This Standard is applicable to statistics and analysis of energy consumption of domestic coastal and inland river harbors. 2 Normative references The following referenced documents are indispensable for the application of this document. For dated references, only the edition cited applies. For undated references, the latest edition of the referenced document (including any amendments) applies. GB/T 17167, Guides for providing and managing of the measuring instruments of energy in enterprise 3 Terms and definitions For the purposes of this document, the following terms and definitions apply. 3.1 energy consumption the total amount of various types of energy actually consumed during the statistical period after conversion according to the prescribed calculation methods and units 3.2 energy consumption for loading and unloading production during the statistical period, the amount of energy consumed by the harbor directly used in the production process of loading and unloading NOTE: Including energy consumption such as loading and unloading, horizontal transportation, warehouse operations, on-site lighting and passenger transportation services. 3.11 unit comprehensive energy consumption for key energy using machinery the energy consumption per unit of operation completed by major energy- consuming equipment during the statistical period 4 Statistical indicators 4.1 Throughput Throughput indicators can be divided into: a) Harbor cargo throughput (divided into liquid bulk, dry bulk, general cargo, containers, ro-ro trucks according to cargo form, packaging and cargo category); b) Passenger volume. 4.2 Energy consumption Energy consumption indicators can be divided into: a) energy consumption for loading and unloading production; b) energy consumption for supporting the production; c) energy consumption for subsidiary production; d) production comprehensive energy consumption; e) comprehensive energy consumption; f) comprehensive energy consumption for key energy using machinery. 4.3 Energy consumption intensity Energy consumption intensity indicators can be divided into: a) unit energy consumption for loading and unloading production; b) unit production comprehensive energy consumption; c) unit comprehensive energy consumption; d) unit comprehensive energy consumption for key energy using machinery. 4.4 Energy consumption analysis 6 Statistical requirements 6.1 Types and scope 6.1.1 Types of statistics The energy of energy consumption in harbor industry statistics refers to the various energy actually consumed by the harbor in the process of production activities, excluding lubricating oil. It can be divided into: a) Electricity; b) Diesel, gasoline, fuel oil; c) Natural gas (liquefied natural gas, compressed natural gas), liquefied petroleum gas; d) Heating power; e) Coal; f) Biomass fuel; g) Other resources that obtain useful energy directly or through processing or conversion. 6.1.2 Statistical scope The statistics for energy consumption in harbor industry shall match the statistical scope for harbor throughput. 6.2 Data and calculation accuracy 6.2.1 Harbor energy consumption data shall be based on the measurement data of energy measuring instruments. 6.2.2 The equipment and management of energy measuring instruments are in accordance with the provisions of GB 17167. 6.2.3 The calculation accuracy of energy consumption and intensity shall keep two digits after the decimal point. 6.3 Conversion method 6.3.1 Refer to Annex A for the energy conversion coefficient of standard coal. The coefficient of power conversion into standard coal is equivalent to 0.1229kgce/(kW·h). 6.3.2 When the container throughput is calculated by TEU, refer to Annex B for TEU conversion factor. When calculating in tons, calculate according to actual statistics. When there is no actual statistical data, it can refer to the corresponding regulations in the current harbor comprehensive statistical report system for estimation. 7 Analytical requirements 7.1 Analytical methods 7.1.1 Comparative analytical method, mainly includes chain analysis method (compared with base period and previous period), standard comparison method, historical best level method and domestic and foreign advanced level analysis method. 7.1.2 Structural analytical method, which can be classified and analyzed according to energy use, energy type, key energy-using departments, and main energy-using equipment; a) Analyze according to energy usage: separately analyze the energy consumption for loading and unloading production, the energy consumption for supporting the production; identify the category that has a greater impact on energy use; b) Analyze according to type of energy consumed: analyze the various energy consumption conditions separately; identify the types of energy that have a greater impact on energy consumption indicators; c) Analyze according to energy using department: analyze the energy consumption of key energy using department; identify energy using department that has a greater impact on energy consumption indicators; d) Analyze according to key energy using machinery: analyze the energy consumption of key energy using machinery; identify energy using equipment that has a greater impact on energy consumption indicators. 7.1.3 Factor analytical method: analyze changes in cargo types, throughput changes, energy-saving management measures, production processes and other factors: a) Analysis of cargo variety change factors: analyze changes in cargo variety structure; conduct specific analysis of the impact of structural changes of high-energy-consuming cargo and low-energy cargo on energy consumption; b) Analysis of the impact of throughput changes on energy consumption; c) Analysis of the impact of energy saving management measures on energy consumption; d) Analysis of the impact of production process changes on energy consumption; e) Other factor analysis: in addition to the above factors, analyze the impact of equipment, seasonal changes, and new energy-saving technologies and new product applications on harbor energy consumption. 7.1.4 Balance analytical method: compile an energy balance sheet based on comprehensive and systematic energy balance statistics and conduct a balance analysis of the overall picture of the energy system process and links. 7.2 Analytical content The statistical analysis of energy consumption includes: a) Harbor throughput, energy structure, energy consumption, unit energy consumption, and energy cost as a percentage of operating costs; b) Use energy consumption statistical analysis method to analyze the total energy consumption of energy using organization and the reasons for the increase or decrease in unit energy consumption; c) Energy-saving measures (including management measures) and new energy-saving technologies adopted to reduce the state of energy consumption. ......
