China Compulsory Certification Implementation Detailed-
Rules - Motor Vehicles
1 Preface
The Automobile Implementation Detailed-Rules (hereinafter referred to as the
Implementation Detailed-Rules) are prepared, in accordance with the requirements of
the "Implementation rules for compulsory product certification - Motor vehicles"
(CNCA-C11-01:2020) (hereinafter referred to as the Product Implementation Detailed-
Rules). It is used as a supporting document for and in combination with the Product
Implementation Rules. In accordance with the implementation rules, the "Rules for
Cancellation, Suspension and Revocation of Certificate for Compulsory Product
Certification" (CNCA-00C-001), "Implementation rules for compulsory product
certification - Selection and Determination of Classified Management and Certification
Mode for Manufacturers" (CNCA-00C-003), "Utilization of Testing Resources and
Other Certification Results of Manufacturers under Compulsory Product Certification
Implementation Rules" (CNCA-00C-004), "Implementation Rules for Compulsory
Product Certification - Requirements for Factory Quality Assurance Capability"
(CNCA-00C-005), "Implementation Rules for Compulsory Product Certification -
General Requirements for Factory Inspection" (CNCA-00C-006), "Implementation
Rules for Compulsory Product Certification - Information Submission, Transmission
and Disclosure" (CNCA-00C-007), as well as relevant requirements of the China
Quality Certification Center (hereinafter referred to as CQC) quality manual, procedure
documents, work instructions, etc., this Implementation Detailed-Rule is formulated
and published, based on the principles of maintaining the effectiveness of product
certification, improving product quality, serving certified enterprises, controlling
certification risks.
1 Scope
The product scope applicable to this Implementation Detailed-Rule shall be
implemented in accordance with Article 1 of the Product Implementation Rules; it shall
be adjusted in accordance with the catalog definition, catalog adjustment and other
announcements issued by the National Certification and Accreditation Administration
(hereinafter referred to as the NCAA).
2 Terms and definitions
The definition of vehicle can be found in GB/T 3730.1-2022 "Terms and definitions of
motor vehicles, trailers and combination vehicle - Part 1: Types", GB/T 17350-2009
"Terms marks and designation for special purpose vehicles and special trailers", GB
7258-2017 "Technical specifications for safety of power-driven vehicles operating on
roads". The classification of vehicles can be found in GB/T 15089-2001 "Classification
of power-driven vehicles and trailers". Other terms shall be implemented in accordance
with Article 2 of the Product Implementation Rules.
3 Certification standards
The standards, year number, Clause number based on which the certification is carried
out are shown in Annex 1 of this Implementation Detailed-Rules.
Manufacturing enterprises shall fully implement the national standards and regulations
on automobile and trailer product safety, environmental protection, energy conservation,
and anti-theft; meanwhile meet the requirements.
In principle, the standards based for certification testing shall implement the latest
version issued by the national standardization administrative department. When adding
or subtracting standards or using other versions of standards, the announcements issued
by the CNCA shall be followed; when the standards based for certification testing are
updated, it shall follow the technical decisions of the Automobile and Components
Technical Expert Group (TC11) of the CNCA.
4 Authentication mode
The certification model for automotive products is implemented in accordance with
Article 4 of the Product Implementation Rules.
CQC has formulated the "Production Enterprise Classification Principles" (see
Appendix 2) based on the product implementation rules and the "Compulsory Product
Certification Implementation Rules -- Selection and Determination of Classified
Management and Certification Mode for Manufacturers" (CNCA-00C-003) and other
relevant requirements. In the specific implementation of tests, initial factory inspections,
post-certification follow-up inspections, differentiated certification models are adopted
based on differences in production methods, corporate management levels, product
characteristics.
4.1 Basic mode
Type test + initial factory inspection (enterprise quality assurance capability and
product consistency inspection) + post-certification supervision
Mass-produced vehicles: Type test + initial factory inspection (enterprise quality
assurance capability and product consistency inspection) + post-certification
supervision, in which quality assurance capability and product consistency inspection
are conducted according to the production consistency inspection method.
Non-mass production vehicles: Type test + initial factory inspection (enterprise quality
assurance capability and product consistency inspection) + post-certification
supervision. Parallel imported vehicles are generally non-mass production vehicles. On
the basis of quality assurance capabilities and product consistency inspection, non-mass
production vehicle enterprises will add on-site sampling testing or inspection at the
production site or port.
4.2 Single vehicle certification
It is 100% inspected. It is applicable to small batches of imported products for
production and daily consumption, that have not obtained compulsory product
certification due to special purposes or special reasons ①. The relevant requirements
for single vehicle certification shall be implemented in accordance with the contents of
Article 5, Article 9.1, Annex 1-3 and Appendix 3 of this Implementation Detailed-Rules.
Note: ① The scope of application for special purposes or due to special reasons is anti-
terrorism security, emergency rescue and disaster relief, emergency command, sports
competitions, road tests, major national production and construction projects and end-user use
(import purposes listed on the import license of the commerce department or the purpose of use
must be for corporate or personal use).
5 Certification unit division
The division of vehicle model series, units, models shall be carried out in accordance
with Article 5 of the Product Implementation Rules. The certification client can submit
a certification commission based on the model series or unit.
Products applied for using the single-vehicle certification model will not be divided into
units. Certificates will be issued based on the model and specific vehicle identification
number, with one certificate per vehicle.
6 Certification entrustment
6.1 Proposal and acceptance of certification entrustment
The certification client needs to submit the certification entrustment to CQC in an
appropriate manner. CQC will review the certification entrustment and provide
feedback on acceptance or rejection, in accordance with the time limit requirements in
The certification client submits an intention application to CQC (completed on the CQC
website http://www.cqc.com.cn); CQC accepts the intention application to start the
certification process.
The certification client submits certification materials (online or in writing) → CQC
reviews the information according to the application unit (or series), determines the test
plan and issues type test tasks → The certification client sends samples to the
designated laboratory for type testing according to the requirements of the type test plan;
the designated laboratory issues a type test report → CQC develops factory inspection
plan (if applicable) and arranges factory inspection, based on the production
consistency control plan submitted by the certification client (mass-produced vehicles;
for non-mass produced vehicles, it is conducted according to factory quality assurance
capability review + on-site product consistency testing or inspection) → Conduct
factory on-site inspection → Review type test report, factory inspection report;
evaluate and approve the certification results; issue certification certificate →
Conduct post-certification supervision of certified products and production enterprises.
If the type test report is not carried out according to the above certification process and
a type test report is provided directly, when the test results of all test items meet the
standard requirements and the consistency review of the type test samples is passed,
THEN, the type test results can be judged as qualified. If factory inspection is carried
out for products that have not completed type testing, the certification client needs to
apply to CQC; it can be carried out at the same time after approval. For vehicles
modified on the basis of uncertified vehicle models (Article 7.2.3 of the Product
Implementation Rules), in principle, factory inspection is required after the type test is
completed.
6.3.2 Certification time limit
CQC's time limit requirements for each link of certification are in accordance with
CQC/07 Process 0101-2014 "Application Acceptance and Conformity Assessment
Process Quality Control Form", CQC/07 Process 0102-2014 "Product Certification
Change Application Acceptance and Conformity Assessment Process Quality Control
Form", etc. The certification client must actively cooperate with certification activities,
to ensure that relevant work is completed within the time limit.
Under normal circumstances, the certification certificate will be issued to the
certification client within 90 days② from the acceptance of the certification entrustment,
including the type test time, initial factory inspection time, post-inspection report
submission time (when applicable), certification result evaluation and approval time, as
well as the time to prepare certificate and change approval form.
The completion time of the above certification activities does not include the time
required for the certification client to prepare materials, the time required for
rectification of non-conformities in test samples, the time for design identification, the
time for re-submission of samples for testing, the time for rectification of non-
conformities in factory inspections.
CQC will accept the certification client’s intention application within 2 working days;
issue an acceptance notice, or inform the certification client of the reasons for rejection.
The data review includes the review of the completeness, integrity, compliance of the
application data, which is generally completed within 5 working days.
It usually takes no more than 2 working days to formulate and issue the type test plan.
The type test is usually completed in 30 working days. If any test items fail, rectification
can be allowed within a time limit (not more than three months); samples will be re-
submitted after the rectification for testing. The type test time can be appropriately
extended, because the emission durability test takes a long time.
It usually takes no more than 5 working days to formulate a factory inspection plan. If
there are unqualified items in the factory inspection, rectification can be allowed within
a time limit (not more than 3 months).
The time it takes to review the type test report and factory inspection report, evaluate
and approve the certification results, issue the certification decision is generally 5
working days.
Certification clients, producers (manufacturers), manufacturing enterprises shall
actively cooperate and assist in the implementation of certification. Certification
timeout due to failure of the certification client, producer (manufacturer), or production
enterprise to complete certification activities overdue, due to their own reasons, will not
be included in the certification time.
Note ②: Due to relevant type test cycle requirements (such as emission endurance test,
etc.), the certification cycle can exceed 90 days; when the manufacturer is not in China,
the certification cycle can be extended appropriately.
7 Certification implementation
7.1 Type test
7.1.1 Type test plan
After accepting the certification entrustment and reviewing the data, CQC formulates a
test plan and informs the certification client, who can provide opinions on the test plan.
If the laboratory has any objection to the test plan, it shall explain the situation to CQC.
The type test plan includes type test items, sample requirements and quantities,
laboratories responsible for type tests, etc. Certification clients can choose by
themselves within the scope of laboratories designated by the CNCA. Once the

The implementation of type testing shall be carried out in accordance with the relevant
requirements of Article 7.1.4 of the Product Implementation Rules.
For products that have obtained compulsory product certification (including self-
declaration), CQC directly recognizes the results; for the relevant requirements for
recognizing the test results of other conformity assessment systems, see Annex 4-1 of
this Implementation Detailed-Rules.
7.1.4.1 If the manufacturing enterprise has the testing conditions, which are required by
the "Compulsory Product Certification Implementation Rules - The Utilization of
Testing Resources and Other Certification Results of Manufacturers" (CNCA-00C-004)
and by the certification standards, CQC can use the testing resources of the
manufacturing enterprise to implement sampling testing (or witness testing) at
production site; a designated laboratory issues a testing report. For specific
requirements and procedures, see Annex 4-2 of this Implementation Detailed-Rules.
7.1.4.2 For qualified enterprises, during the type test process, some items can be carried
out through design appraisal. CQC will work with the certification client and laboratory
to formulate a plan; use review, verification and other methods to confirm the
compliance of the design with certification standards during the product design stage;
jointly issue a design appraisal report, which will be accepted as the type test results.
The specific requirements are based on Annex 2-1 of the Product Implementation Rules.
7.1.4.3 For products of the same model produced by different production sites of the
same manufacturer, on the premise of ensuring production consistency, CQC will
simplify the type test process and exempt the same parts of testing items.
7.1.4.4 For some type test items, if the certification client submits the CQC with the
environmental protection self-commitment document and the "Automotive Product
Environmental Protection Self-Commitment" (see Annex 3-3), after agreeing to tighten
post-certification supervision and random inspections, it may adopt enterprise self-
commitment method to replace testing. Specific requirements are based on Annex 1-4
of the Product Implementation Rules.
7.1.4.5 Automobile products, which use new technologies, shall at least ensure that their
safety, environmental protection, energy saving and anti-theft characteristics are no less
than the compulsory certification requirements for automobile products. If it involves
the implementation rules for compulsory certification of relevant vehicle parts, they
must also comply with the corresponding requirements of the implementation rules.
Enterprises first conduct self-evaluation of new technology products. If they believe
they meet the requirements, they submit an application for certification. After receiving
the application materials from the enterprise, CQC conducts a technical review on the
impact of the new technology on product safety, environmental protection, energy
saving, anti-theft and other characteristics; gives a review results and suggestions. If
necessary, it shall be reported to the technical expert group of the Certification and
Accreditation Administration, for technical judgment. The specific requirements are
based on Annex 2-2 of the Product Implementation Rules.
7.1.4.6 For modified vehicles, the technical judgment conditions refer to Appendix 5
"Technical Judgment Conditions for Modified Automobile Products" of this
Implementation Detailed-Rules.
7.1.4.7 Compulsory product certification can be carried out through self-inspection and
self-certification for flatbeds, gates, vans, dump trucks (hereinafter referred to as
category IV vehicles), which are produced by modification enterprises as entrusted by
the vehicle enterprises. The specific implementation procedures are as shown in the
Annex 4-3 "Implementation Procedures for Self-inspection and Self-certification of
Category 4 Vehicles" in this Implementation Detailed-Rules.
7.1.5 Type test report
Type test report requirements shall be implemented, in accordance with the relevant
content requirements of Article 7.1.5 of the Product Implementation Rules.
After the type test is completed, the laboratory shall promptly issue a report using the
type test report format uniformly stipulated by CQC. The content of the report shall be
accurate, clear, complete; describe the products and certification-related information in
the application unit.
The certification client shall ensure that a complete and effective type test report can be
provided to CQC and law enforcement agencies during post-certification supervision.
7.2 Initial factory inspection
The initial factory inspection requirements are implemented in accordance with the
relevant content of Article 7.2 of the Product Implementation Rules.
Generally, initial factory inspection shall be carried out after passing the type test. Type
testing and initial factory inspection can also be carried out simultaneously if required.
7.2.1 Basic principles
CQC follows the requirements of product Implementation Rules, "Implementation
Rules for Compulsory Product Certification - Requirements for Factory Quality
Assurance Capability" (CNCA-00C-005), "Implementation Rules for Compulsory
Product Certification - General Requirements for Factory Inspection" (CNCA-00C-006)
and other documents; formulates relevant requirements for initial factory inspections
for mass-produced vehicle and non-mass-produced vehicle manufacturers; conducts
compliance inspections on the production consistency control system of the
manufacturers, to ensure that factory inspection requirements are implemented.
After passing the type test and passing the review of the production consistency control
plan, CQC will appoint compulsory product certification inspectors with national
registration qualifications, to form an inspection team to conduct on-site inspections of
production consistency inspections on the production enterprises.
During the inspection, the manufacturing enterprise shall be producing products that
have been entrusted with certification, meanwhile the inspection team can collect
completed samples on site for inspection activities.
Production consistency factory on-site inspection includes quality assurance capability
review and product consistency inspection. After the producer (manufacturer) or
production enterprise's production consistency control plan is reviewed and passed, it
shall confirm the implementation of production consistency control plan at the
production consistency control site. It shall cover the products applied for certification
and the processing sites of the products applied for certification. If necessary, CQC can
conduct extended inspections at sites other than the production enterprise.
CQC randomly selects products that apply for certification among the products that
have been confirmed to be qualified by the manufacturer, to conduct inspections
including but not limited to the following:
(1) Consistency inspection between the sign of the certified product and the "Vehicle
Structure and Technical Parameters";
(2) On-site designated testing of certified products.
Product consistency inspection shall cover at least the certified product categories; the
factory inspection team is responsible for the sampling process. If the factory inspection
team discovers flaws in the enterprise's production consistency control plan during on-
site inspection, it shall provide opinions and suggestions to CQC.
For those who do not conduct type testing according to the certification process but
directly provide a type test report, CQC will add the review Articles 1.1 and 1.2 in
Attachment A "Consistency Review of Vehicle Structure and Technical Parameters" of
Appendix 6 of the Product Implementation Rules, during the on-site production
consistency review. The additional number of man-days shall be subject to the actual
review time.
For enterprises that have obtained a management system certification certificate, as
issued by a certification body authorized by the Certification and Accreditation
Administration of China, the results of the same part of the management system
certification as the quality assurance capability review can be recognized; the number
of review days can be reduced.
7.2.3 Factory inspection of non-mass produced vehicles
It is carried out according to the factory quality assurance capability review + on-site
directly provide a type test report, CQC will add Articles 1.1 and 1.2 in Attachment A
"Conformity Review of Vehicle Structure and Technical Parameters" of Appendix 6 of
the Product Implementation Rules, during the on-site production consistency review.

7.2.3.3 Special requirements for factory inspection of parallel imported
automobiles
For the enterprises that carry out parallel import automobile business in the free trade
zone, if they have effectively ensured the consistency of imported vehicles and only
carried out standard compliance rectification in the free trade zone (excluding vehicle
structural modifications), under the premise that it is in compliance with relevant
requirements such as industrial policies, CQC may only conduct CCC certified factory
inspections on its modification sites in the free trade zone, depending on the
circumstances.
7.2.3.4 Adoption of relevant certification results during initial factory inspection
For components and systems that have obtained compulsory product certification
(including self-declaration), it is only necessary to confirm the consistency of the
specifications and models of the components installed in the vehicle with the certificate,
as well as the validity of the certificate.
For components and systems that have obtained voluntary product certification
certificates issued by CQC or other compulsory product certification agencies
designated by the Certification and Accreditation Administration, when the structure,
parameters, testing standards, testing items of the corresponding certified products
(testing must be completed in the laboratory as designated by CCC) remains unchanged
and meets the production consistency requirements, it is only necessary to confirm the
consistency of the components and assembly specifications and models installed on the
vehicle with the certified product model, as well as the validity of the certificate.
7.2.4 Factory inspection results
7.2.4.1 Factory inspection conclusions and classification of non-conformities
Factory inspection conclusions are usually divided into four categories: "factory
inspection passed", "written verification passed", "on-site verification passed", "factory
inspection failed". Among them, "written verification passed" means that there are non-
conformities; the factory takes corrective measures within the specified period; after
reporting to CQC for written verification to be effective, the factory inspection passes.
"On-site verification passed" means that there are non-conforming items; the factory
takes corrective measures within the specified period; the factory inspection passes after
the CQC on-site verification is effective.
