In order to implement the "Law of the People's Republic of China on the Prevention
and Control of Air Pollution" and the "Law of the People's Republic of China on the
Prevention and Control of Environmental Noise Pollution", prevent and control
environmental pollution, protect and improve the living environment and ecological
environment, safeguard human health, two standards, including the "Limits and
measurement methods for exhaust pollutants from diesel engines of tri-wheel & low-
speed goods vehicles" are hereby approved as national pollutant emission standards,
which were jointly issued by the State Environmental Protection Administration and
the General Administration of Quality Supervision, Inspection and Quarantine.
The name, number and implementation date of the standard are as follows.
1.Limits and measurement methods for exhaust pollutants from diesel engines of
tri-wheel & low-speed goods vehicles (China Phase I and Phase II) (GB 19756-
2005, implemented since January 1, 2006)
2.Limits and measurement methods for noise emitted by accelerating tri-wheel and
low-speed vehicle (China Phase I and Phase II) (GB 19757-2005, implemented
since July 1, 2005)
The above standards are mandatory standards, which are published by China
Environmental Science Press, can be found on the website of the State Environmental
"Limits and measurement methods for exhaust pollutants from diesel engines of tri-
wheel & low-speed goods vehicles", the agricultural transport vehicles’ accelerate
exterior noise limits and measurement methods in the following standards are partially
abolished.
1.Limits for noise emitted by agricultural vehicles (GB 18321-2001)
2.Agricultural vehicles - Test method of noise (GB/T 19118-2003)
It is hereby announced.

Foreword
This standard is formulated, to implement the "Environmental Protection Law of the
People's Republic of China" and the "Law of the People's Republic of China on
Prevention and Control of Atmospheric Pollution", prevent and control the pollution of
the ambient air, which is caused by the pollutant discharge of tri-wheel & low-speed
goods vehicles equipped with diesel engines, protect the environment.
According to GB 7258-2004 "Safety specifications for power-driven vehicles operating
on roads", RENAME the "tri-wheel agricultural transport vehicle" as "tri-wheel
vehicle"; RENAME the "four-wheeled agricultural transport vehicle" as "low-speed
goods vehicle".
This standard specifies the emission limits and measurement methods for type approval
and production consistency inspection tests in two implementation phases.
Appendix A, Appendix B, Appendix C of this standard are normative appendixes.
In accordance with relevant laws and regulations, this standard has the effect of
mandatory execution.
This standard was proposed by the Science and Technology Standards Department of
the State Environmental Protection Administration.
The main drafting organizations of this standard. Beijing Automobile Research Institute,
Jinan Automobile Testing Center, Agricultural Transport Vehicle Development
Research Center of Machinery Industry.
This standard was approved by the State Environmental Protection Administration on
May 30, 2005.

from diesel engines of tri-wheel & low-speed goods vehicles
1 Scope
This standard specifies the emission limits and measurement methods of exhaust
pollutants from diesel engines of tri-wheel & low-speed goods vehicles.
This standard is applicable to diesel engines which are installed in tri-wheel & low-
speed goods vehicles, as well as their vehicles.
If the diesel engines, which are installed in tri-wheel & low-speed goods vehicles, have
passed the type approval, according to GB 17691-2001 "Limits and measurement
methods for exhaust pollutants from compression ignition (C.I.) engines of vehicles",
THEN, the diesel engines installed in these vehicles do not need to be type approved in
accordance with this standard.
2 Normative references
The provisions in following documents become the provisions of this Standard through
reference in this Standard. For the dated references, the subsequent amendments
(excluding corrections) or revisions do not apply to this Standard; however, parties who
reach an agreement based on this Standard are encouraged to study if the latest versions
of these documents are applicable. For undated references, the latest edition of the
referenced document applies.

3 Terms and definitions
The following terms and definitions apply to this standard.
3.1 Tri-wheel & low-speed goods vehicles
According to the provisions of GB 7258-2004.
Tri-wheel vehicles refer to freight vehicles, which have three wheels whose maximum
design speed is less than or equal to 50 km/h.
Low-speed goods vehicles refer to freight vehicles, which have four wheels whose
maximum design speed is less than 70 km/h.
3.2 Type approval of vehicle
It refers to the approval of a vehicle type for the emission level of exhaust pollutants.
3.5 Diesel engine family
Refers to a group of diesel engines, which are designed by the manufacturer in
accordance with the provisions of Annex AB. These diesel engines have similar exhaust
emission characteristics; all diesel engines in the same family must meet the
corresponding emission limits.
3.6 Source engine
It refers to a diesel engine, which is selected from a diesel engine family, that can
represent the emission characteristics of the diesel engine family.
4 Application and approval of type approval
4.1 Application for type approval
Manufacturers of tri-wheel & low-speed goods vehicles OR diesel engines for tri-wheel
& low-speed goods vehicles shall make application for the type approval, from the
emission type approval department, which is responsible for the emission of vehicle,
(hereinafter referred to as the "type approval authority"), on the exhaust pollutant
emission levels of the tri-wheel & low-speed goods vehicles and the diesel engines, that
meet the applicable scope of this standard.
4.1.1 Application for type approval of diesel engines for tri-wheel & low-speed goods
vehicles
4.1.2 Application for type approval of tri-wheel & low-speed goods vehicles
4.1.2.1 Application for type approval of models equipped with non-type approved
diesel engines
4.1.2.2.1 Manufacturers of tri-wheel & low-speed goods vehicles shall apply for type
approval of the tri-wheel & low-speed goods vehicles, which are equipped with diesel
engines, that have been type-approved in terms of their exhaust pollutant emission
levels.
4.2 Approval of type approval
Diesel engines, that meet the requirements of Article 4.2.1 and Article 4.2.2 of this
standard, OR tri-wheel & low-speed goods vehicles, that meet Article 4.2.3 and Article
4.2.4 of this standard, shall be granted type approval and issued with the type approval
certificate, in accordance with Appendix C.
4.2.1 The diesel engine (source engine) shall be tested according to the provisions of
Appendix B of this standard. The exhaust pollutant emission shall meet the
requirements in Table 1 of Article 6.1 of this standard.
4.2.2 Discharge approval for family members
4.2.2.1 Except for the cases mentioned in Article 4.2.2.2, the type approval of the source
engine can be extended to all members of the family, without further testing.
4.2.3 The type-approved models of tri-wheel & low-speed goods vehicles shall comply
with the restrictions and installation conditions of the diesel engine type approval (see
Article 7 of this standard), after installing the vehicle parts related to the diesel engine
(see Appendix AC for the details).
4.2.4 The free acceleration smoke of tri-wheel & low-speed goods vehicles, with type
approval, shall meet the requirements of GB 18322.
5 Test classification and test method
5.1 Test classification
The test is divided into type approval test and production consistency inspection test.
5.1.1 Type approval test
The manufacturer shall submit a diesel engine, that matches the characteristics of the
"diesel engine type" or "source engine", which is described in Appendix A, for the test
specified in Article 5.2 of this standard.
5.1.2 Production consistency check test
Randomly select one diesel engine from mass-produced qualified diesel engines, that
have been type-approved, to carry out the test specified in Article 5.2 of this standard.
The engine used for the test shall be run-in or partially run-in, according to the
manufacturer's technical specifications.
5.2 Test method
The test method shall be carried out in accordance with the provisions in Appendix B.
Annex BD describes the recommended gaseous pollutant analysis system and
particulate matter sampling and analysis system.
6 Exhaust pollutant emission limits
6.1 Type approval test
6.1.1 See Table 1, for the emission limits of exhaust pollutants in the type approval test.
6.1.2 Judgment of type approval test results
If the specific emissions of carbon monoxide, hydrocarbons, nitrogen oxides,
particulate matter, which is measured in one test of the diesel engine, are less than or
equal to the limit values specified in Table 1, the type approval test is qualified.
6.2 Production consistency inspection test
6.2.1 See Table 2, for the emission limits of exhaust pollutants, in the production
consistency inspection test.
6.2.2 Judgment of production consistency inspection test results
6.2.2.1 If the specific emissions of carbon monoxide, hydrocarbons, nitrogen oxides,
particulate matter, which are measured by a diesel engine, as selected from mass-
produced qualified products, are all less than or equal to the limit values specified in
Table 2, THEN, the production consistency of batches of products is qualified.
6.2.3 If the sampled diesel engine does not meet the requirements of Article 6.2.2.1 and
fails to pass the test specified in Article 6.2.2.2, the manufacturer of tri-wheel & low-
speed goods vehicles (or diesel engines) shall take all necessary measures, as soon as
possible to re-establish the production consistency. Otherwise, the type approval of the
vehicle model (model) shall be revoked.
7 Additional requirements for tri-wheel & low-speed goods vehicles
The installation of diesel engines on tri-wheel & low-speed goods vehicles shall meet
the following characteristics of relevant type-approved diesel engines.
7.1 The air intake resistance must not exceed the value, which is specified in Annex
AA.1.18 for the diesel engine, that has passed the type approval test.
7.3 The maximum power, which is absorbed by the accessories driven by the diesel
engine, shall not exceed the allowable maximum power, which is absorbed by the diesel
engine, that has passed the type approval test in Annex AA.
8 Diesel engine family and source engine
8.1 Determination of parameters of diesel engine family
Diesel engines of the same family must share the following basic parameters.
8.1.1 Combustion cycle. Two-stroke/four-stroke
8.1.2 Cooling medium. Air/water/oil
8.1.3 Single cylinder displacement.
- The difference between the diesel engines in a family is not more than 15%
8.1.4 Intake mode. Natural air intaking/supercharging/supercharged intercooling
8.1.5 Combustion chamber form/structure. Pre-combustion combustion
chamber/vortex combustion chamber/separated combustion chamber
8.1.8 Other characteristics.
8.2 Selection of source engine
8.2.1 The selection of the source engine of the diesel engine family shall be based on
the principle of the highest fuel supply per stroke, at the maximum rated torque speed.
8.2.2 If the diesel engine in the family has other variable characteristics, that can affect
the exhaust pollutants, THEN, these characteristics shall also be taken into account,
when selecting the source engine.
9 Implementation of standards
From the implementation date of type approval specified in Table 4, all tri-wheel &
low-speed goods vehicles or diesel engines for tri-wheel & low-speed goods vehicles,
that have undergone type approval for exhaust pollutant emissions, must meet the
requirements of this standard.
