pedestrians shall be separated from that of vehicles, and road signs and markings shall be set up in accordance with the provisions of GB 5768.2 and GB 5768.3. c) It is advisable to separate the exits and entrances so that vehicles can travel in one direction; if vehicles enter and exit at the same entrance, a separation zone shall be established in the middle of the road and the entrance shall be equipped with automatic or manual barrier gate equipment. d) No-honking signs shall be set up at entrances and exits, and a speed limit of no more than 5 km/h shall be implemented in the entrance and exit areas. e) It is advisable to set up spare extra-wide entrances and exits for large transport vehicles. 5.2.2 Warehouse (shed) facilities 5.2.2.1 Room for unpacking and packing The room for unpacking and packaging shall meet the following requirements: a) According to the internal operation needs of the international road freight hub, management system. 5.5 Supporting service facilities 5.5.1 Office facilities The office facilities of the international road freight hub include administrative office facilities and business office facilities. -- Administrative office facilities mainly include management personnel offices, financial personnel offices, etc. -- Business office facilities mainly include offices for personnel of warehouse management, transportation scheduling, document processing, information management system operation and maintenance, security management and other business, as well as conference rooms, etc. 5.5.2 Production auxiliary facilities 5.5.2.1 Production auxiliary facilities mainly include maintenance facilities, power facilities, water supply and heating facilities, fire-fighting facilities, environmental protection facilities, etc. 5.5.2.2 Fire-fighting facilities and configurations shall comply with the regulations of GB 50067, GB 50016, GB 17945, and GB 50140. The setting of relevant fire safety signs in international road freight hubs shall comply with the regulations of GB 13495.1 and GB 15630. 5.5.2.3 Charging facilities that meet the refrigeration technical conditions and scale of new energy vehicles and refrigerated trucks shall be configured based on the situation of vehicles entering and exiting the international road freight hub. 5.5.3 Assisted living facilities 5.5.3.1 Assisted living facilities mainly include bathrooms, toilets, boarding and lodging facilities, and other service facilities. 5.5.3.2 Assisted living facilities shall be deployed separately from production supporting facilities. 5.5.3.3 The type and scale of assisted living facilities shall be determined based on the situation of living facilities around the international road freight hub and the principle of complementarity. 6 Device configuration 6.1 Basic principles Equipment for international road freight hubs includes security inspection equipment, monitoring equipment, loading and unloading equipment, etc. The configuration of each device follows the following principles: a) The type and quantity of equipment are determined reasonably based on the entry-exit cargo volume and characteristics of the international road freight hub and comprehensive consideration of cost, environmental protection and other factors; b) It shall adapt to the development direction of logistics and have certain advancements in main technical performance and indicators. 6.2 Security inspection equipment It is advisable to choose and configure related security equipment such as handheld metal detectors, security X-ray machines, etc. based on actual business development conditions. 6.3 Monitoring equipment Monitoring equipment such as cameras and computer terminals shall be installed and configured based on the daily safety and operational management needs of international road freight hubs. 6.4 Loading and unloading equipment 6.4.1 Relevant loading and unloading equipment shall be selected and configured according to the functions of the international road freight hub. Cargo yards and warehouses shall be equipped with forklifts, stackers and other loading and unloading machinery, and container yards and operating areas shall be equipped with container reach stackers and container gantry cranes. 6.4.2 The number of loading and unloading machinery shall be determined based on the workload, loading and unloading work, and the loading and unloading process plan adopted. 6.5 Other equipment Maintenance equipment, anti-terrorism equipment, fire-fighting equipment, emergency rescue equipment, etc. shall be configured based on the actual business development and relevant requirements of international road freight hubs.
