Foreword
All the technical content of this Standard is mandatory.
This Standard corresponds to United Nations Economic Commission for Europe ECE
R38 Rev.2 Amend.2 “Uniform Provisions Concerning the Approval of Rear Fog Lamps
for Power-driven Vehicles and Their Trailers”. This Standard is not equivalent to ECE
R38, with the main differences as follows.
-- it modifies Chapter 1 “Scope”;
-- it increases Normative References;
-- it deletes the following chapters and annexes concerning management of ECE
R38.

This Standard replaces GB 11554-1998 “Uniform Provisions Concerning the Approval
of Rear Fog Lamps for Power-driven Vehicles and Their Trailers”. Compared with the
previous edition, the main changes of this Standard are as follows.
-- it modifies Chapter 1 “Scope” of the previous edition;
-- it modifies Chapter 2 “Normative References” of the previous edition;
-- it modifies relevant provisions on Definitions in Chapter 3 of the previous edition;
-- it modifies relevant provisions in the Technical specifications of Chapter 4 of the
previous edition;
-- it modifies Chapter 5 “Test procedure” of the previous edition;
-- it modifies Chapter 6 “Inspection rules” of the previous edition;
-- it increases relevant provisions on rear fog lamps equipped with light source
modules; and
-- it increases relevant provisions on rear fog lamps that use a variable intensity
control.
For the newly-applied type approval tests of rear fog lamps for power-driven vehicles
and their trailers, this Standard shall be implemented from January 1, 2010; and for
the rear fog lamps for power-driven vehicles and their trailers which have passed type
approval tests before the implementation of this Standard, this Standard shall be
implemented from January 1, 2012.
This Standard was proposed by the National Development and Reform Commission.
This Standard shall be under the jurisdiction of the National Technical Committee of
Auto Standardization.

Power-driven Vehicles and Their Trailers
1 Scope
This Standard specifies the technical specifications, test methods and inspection rules
of rear fog lamps for motor vehicles and their trailers.
This Standard applies to all types of rear fog lamps for power-driven vehicles of
categories L3, L4, L5, L7, M, N and trailer of category O.
In this Standard, the rear fog lamps of power-driven vehicles and their trailers are
referred to as rear fog lamps.
L7 refers to four-wheeled motorcycles.
2 Normative References
The provisions in following documents become the provisions of this Standard through
reference in this Standard. For dated references, the subsequent amendments
(excluding corrigendum) or revisions do not apply to this Standard, however, parties
who reach an agreement based on this Standard are encouraged to study if the latest
versions of these documents are applicable. For undated references, the latest edition
of the referenced document applies.

3 Terms and Definitions
For the purpose of this Standard, the terms and definitions given in GB 4785 apply.
4 Specifications
4.1 General specifications
4.1.1 Rear fog lamps shall be so designed and constructed that under normal
conditions of use and notwithstanding the vibrations to which they may be subjected
in such use, their satisfactory operation remains assured and they retain the
characteristics prescribed by this Standard.
4.2 Photometric performance
4.2.1 Within the angle range specified below, the luminous intensity of a rear fog lamp
in all directions shall meet the following specifications.
4.2.1.1 The intensity along the H-H and V-V axes, between 10° to the left and 10° to
the right and between 5° up and 5° down (see Figure 1), shall not be less than 150 cd.
4.2.2 In the case of a single lamp containing more than one light source, the lamp
shall comply with the minimum intensity required when any one light source has failed
and when all light sources are illuminated the maximum intensities shall not be
exceeded.
4.2.3 The apparent surface in the direction of the reference axis shall not exceed 140
cm2.
4.3 The colour and colorimetric characteristics of rear fog lamps shall meet the
specifications of GB 4785.
4.4 Heat resistance test
The lamp must be subjected to a one-hour test of continuous operation following a
warm-up period of 20 minutes.
5 Test Procedure
5.1 The test darkroom, apparatus and equipment shall meet the specifications of GB
4599.
5.2 Test conditions for photometric performance
5.2.1 In the case of a lamp equipped with non-replaceable light sources (filament
lamps and other), it shall be tested at 6.75 V, 13.5 V or 28.0 V respectively.
5.2.4 For any lamp except those equipped with filament lamps, the luminous
intensities, measured after one minute and after 30 minutes of operation, shall comply
with the specifications of 4.2.The luminous intensity distribution after one minute of
operation can be calculated from the luminous intensity distribution after 30 minutes of
operation by applying at each test point the ratio of luminous intensities measured at
HV after one minute and after 30 minutes of operation.

5.2.5 Photometric measurement of lamps equipped with several light sources
5.3 Conditions of heat resistance test
5.3.1 In the case of a lamp equipped with non-replaceable light sources (filament
lamps and other), it shall be tested at 6.75 V, 13.5 V or 28.0 V respectively.
5.3.3 In the case of light sources equipped with a variable luminous intensity control,
the test shall be carried out under the conditions given at minimum 90 per cent of the
higher luminous intensity.
5.4 Before the photometric performance test, a rear fog lamp or filament lamp
equipped with non-replaceable light sources shall be illuminated at the testing voltage
and its photometric performance shall be stabilized.
5.8 The measurement of measuring angle shall be based on reference axes and
reference centres which shall be indicated on the drawings of the manufacturer.
5.9 A light sources (colour temperature 1 856 K) shall be used for colorimetric
measurements. For a rear fog lamp that uses non-replaceable light sources, it shall be
tested in the test conditions specified in 5.2.1;
6 Inspection Rules
6.1 Rear fog lamps of different types.
Lamps which differ in such essential respects as.
6.2 Type approval test
6.2.1 Rear fog lamps of different types shall be determined according to the
specifications of 6.1 mentioned above.
6.2.2 The manufacturer shall provide.
6.2.3 Each sample lamp shall meet the specifications in 4.1.
6.2.4 The test shall be conducted in accordance with Chapter 5 and each sample
lamp shall meet the specifications in 4.2, 4.3 and 4.4.
6.3 Conformity of production procedure
6.3.1 For the devices qualified by type approval test, use the sample lamps taken at
random from the products mass-produced to determine their conformity of production.
6.3.2 The 2 sample lamps taken at random shall meet the specifications of 4.1.
