Notice of Approval on Issue of Code for Acceptance of
Construction Quality of Building Ground
J. B. [2002] No. 78
As per the demand of Notice on Issue of Formulation and Revision Plan of State Code
for Construction 2000 to 2001 (J. B. [2001] No. 87), the Department of Construction
of Jiangsu Province has jointly revised Code for Acceptance of Construction Quality
of Building Ground. We have carried out inspection with certain authorities and
hereby approve as the state code, serial number as GB50209-2002, implemented from
June 1, 2002. In which, clauses 3.0.3, 3.0.6, 3.0.15, 4.9.3, 4.10.8, 4.10.10, and 5.7.4
are obligatory that have to be carried out strictly. The original Code for Acceptance
of Construction Quality of Building Ground GB5020-95 abolishes at the same time.
The Ministry of Construction will be responsible for the management and explanation
on the obligatory clauses. The Administration of Construction of Jiangsu Province
will be responsible for the explanation on the detailed technical contents, and the
Standard Ration Research Institute of the Ministry of Construction will organize the
China Planning Publishing House to issue the publication.

1. General Principles
1.0.1 In order to strength the quality control of construction, unify the acceptance
of the construction quality of building ground and to ensure the construction
quality, the code is hereby formulated.
1.0.2 The code is applicable for the acceptance of construction quality of the
building ground (including auxiliary constructions such as outdoor apron,
open furrow, footboard, steps and ramp). It is not applicable for the
acceptance of construction quality of the building ground with special
requirements such as heat preservation, heat insulation, ultraclean, screen,
anti-radioactivity and anti-corrosion.
1.0.3 The requirements on the construction quality acceptance in the contract,
designing document and other engineering technological documents adopted
in the construction of building ground shall not be lower than the regulations
in the code.
1.0.4 The code shall be used as mated document as the current state code Unified
Standard for Acceptance of Construction Quality of Buildings GB50300.
1.0.5 The acceptance of construction quality of building ground shall not only
implement this code, but also be in compliance with the regulations in the
current standard code issued by the state.
2. Terms
2.0.1 Building ground
It is the general term for the building ground (ground) and the floor.
2.0.2 Surface course
It refers to the surface course of the building ground that directly bear all
kinds of physical and chemical actions.
2.0.3 Combined course
It refers to the intermediate layer, where the surface layer connects with the
second structural layer.
2.0.4 Base course
It refers to the structural layer under the surface layer, including filler course,
isolating course, troweling course, under layer and foundation earth layer,
etc.
2.0.5 Filler course
It refers to the structural layer that plays the function of sound insulation,
heat preservation, troweling and laying of buried pipelines on the building
ground.
2.0.6 Isolating course
It refers to the structural layer that prevents all kinds of liquids or
underground water and damp to leak into the ground. It can be also called
as anti-damp layer if it only prevents the underground damp penetrate the
ground.
2.0.7 Troweling course
It refers to the structural layer that plays the leveling, sloping or
strengthening functions on the under layer, floor or filler course.
2.0.8 Under layer
It refers to the structural layer bears and transfers the ground load to the
foundation earth layer.
2.0.9 Foundation earth layer
It refers to the foundation earth layer on the bottom ground.
2.0.10 Shrinkage crack
It refers to the shrinkage crack that is set to prevent the cement concrete
under layer produce irregular crack when the temperature decreases.
2.0.11 Stretching crack
It refers to the stretching crack that is set to prevent break or haunch up on
the edge of the shrinkage crack of the cement concrete under layer when the
temperature increases.
2.0.12 Lengthwise shrinkage crack
It refers to the shrinkage crack that is parallel to the direction of flowing
operation of concrete construction.
2.0.13 Crosswise stretching crack
It refers to the shrinkage crack that is vertical to the direction of flowing
operation of concrete construction.
3. Basic Regulations
3.0.1 The division of the construction of building ground, subsection and
sub-subsection construction shall be carried out according to List 3.0.1.
