Announcement of Ministry of Environmental Protection of PRC 2008 No.44 In order to implement the Environmental Protection Law of the People's Republic of China and the Law of the People's Republic of China on the Prevention and Control of Environmental Noise Pollution, the prevention and control of environmental noise pollution, the protection and improvement of living environment, the protection of human health and the promotion of economic and social sustainable development, hereby the Emission Standard for Industrial Enterprises Noise at Boundary AND the Emission Standard for Community Noise are approved as the national environment noise emission standards, which are jointly issued by the Ministry of Environmental Protection of PRC and the General Administration of Quality Supervision, Inspection and Quarantine. The standard name and number are as follows. I. Emission Standard for Industrial Enterprises Noise at Boundary (GB 12348-2008) II. Emission Standard for Community Noise (GB 22337-2008) In accordance with the relevant laws, the above standards have the effect of compulsory enforcement. The above standards have been implemented since October 1, 2008. The above standards are published by the China Environmental Science Press, AND the standard content can be accessed on the website of the Ministry of Environmental Protection (bz.mep.gov.cn). From the date of implementation of this standard, the “Standard of noise at boundary of industrial enterprises” (GB 12348-90) AND the “Method of measuring noise at boundary of industrial enterprises” (GB 12349-90) are abolished. This standard is the first revision of the “Standard of noise at boundary of industrial enterprises” (GB 12348-90) and the “Method of measuring noise at boundary of industrial enterprises” (GB 12349-90). As compared with the original standards, the main changes of this standard are as follows. - COMBINE the “Standard of noise at boundary of industrial enterprises” (GB 12348-90) and the “Method of measuring noise at boundary of industrial enterprises” (GB 12349-90) into one standard; CHANGE the standard name into “Emission standard for industrial enterprises noise at boundary”; - MODIFY the scope of the application of the standard AND the background correction value table; - ADD the noise limit, measurement conditions, measurement point location, measurement point layout and measurement records of category 0 region; - ADD some terms and definitions, indoor noise limits, background noise measurements, measurement results and measurement results evaluation. This standard was first published in 1990, AND this is the first revision. This standard shall, from the date of implementation, replace the “Standard of noise at boundary of industrial enterprises” (GB 12348-90) and the “Method of measuring noise at boundary of industrial enterprises” (GB 12349-90). This standard is formulated under the organization of the Ministry of Environmental Protection Science and Technology Standards Division. The drafting organizations of this standard. This standard was approved by the Ministry of Environmental Protection on July 17, 2008. Emission standard for industrial enterprises noise at boundary 1 Scope This standard specifies the emission limit and measurement methods of the environmental noise of the industrial enterprises and fixed equipment at boundary. This standard applies to the management, evaluation and control of noise emission from industrial enterprises. Organs, institutions, organizations and other units emitting noise externally may also make reference to this standard. 2 Normative references The provisions in following documents become the provisions of this Standard through reference in this Standard. For undated references, the latest edition of the referenced document applies. GB 3096 Environmental quality standard for noise GB 3785 Electric, sonic properties and measuring methods for sound level meters GB/T 3241 Electroacoustics - Octave-band and fractional-octave-band filters GB/T 15173 Sound calibrators GB/T 15190 Technical specification to determinate the suitable areas for environmental noise of urban area GB/T 17181 Integral average sound level meter 3 Terms and definitions The following terms and definitions apply to this standard. 3.1 Industrial enterprise noise It refers to the building which shall be kept quiet such as hospitals, schools, institutions, scientific research units, residences and so on. 3.6 Day-time, night-time In accordance with the “Law of People's Republic of China on Environmental Noise Pollution Prevention and Control”, “day-time” refers to the period between 6.00 and 22.00, AND “night-time” refers to the time between 22.00 and 6.00. If the people's governments at or above the county level have other different divisions for day-time and night-time for the purposes of environmental noise pollution prevention and control (such as taking into account the time difference, differences in living habits, etc.), it shall follow such requirements. 3.7 Frequent noise It refers to the noise which is frequently occurred, has a certain principle on the occurrence time and interval, AND is relatively short in single time duration and high in strength, such as exhaust noise and cargo handling noise, etc. 3.8 Sporadic noise It refers to the noise which is occasionally occurred, has no principle on the occurrence time and interval, AND is relatively short in single time duration and high in strength, such as short whistle and engineering blasting noise, etc. 3.9 Maximum sound level It refers to the maximum value of A-weighed sound level measured for frequent or incidental noise events within the specified measurement time, expressed in Lmax, in dB (A). 3.10 Sound pressure level in octave bands calibration not more than 0.5 dB; otherwise the measurement results are invalid. 5.1.3 During measurement, the microphone shall be covered with wind shield. 5.1.4 The time weighing feature of the measurement instrument is set at the position “K”, AND the sampling time interval shall be not more than 1 s. 5.2 Measurement conditions 5.2.1 Meteorological conditions. The measurement shall be made in the weather free from rain, snow, or lightning, at the wind speed less than 5 m/s. If it is necessary to make measurement under special weather conditions, it shall take necessary measures to ensure the measurement accuracy. Meanwhile, it shall indicate the measures taken and the meteorological conditions. 5.2.2 Measurement conditions. The measurement shall be made at the normal working time of the measured noise source, AND meanwhile it shall indicate the working conditions at that time. 5.3 Measurement point position 5.3.1 Measurement point layout Based on the layout of industrial enterprise noise sources, the layout of the surrounding noise-sensitive buildings and the adjacent regional categories, ARRANGE several measurement points at the boundary of the industrial enterprise, including the positions relatively close to the noise-sensitive buildings AND the positions seriously affected by the measured sound source. 5.3.2 General provisions for measurement point positions Under normal circumstances, the measurement points are selected at positions 1 m beyond the enterprise enterprises, 1.2 m height above, AND not less than 1 m away from any reflection surface. 5.3.3 Other provisions for measurement point positions 5.3.3.1 When there is fence at the boundary AND there is effected noise-sensitive building at surroundings, the measurement points shall be selected at the positions 1 m beyond the boundary and 0.5 m higher above the fence. 5.3.3.2 When it is impossible to measure the actual emission conditions of the sound source (for example, the sound source is located in upper air, and there is acoustic barrier at the boundary, etc.) at the boundary, it shall distribute the ......
