Technical specification for collection of textile waste
1 Scope
This standard specifies the general requirements, collection, sorting, storage,
transportation, and environmental protection requirements for the recycling of textile
waste.
This standard applies to the collection, sorting, transportation, and storage of textile
waste. This standard does not apply to textile waste, including medical waste, which is
hazardous waste.
2 Normative references
The following documents are essential to the application of this document. For the dated
documents, only the versions with the dates indicated are applicable to this document;
for the undated documents, only the latest version (including all the amendments) is
applicable to this standard.

3 Terms and definitions
The terms and definitions defined in GB/T 20861 and the followings apply to this
document.
3.1 textile waste
Textile materials and their products that are discarded during production and use.

composition, quality, packaging date, and enterprise information.
5.2 Collection of post-consumer textile waste
5.2.1 Recycling enterprises should collect through online collection, box collection, site
collection, etc.
5.2.2 Recycling enterprises shall establish recycling operation specifications and
conduct regular training.
5.2.3 The Internet recycling platform shall be easy for the public to use, can be operated
through mobile phone software or official accounts, and should provide services such
as user registration, reservation, and telephone consultation. It is advisable to integrate
online collection with box collection and site collection.
5.2.4 The placing of recycling devices shall conform to urban and community planning,
facilitate collection and transportation, and shall not obstruct various passages. The
recycling device shall be practical and beautiful, and be marked with the name of the
recycling enterprise, device number, recycling purpose, contact information, and other
information in its conspicuous position. The intelligent recycling equipment shall have
safety operation prompts, and the safety measures such as anti-pinch hands, anti-
leakage, and lightning protection shall be taken. Recycling enterprises shall regularly
collect and maintain recycling devices.
5.2.5 Encourage the use of intelligent monitoring equipment to achieve efficient and
scientific collection, facilitate traceability of sources and establishment of data ledgers.
6 Sorting
6.1 The sorting of textile waste shall be based on the principle of efficient utilization.
6.2 Sorting can be carried out by referring to the method specified in GB/T 38923.
6.3 Enterprises shall establish scientific sorting technical specifications and training
systems.
6.4 Advanced and applicable sorting equipment can be used for scientific and efficient
sorting.
6.5 Appropriate cleaning and disinfection facilities should be constructed.
6.6 The sorted textile waste shall be packaged and marked in time.
6.7 The sorted waste shall be subject to harmless treatment.
7 Storage
7.1 Storage shall be carried out in accordance with the principles of environmental
protection, safety, and easy identification.
7.2 The textile waste storage site shall meet the relevant requirements of GB 18599,
and shall be ventilative, dry, and sanitary.
7.3 The textile waste storage site shall meet the relevant requirements of GB 50016,
and the fire resistance level of the building shall not be lower than Grade III.
7.4 The textile waste storage site shall be kept away from fire sources and shall be
separated from the living area. The fire-fighting equipment in the storage site shall be
provided in accordance with the relevant provisions of GB 50140. Anti-freezing
measures shall be taken for the fire-fighting water supply network and fire hydrant, and
the storage site shall be equipped with fire alarm equipment.
7.5 Textile waste shall be classified and stored in different zones, and signs shall be set
up in prominent positions.
8 Transportation
8.1 The performance of the transport vehicle shall meet the relevant requirements of
GB 18565.
8.2 During the transportation of textile waste, attention shall be paid to fire prevention,
rain-proofing, moisture-proofing, spill-proofing, etc.
8.3 The packaging of textile waste shall be resistant to pressure and have good shielding
properties; in the process of loading, unloading, and transportation, ensure that the
packaging is intact to avoid spillage.
9 Environmental protection
9.1 Enterprise wastewater discharge shall comply with the national and local standards
of water pollutant discharge and requirements for the total amount control.
9.2 The industrial enterprise noise shall meet the requirements of GB 12348.
